UPPER HANOVER TOWNSHIP BOARD OF SUPERVISORS

WORKSHOP MEETING MINUTES OF JUNE 9, 2008

 

 

 

Call to Order and Roll Call

 

The meeting was called to order at 7:00 p.m. by Chairman Fain.  Township Supervisors in attendance were Shannan Bieler, Richard Fain, Eugene Fried, Mary Gibbs Kershner and Eugene Marks.  Township staff in attendance were Jeffrey Ashman, Fire Marshall, Larry Buck, Road Foreman, Edward Skypala, Township Solicitor and Stanley Seitzinger, Jr., Township Manager.

 

Citizen Comments

 

Roderick Wood questioned whether the Board of Supervisors held an illegal Executive Session.  Mr. Wood presented comments in opposition to the proposed increase in administration office personnel.

 

Mr. and Mrs. Fisher of 1036 Palm Hill Road presented a request regarding the development of an animal control ordinance in order to deal with a guinea hen problem at Palm Hill Road.  Mr. and Mrs. Soffa presented additional comments in support of the proposed ordinance.

 

Clifford Weber inquired as to whether the Township should seek reimbursement for any costs incurred as a result of the recent bomb threats at the Upper Perkiomen High School facility.

 

Niehls Lease

 

The Board of Supervisors proposed extending the current lease through the end of 2012.

 

Intersection Analysis – Church Road, School House Road, 3rd Street and Goschenhoppen Church Road

 

The Board of Supervisors reviewed the May 27, 2008 Intersection Analysis prepared by McMahon Transportation Engineers and Planners.  Mrs. Bieler moved to authorize the preparation of an appropriate stop sign ordinance amendment in order to implement the recommendations as presented by McMahon Transportation Engineers and Planners.  The motion was seconded by Mrs. Kershner and carried unanimously.

 

Municipal Facility Sign

 

The Board of Supervisors further reviewed the proposal submitted by Bob Shaw’s Signs.  The Board of Supervisors requested a quotation for wooden posts in order to determine the cost comparison to the proposed stone piers.  The Township Manager was requested to obtain stone color samples for further review.

 


Pickup Truck

 

Road Foreman Larry Buck indicated that he was continuing his search for a suitable pickup truck.

 

Park Rules and Regulations

 

The Board of Supervisors proposed revising the Park Rules and Regulations to except-out the Mill Hill Open Space area and to include all of the other Township owned parks and open space areas under the rules and regulations.

 

Mezzanine File Room Proposals

 

Manager Seitzinger reported that three (3) proposals were solicited for the installation of a wall on the mezzanine level of the Maintenance Building in order to create a file room.  Mr. Marks moved to accept the proposal from John G. Membrino in the amount of $4,875.00 and the alternate for the lighting circuit changes, motion detector and heating units in the amount of $2,250.00.  The motion was seconded by Mr. Fried and carried affirmatively with Mrs. Bieler abstaining from the vote since John G. Membrino was previously involved in the construction of her home.

 

Review of June 10, 2008 Board of Supervisors Regular Meeting Agenda

 

The agenda was reviewed.

 

Other

 

A brief discussion ensued regarding the procedure for the provision of fuel for highway maintenance vehicles.

 

Adjournment

Mr. Marks moved to adjourn the meeting at 8:25 p.m.  The motion was seconded by Mr. Fried and carried unanimously.
