ORGANIZATION MEETING MINUTES

OF JANUARY 2, 2018

 

 

Call to Order and Roll Call

 

The meeting was called to order at 7:03 p.m. by Chairman Fried.    Township Supervisors in attendance were Dorothy Diehl, Richard Fain, Ben Fiorito, Eugene Fried and Steven Rothenberger.  Staff member in attendance was Stanley Seitzinger, Jr., Township Manager.

 

Citizen Comments

 

Citizens in attendance did not present comments.

 

Appointment of Chairman Pro-Tem

 

Chairman Fried requested that Township Secretary Stanley Seitzinger, Jr. assume the position of Chairman Pro-Tem.

 

Election of Officers

 

Mr. Seitzinger requested a motion nominating a slate of officers for 2018. 

 

Mrs. Diehl moved to approve the following officers for 2018: 

 

Chairman – Eugene F. Fried

Vice-Chairman - Richard K. Fain

Assistant Secretary - Dorothy J. Diehl

Assistant Treasurer - Ben R. Fiorito

 

The motion was seconded by Mr. Rothenberger and carried unanimously.

 

The Chair of the meeting was returned to Chairman Fried.

 

Board, Commission and Authority Appointments

 

Discussion ensued concerning the reappointment of Stefan Laessig to the Upper Hanover Township Planning Commission. The reappointment was tabled for further review.

 

Mr. Rothenberger moved to approve the following appointments:

 

A.    Brandon Reed, Planning Commission, Term: 1/1/18-12/31/21

B.     Trevor Smith, Upper Hanover Authority, Term: 1/1/18-12/31/22

C.     George Long, Vacancy Board, Term: 1/1/18-12/31/18

D.    Thomas Putera, Industrial Development Authority, Term:1/1/18-12/31/22

E.     Steven Rothenberger, Township Representative, Regional Planning Commission, Term: 1/1/18-12/31/18

F.      Richard Fain, Township Alternate Representative, Regional Planning Commission Alternate, Term: 1/1/18 – 12/31/18

The motion was seconded by Mr. Fiorito and carried affirmatively with Mr. Fried abstaining from the vote regarding the appointment of Catherine Hummel Fried for an additional term on the Parks and Recreation Committee.

Mrs. Diehl moved to approve the following appointments:

 

A.    Township Secretary/Treasurer – Stanley W. Seitzinger, Jr., Term: 1/1/18 – 12/31/18

B.     Township Engineer & Zoning Officer – LTL Consultants, Ltd. Term: 1/1/18-12/31/18

D.    Special Engineering Consultant – Gilmore and Associates, Term: 1/1/18-12/31/18

The motion was seconded by Mr. Rothenberger and carried unanimously.

 

 

Bank Depositories, Authorized Signatures and Treasurer’s Bond

 

Mr. Fiorito moved to approve the following items:

 

A.  Bank Depositories:

 

      1.  Quakertown National Bank (QNB)

  1. PA Local Government Investment Trust
  2. Tompkins VIST Bank
  3. Firstrust Bank
  4. Embassy Bank

 

B.  Authorized Signatures for Checks and Transactions – Chairman, Vice-Chairman,

      Secretary/Treasurer, Assistant Secretary, Assistant Treasurer (any two signatures)

 

C.  Treasurer’s Bond - $1,000,000 – Selective Insurance Company

 

The motion was seconded by Mr. Rothenberger and carried unanimously.

 

2018 Fee Schedule - Resolution #2018-01

 

The Township Supervisors reviewed and discussed the proposed 2018 Fee Schedule. Subject to revisions on zoning related fees, Mr. Rothenberger moved to adopt Resolution #2018-01, the 2018 Upper Hanover Township Fee Schedule. The motion was seconded by Mrs. Diehl and carried unanimously.

 

Tax Collector Compensation - Resolution #2018-02

 

Mr. Fain moved to adopt Resolution #2018-02.  The motion was seconded by Mr. Fiorito and carried unanimously.

 

2018 Holiday Schedule and 2018 Vacation Schedule

 

Mr. Fiorito moved to approve the 2018 Holiday Schedule and the 2018 Vacation Schedule. The motion was seconded by Mrs. Diehl and carried unanimously.

 

2018 Mileage Rate - Resolution #2018-03

 

Mr. Fain moved to adopt Resolution #2018-03.  The motion was seconded by Mr. Rothenberger and carried unanimously.

 

2018 Health Insurance Co-Pay - Resolution #2018-04

 

Mr. Rothenberger moved to adopt Resolution #2018-04, the 2018 Health Insurance Co-Pay. The motion was seconded by Mrs. Diehl and carried unanimously.

Mr. Rothenberger moved to adjourn the meeting at 7:38 p.m.  The motion was seconded by Mrs. Diehl and carried unanimously.
