ORGANIZATION MEETING MINUTES

OF JANUARY 3, 2017

 

 

Call to Order and Roll Call

 

The meeting was called to order at 7:00 p.m. by Township Solicitor Edward Skypala.    Township Supervisors in attendance were Dorothy Diehl, Richard Fain, Ben Fiorito, Eugene Fried and Steven Rothenberger.  Staff members in attendance were Edward Skypala, Township Solicitor and Stanley Seitzinger, Jr., Township Manager.

 

Citizen Comments

 

Citizens in attendance did not present comments.

 

Appointment of Chairman Pro-Tem

 

Mr. Skypala was appointed as the Chairman Pro-Tem.

 

Election of Officers

 

Mr. Skpala requested a motion for the recommendation of a slate of officers for 2017. 

 

Mrs. Diehl moved to approve the following slate of officers for 2017:  Chairman, Eugene Fried, Vice-Chairman, Richard Fain, Assistant Secretary, Dorothy Diehl and Assistant Treasurer, Ben Fiorito.  The motion was seconded by Mr. Rothenberger and carried unanimously.

 

The Chair of the meeting was returned to Chairman Fried.

 

Board, Commission and Authority Appointments

 

Mr. Rothenberger moved to approve the following appointments:

 

A.    Alexander Anastas, Planning Commission, Term: 1/1/17 – 12/31/20

B.     William Kalb, Planning Commission Alternate, Term: 1/1/17-12/31/20

C.     George Long, Vacancy Board, Term: 1/1/17-12/31/17

The motion was seconded by Mr. Fiorito and carried unanimously.

 

Discussion ensued concerning possible appointments to the Upper Hanover Authority, the Agricultural Security Area Advisory Committee and the Parks and Recreation Committee.

The motion was seconded by Mr. Rothenberger and carried unanimously.

 

Discussion ensued concerning a possible appointment of an Assistant Emergency Management Coordinator.

 

Bank Depositories, Authorized Signatures and Treasurer’s Bond

 

Mrs. Diehl moved to approve the following:

The motion was seconded by Mr. Rothenberger and carried unanimously.

 

Resolution #2017-01 – 2017 Fee Schedule

 

Discussion ensued concerning the fee schedule.  The fee schedule was tabled for further review.

 

Resolution #2017-02 – Tax Collector Compensation

 

Mr. Fain moved to adopt Resolution #2017-02.  The motion was seconded by Mr. Fiorito and carried unanimously.

 

2017 Holiday Schedule and 2017 Vacation Schedule

 

Mr. Rothenberger moved to adopt the 2017 Holiday Schedule and the 2017 Vacation Schedule. The motion was seconded by Mrs. Diehl and carried unanimously.

 

Resolution #2017-03 – 2017 Mileage Rate

 

Mr. Rothenberger moved to adopt Resolution #2017-03.  The motion was seconded by Mrs. Diehl and carried unanimously.

 

Resolution #2017-04 – 2017 Health Insurance Co-Pay

 

Mr. Fiorito moved to adopt Resolution #2017-04. The motion was seconded by Mr. Roathenberger and carried unanimously.

 

New Business

 

New business was not presented.

 

 

 

 

 

Old Business

 

1.  Landis Lane

 

Discussion ensued concerning the option of changing Landis Lane from a two way road to a one way road in the direction running from Church Road to School House Road.  Mr. Skypala recommended that the Township have an engineering study conducted by a qualified traffic engineering firm to determine the feasibility and possible design for this change in traffic pattern.  The Board of Supervisors requested that the Township Manager obtain a proposal from McMahon Associates.

 

Further discussion ensued concerning traffic impacts of the recent bridge construction detour.

Mr. Fain moved to adjourn the meeting at 7:55 p.m.  The motion was seconded by Mrs. Diehl and carried unanimously.
