UPPER HANOVER TOWNSHIP BOARD OF SUPERVISORS REGULAR MEETING MINUTES OF FEBRUARY 13, 2018

 

 

 

Call to Order and Roll Call

 

The meeting was called to order at 7:00 p.m. by Chairman Eugene Fried followed by the Pledge of Allegiance to the Flag. Township Supervisors in attendance were Dorothy Diehl, Richard Fain, Ben Fiorito, Eugene Fried, and Steven Rothenberger.  Staff members in attendance were Thomas Latshaw, Road Forman, Michael Wetzel, Fire Marshal, Eric Frey, Esquire and Stanley W. Seitzinger, Jr., Township Manager.

Citizens in attendance did not present comments.

 

Approval of Minutes

 

Mr. Rothenberger moved to approve the January 9, 2018 Regular Meeting Minutes.  The motion was seconded by Mrs. Diehl and carried unanimously.

 

A.  Previously Paid Bills Authorization and Monthly Bills to be Paid

 

Mrs. Diehl moved to approve the previously paid bills in the amount of $9,020.37                    from the General Fund, $87,000.00 from the Open Space Fund and to approve the monthly bills payment in the General Fund in the amount of $131,253.59, Parks and Recreation Fund in the amount of $232.75 and Escrow Fund in the amount of $15,882.81. The motion was seconded by Mr. Fiorito and carried unanimously.

 

Monthly Reports

 

A.  Treasurer’s Report

 

Manager Seitzinger entered the monthly Treasurer’s Report into the record.

 

B.  State Police Report

 

Manager Seitzinger entered the State Police Report into the record. 

 

C.  Building Inspector Report

 

Manager Seitzinger entered the Building Inspector Report into the record.

 

D.  Fire Marshal Report

 

Fire Marshal Wetzel entered the Fire Marshal Report into the record. 

 

 

E.  Road Report

 

Road Forman Latshaw entered the Road Report into the record.

 

Special Items

 

1.  Resolution #2018-01B, Fee Schedule Amendment

 

It was noted that the fee schedule amendment resolution was adopted at the Monday evening Workshop Meeting.

 

2.  Public Hearing, Ordinance #2018-01, Stop Sign at Montgomery Avenue and    

     Walt Road

 

The Chair of the meeting was turned over to Township Solicitor Eric Frey.  Mr. Frey entered the legal notice, a copy of Ordinance #2018-01, the proof of publication and the transmittal letter to the Montgomery County Law Library into the record.  Mr. Frey requested any comments or discussion.  Comments or discussion were not presented.

 

Mr. Fain moved to adopt Ordinance #2018-01.  The motion was seconded by Mrs. Diehl and carried unanimously.

 

The Chair of the meeting was returned to Chairman Fried.

 

3.  Resolution #2018-07, Montco 2040 Grant Application

 

Mr. Fiorito moved to adopt Resolution #2018-07.  The motion was seconded by Mr. Rothenberger and carried unanimously.

 

Planning and Zoning

 

A.  Zoning

 

1.  Zoning Hearing Application, Premier Trailer Leasing, Inc. – February 21, 2018

 

Jennifer Wunder, Esquire of Fox Rothchild presented an overview of the Premier Trailer Leasing Zoning Hearing Application as scheduled for a zoning hearing on February 21, 2018.

 

The Board of Supervisors did not take a position for or against the zoning hearing application.

 

2.  Ordinance #2018-02, Zoning Ordinance Amendment, Small Domestic Animals

 

The Ordinance was tabled for further review since the February Upper Hanover Township Planning Commission Meeting was canceled.

 

 

 

 

B.  Subdivision and Land Developments

 

1.  Glenwood Chase

 

Discussion ensued regarding required brush and downed trees on the section of the Centennial Park property that will be improved by the developer of Glenwood Chase.  Mr. Barbary agreed to complete the brush and tree removal as required by the Township.  Mr. Barbary indicated that work on the Glenwood Chase project would not start until either late 2018 or early 2019.

 

It was recommended that a wider area be cleared around the proposed trail areas for the safety of residents.  It was recommended that a bollard should be installed at the entrance from Cedar Lea.  It was recommended that the trail width should be constructed at 6 feet with an 8 foot cut around the edges of the trail.

 

Mr. Fain moved to approve Resolution #2018-09 for the Glenwood Chase Amended Final Plan Approval and Resolution #2018-08 for the Glenwood Chase Minor Subdivision Preliminary and Final Approval with both plans subject to the LTL Consultants review letter dated February 9, 2018.  The motion was seconded by Mr. Rothenberger and carried unanimously.

 

2.  Official Highway Map

 

The Official Highway Map was tabled for further review.

 

Committee Reports

 

A.  Budget and Finance Committee – Mr. Fiorito

 

Mr. Fiorito reported upon recent certificate of deposit investments.

 

B.  Personnel Committee – Mrs. Diehl and Mr. Fain

 

A report was not presented.

 

C.  Open Space, Parks and Recreation Committee – Mr. Fried

 

Mr. Fried reported upon the status of the Eagle Scout Trail Project at the Mill Hill Preservation Area.  Mr. Fried reported that a resident suggested the installation of a mountain bike trail at the Mill Hill Preservation Area.  Additional property boundary markings will be installed at Mill Hill in order to keep residents away from neighboring properties.  It was further recommended that existing no hunting signs should be replaced and augmented at the scout cabin area of the Mill Hill Preservation Area where hunting is not allowed.  Mr. Fried reported upon a proposed boy scout local clean-up project at the stream area at the Mill Hill Preservation Area.

 

 

D.  Regional Planning and Planning Committee – Mr. Rothenberger

 

A report was not presented.

 

E.  Sewage and Water Committee – Mr. Fiorito

 

A report was not presented.

 

F.  Bridge and Road Committee – Mr. Fiorito and Mr. Fried

 

Mr. Fried indicated that he is following-up on a proposed meeting with Montgomery County officials regarding the status of the Fruitville Road Bridge Replacement Project.

 

G.  Public Safety Committee – Mr. Fiorito and Mr. Fried

 

Mr. Fried reported upon a homicide training session for two Pennsylvania State Troopers with the cost to be covered by Upper Hanover Township.

 

Township Engineer’s Report

 

The monthly report was entered into the record. 

 

Township Manager’s Report

 

A report was not presented.

 

Township Solicitor’s Report

 

A report was not presented.

 

Old Business

 

A.  Propane Proposal Award

 

Mr. Fain moved to approve the annual propane proposal award to Eastern Propane in the amount of $.3850, Bidder Added Margin.  The motion was seconded by Mrs. Diehl and carried unanimously.

 

Mrs. Diehl suggested that staff determine whether Eastern Propane may be willing to waive the $7.50 per delivery environmental fee.

 

New Business

 

A.  Authorization to Solicit Turf Care Proposals

 

Mr. Fain moved to authorize soliciting turf care proposals.  The motion was seconded by Mr. Rothenberger and carried unanimously.

 

 

B.  Authorization to Bid Road Materials and Equipment Rental

 

Mr. Rothenberger moved to approve bidding of the Road Materials and Equipment Rental.  The motion was seconded by Mrs. Diehl and carried unanimously.

 

C.  Bituminous Seal Coat Contract Extension

 

Mrs. Diehl moved to authorize extending the existing contract with Asphalt Maintenance Solutions for the 2018 year.  The motion was seconded by Mr. Fain and carried unanimously.

 

The Township Manager was requested to determine whether the Pennsylvania Department of Transportation finds the Township’s bituminous seal coat specification acceptable for the possible use of state aid liquid fuels funds in future years.

 

D.  Act 172 - Volunteer Incentive Program

 

Mr. Fiorito recommended that additional follow-up occur in finalizing the incentive program criteria.  Mr. Fiorito requested that the subjected be listed on upcoming agendas.

Mrs. Diehl moved to adjourn the meeting at 8:13 p.m.  The motion was seconded by Mr. Rothenberger and carried unanimously.
