UPPER HANOVER TOWNSHIP BOARD OF SUPERVISORS REGULAR MEETING MINUTES OF MAY 8, 2018

 

 

 

Call to Order and Roll Call

 

The meeting was called to order at 7:00 p.m. by Chairman Eugene Fried followed by the Pledge of Allegiance to the Flag. Township Supervisors in attendance were Dorothy Diehl, Richard Fain, Ben Fiorito, Eugene Fried, and Steven Rothenberger.  Staff members in attendance were Joseph Bresnan, Township Solicitor and Stanley W. Seitzinger, Jr., Township Manager.

Citizens in attendance did not present comments.

 

Approval of Minutes

 

Mr. Fain moved to approve the April 9, 2018 Workshop Meeting Minutes and the April 10, 2018 Regular Meeting Minutes.  The motion was seconded by Mr. Rothenberger and carried unanimously.

 

A.  Previously Paid Bills Authorization and Approval of Monthly Bills to be Paid

 

Mrs. Diehl moved to approve previously paid bills in the amount of $10,000.00 from the Parks and Recreation Fund and to approve the monthly bills payment in the General Fund in the amount of $80,855.69, Parks and Recreation Fund in the amount of $1,423.18 and Escrow Fund in the amount of $16,985.49.  The motion was seconded by Mr. Fiorito and carried unanimously.

A.  Treasurer’s Report

 

Manager Seitzinger entered the monthly Treasurer’s Report into the record.

 

B.  State Police Report

 

Manager Seitzinger entered the State Police Report into the record. 

 

C.  Building Inspector Report

 

Manager Seitzinger entered the Building Inspector Report into the record.

 

D.  Fire Marshal Report

 

Manager Seitzinger entered the Fire Marshal Report into the record.

Special Items

 

1.  Resolution #2018-12, Trevor W. Smith Five Year Service Recognition Award -

     The Upper Hanover Authority

 

Mr. Rothenberger moved to adopt Resolution #2018-12.  The motion was seconded by Mr. Fiorito and carried unanimously. 

 

2.  Public Hearing – Agricultural Security District Area Addition – Kendall

     Reinford, 1425 Hendricks Road – Marlborough Township – 29.16 Acres

 

The Chair of the meeting was turned over to Township Solicitor Joseph Bresnan.

 

Mr. Bresnan entered the following exhibits into the record:

              Transmittal Letter to Agricultural Security Area Advisory Committee

              Certification of Posting

              Montgomery Counting Planning Commission Review Letter

 

Mr. Bresnan presented the public notice and explained the process for adding a property to the Upper Hanover Township Agricultural Security Area District.

 

Questions were not presented.

 

Mrs. Diehl moved to approve Resolution #2018-13 to accept the Kendal Reinford property into the Upper Hanover Township Agricultural Security District.  The motion was seconded by Mr. Rothenberger and carried unanimously.

 

3.  Public Hearing – Ricardo M. Solis, 2517 Wasser Road, Conditional Use Hearing

 

In the presence of a court reporter Mr. Bresnan entered the following exhibits into the record:

              Waiver of PA Municipalities Planning Code requirements to hold public

    hearing within sixty (60) days of the filing of the application and waiver of

    provision that Township shall render a written decision within forty five (45)

    days after the last hearing

  Montgomery County Planning Commission Review Letter

 

The applicant presented information regarding the proposed project.  Questions and answers were presented.

 

Mrs. Diehl moved to approve the Ricardo M. Solis Conditional Use Application.  The motion was seconded by Mr. Fain and carried unanimously.

 

3.  Public Hearing – Ordinance #2018-02, An Ordinance Amending the Upper

     Hanover Township Ordinance – Small Domestic Animals and Kennel Definition

 

In the presence of a court reporter Mr. Bresnan entered the following exhibits into the record:

Mr. Bresnan reviewed the proposed Ordinance.  Residents in attendance did not present comments. 

 

The Chair of the meeting was returned to Chairman Fried.

 

Mr. Fiorito moved to adopt Ordinance #2018-02.  The motion was seconded by Mr. Rothenberger and carried unanimously.

 

Planning and Zoning

 

A.  Zoning

 

1.  Zoning Hearing Application, Upper Perkiomen School District – May 16, 2018

 

Mark Hosterman, Esquire, represented the applicant and presented a request for additional work hours relating to the Upper Perkiomen School District Middle School Project regarding the zoning hearing application to be heard on May 16, 2018.  The school district representatives, the Township Supervisors and residents presented questions and comments regarding the requested zoning relief.

 

The Board of Supervisors agreed not to send the Township Solicitor to enter an appearance to oppose the zoning hearing board application of the Upper Perkiomen School District.  

 

The Board of Supervisors directed the Township Solicitor to prepare a letter agreement concerning suggested conditions and limitations regarding the proposed additional work hours to be sent to the Zoning Hearing Board for consideration.

 

B.  Subdivision and Land Developments

 

Subdivision and Land Developments were not presented.

 

Committee Reports

 

A.  Budget and Finance Committee – Mr. Fiorito

 

A report was not presented.

 

B.  Personnel Committee – Mrs. Diehl and Mr. Fain

C.  Open Space, Parks and Recreation Committee – Mr. Fried

 

Mr. Fried reported upon the Tyler Webb Eagle Scout Project at the Mill Hill Preservation Area concerning the construction of a kiosk.  Mr. Fried reported upon the addition of a pitching warm-up area at Camelot Park.  Mr. Fried provided an overview of the proposed Moving Wall Vietnam Veteran’s Memorial to be located at Camelot Park in 2019.

 

D.  Regional Planning and Planning Committee – Mr. Rothenberger

 

Planning Commission member Brandon Reed provided an update.

 

E.  Sewage and Water Committee – Mr. Fiorito

 

Mr. Fiorito reported upon the completion of the Upper Hanover Authority project.

 

F.  Bridge and Road Committee – Mr. Fiorito and Mr. Fried

 

Mr. Fried indicated that the annual oil and chip program was completed and that the annual paving would be scheduled. 

 

G.  Public Safety Committee – Mr. Fiorito and Mr. Fried

Township Engineer’s Report

 

Manager Seitzinger entered the monthly Township Engineer’s Report into the record.

A.  Municipal Volunteer Incentive Program

 

Manager Seitzinger provided an update on the status of the program.

 

New Business

 

A.  Real Estate Tax Refund – 1297 James Road - $77.00

 

Mr. Fain moved to approve the real estate tax refund for 1297 James Road in the amount of $77.00.  The motion was seconded by Mrs. Diehl and carried unanimously.

Mrs. Diehl moved to adjourn the meeting at 9:19 p.m.  The motion was seconded by Mr. Rothenberger and carried unanimously.
