UPPER HANOVER TOWNSHIP BOARD OF SUPERVISORS REGULAR MEETING MINUTES OF SEPTEMBER 11, 2018

 

 

 

Call to Order and Roll Call

 

The meeting was called to order at 7:00 p.m. by Chairman Eugene Fried followed by the Pledge of Allegiance to the Flag. Township Supervisors in attendance were Dorothy Diehl, Richard Fain, Eugene Fried and Steven Rothenberger.  Staff members in attendance were Joseph Bresnan, Township Solicitor, Thomas Latshaw, Road Foreman and Stanley W. Seitzinger, Jr., Township Manager.

 

Citizen Comments

 

Citizens in attendance did not present comments.

 

Approval of Minutes

 

Mr. Rothenberger moved to approve the August 13, 2018 Workshop Meeting Minutes and the August 14, 2018 Regular Meeting Minutes.  The motion was seconded by Mr. Fain and carried affirmatively.

 

A. Previously Paid Bills Authorization

 

There were no previously paid bills.

 

B. Approval of Monthly Bills to be Paid

 

Mrs. Diehl moved to approve the monthly bills payment in the General Fund in the amount of $112,927.45, Open Space Fund in the amount of $70,350.00, Parks and Recreation Fund in the amount of $1,655.48, State Aid Fund in the amount of $1,111.00, Escrow Fund in the amount of $20,948.21 and with the addition of General Fund check # 10437 in the amount of $156.65 to System Designs and General Fund check # 10438 in the amount of $75.00 to MCATO Registration.  The motion was seconded by Mr. Fain and carried affirmatively.

 

Monthly Reports

 

A.  Treasurer’s Report

 

Manager Seitzinger entered the monthly Treasurer’s Report into the record.

 

 

 

 

 

 

B.  State Police Report

 

Manager Seitzinger entered the State Police Report into the record.

 

Chairman Fried noted the addition of security checks on local businesses to the monthly State Police Reports.

 

C.  Building Inspector Report

 

Manager Seitzinger entered the Building Inspector Report into the record.

 

D.  Fire Marshal Report

 

Manager Seitzinger entered the Fire Marshal Report into the record. 

 

E.  Road Report

 

Road Forman Latshaw entered the Road Report into the record.

 

Special Items

 

1.  Resolution #2018-20, William P. Fenley, Five Year Service Recognition Award, Zoning Hearing Board

    

Mrs. Diehl moved to approve Resolution #2018-20.  The motion was seconded by Mr. Rothenberger and carried affirmatively.

 

A copy of the resolution was presented to Mr. Fenley.

 

Planning and Zoning

 

A.  Zoning and Subdivision and Land Developments

 

1.  Resolution #2018-21 Premier Trailer Leasing Final Land Development Plan Approval

 

Mr. Rothenberger moved to approve Resolution #2018-21 to provide final land development plan approval for the Premier Trailer Leasing Project.  The motion was seconded by Mrs. Diehl and carried affirmatively.

 

2.  Upper Perkiomen School District Off-Site Walkway Improvements Final Plan Waiver Request

 

Mr. Rothenberger moved to approve a waiver to Subdivision and Land Development Ordinance Section 425-301.B(1) for the Upper Perkiomen School District Off-Site Walkway Improvements Project. The motion was seconded by Mrs. Diehl and carried affirmatively.

 

 

3.  Authorization to Advertise Ordinance #2018-03, An Ordinance Deleting Compliance Exemption Set Forth in the Zoning Ordinance Relating to Sound Under the Jurisdiction of the Federal Government, Leaving the Remainder of the Ordinance in Full Force and Effect

 

Mr. Fain moved to authorize advertisement of Ordinance #2018-03. The motion was seconded by Mr. Rothenberger and carried affirmatively.

 

Committee Reports

 

A.  Budget and Finance Committee – Mr. Fiorito

 

A report was not presented.

 

B.  Personnel Committee – Mrs. Diehl and Mr. Fain

 

A report was not presented.

 

C.  Open Space, Parks and Recreation Committee – Mr. Fried

 

Mr. Fenley reported upon a recent presentation by Trout Unlimited regarding an offer to conduct debris removal along creek areas in Upper Hanover Township.

 

Mr. Fenley reported the completion of the kiosk construction project at the Mill Hill Preservation Area.

 

D.  Regional Planning and Planning Committee – Mr. Rothenberger

 

Mr. Rothenberger reported that an August meeting of the Regional Planning Commission was not held.

 

E.  Sewage and Water Committee – Mr. Fiorito

 

A report was not presented.

 

F.  Bridge and Road Committee – Mr. Fiorito and Mr. Fried

 

Mr. Fried reported that the Peevy Road Bridge Project is nearing completion. 

 

G.  Public Safety Committee – Mr. Fiorito and Mr. Fried

Township Engineer’s Report

 

Manager Seitzinger entered the monthly Township Engineer’s report into the record.

 

Township Manager’s Report

Old Business

 

A. 2019 Township Pension Plan Minimum Municipal Obligation (MMO)

 

Manager Seitzinger entered the 2019 Township Pension Plan Minimum Municipal Obligation into the record.

 

B. 2019 Ford Super Duty F-350 Co-Stars Bid Award

 

Mrs. Diehl moved to award the low Co-Stars bid to Sands Ford of Red Hill in the amount of $58,874 for the purchase of a 2019 Ford Super Duty F-350 Truck through the Pennsylvania Co-Stars Program. The motion was seconded by Mr. Fain and carried affirmatively.

 

New Business

 

A.  Authorization to Advertise Repeal of the Act 172 Ordinance

 

Mr. Rothenberger moved to approve authorization to advertise the repeal of the Act 172 Ordinance. The motion was seconded by Mrs. Diehl and carried affirmatively.

 

B.  Signal Service Traffic Signal Maintenance Contract Renewal

 

Mr. Fain moved to authorize the renewal of the traffic signal maintenance contract with Signal Service for a two year term. The motion was seconded by Mr. Rothenberger and carried affirmatively.

 

C. Budget Meeting

 

The Board of Supervisors decided upon an October 24, 2018 Budget Meeting to commence at 6:00 p.m.

Mrs. Diehl moved to adjourn the meeting at 7:32 p.m.  The motion was seconded by Mr. Fain and carried affirmatively.
