UPPER HANOVER TOWNSHIP BOARD OF SUPERVISORS REGULAR MEETING MINUTES OF OCTOBER 10, 2017

 

 

Call to Order and Roll Call

 

The meeting was called to order at 7:00 p.m. by Chairman Eugene Fried followed by the Pledge of Allegiance to the Flag. Township Supervisors in attendance were Dorothy Diehl, Richard Fain, Ben Fiorito, Eugene Fried, and Steven Rothenberger.  Staff members in attendance were Joseph Bresnan, Township Solicitor, Thomas Latshaw, Road Foreman, Larry Buck, Equipment Operator, Michael Wetzel, Fire Marshal, and Stanley W. Seitzinger, Jr., Township Manager.

 

Citizen Comments

 

Cathy Davidson commented upon the middle school construction traffic and indicated opposition to the proposed noise ordinance variance requested by the school district.

 

Approval of Minutes

 

Mr. Rothenberger moved to approve the September 11, 2017 Workshop Meeting Minutes and the September 12, 2017 Regular Meeting Minutes.  The motion was seconded by Mrs. Diehl with Mr. Fain abstaining from the vote.

 

A.  Previously Paid Bills Authorization and Approval of Monthly Bills to be Paid

 

Mr. Fiorito moved to approve the previously paid bills in the amount of $11,750.00 from the General Fund and to approve the monthly bills payment in General Fund in the amount of $143,685.74, Parks and Recreation Fund in the amount of $3,882.65, State Aid Fund in the amount of $111,114.32 and Escrow Fund in the amount of $34,068.54. The motion was seconded by Mrs. Diehl and carried unanimously.

 

Monthly Reports

 

A.  Treasurer’s Report

 

Manager Seitzinger entered the monthly Treasurer’s Report into the record.

 

B.  State Police Report

 

Manager Seitzinger entered the State Police Report into the record. 

 

C.  Building Inspector Report

 

Manager Seitzinger entered the Building Inspector Report into the record.

 

 

 

D.  Fire Marshal Report

 

Fire Marshal Wetzel entered the Fire Marshal Report into the record. 

 

E.  Road Report

 

Road Foreman Latshaw entered the Road Report into the record.

 

Special Items

 

A. Resolution # 2017-39, Larry D. Buck, Thirty Year Service Recognition Award

 

Mr. Fain moved to adopt Resolution #2017-39. The motion was seconded by Mr. Fried and carried unanimously. A copy of the resolution was presented to Mr. Buck.

 

B. Becky Putera and Jeanne Cove, Upper Perkiomen Valley Library Update

 

Becky Putera and Jeanne Cove provided an update on Upper Perkiomen Valley Library projects.

 

Planning and Zoning

 

A.  Zoning

 

1. Joanne Sheldon Zoning Hearing – October 18, 2017

 

A poll of the Board of Supervisors indicated unanimous approval to send the Township Solicitor in opposition to the Joanne Sheldon Zoning Hearing Variance Request.

 

2. Upper Perkiomen School District Zoning Hearing – October 18, 2017

 

Mr. Fain indicated that he would abstain from any discussion on the matter due to his employment with Barry Isett, Project Engineer for the school district.

 

A poll of the Board of Supervisors indicated that Mrs. Diehl, Mr. Fiorito and Mr. Rothenberger were in agreement to send the Township Solicitor to oppose the application. Mr. Hosterman, School District Solicitor, presented comments in support of the variance application.

 

Ray Camburn presented comments in opposition to the proposed variance.

 

Mr. Fiorito moved to authorize sending the Township Solicitor to oppose the Upper Perkiomen School District zoning hearing application. The motion was seconded by Mrs. Diehl. The motion carried affirmatively with Mr. Fain recusing himself from the vote.

 

B.  Subdivision and Land Developments

 

 

 

1. The Sosnin Tract Minor Subdivision Waivers

 

Mr. Rothenberger moved to approve the following waivers:

 

• Section 425-402.G – Road Widening

            • Section 425-406.B(1) – Driveway Spacing

            • Section 425-410 – Sidewalks, Curb, Storm Sewer

            • Section 425-411 – Traffic Impact Study

            • Section 425-414(B) – Lot Depth to Width Ratio

 

The motion was seconded by Mr. Fiorito and carried unanimously.

 

2. P&B Partitions Land Development Waivers – Traffic Study

 

It was reported that the P&B Partitions waiver for the traffic study was approved at the Monday evening workshop meeting.

 

3. Glenwood Chase Minor Subdivision Preliminary and Final Approval and Glenwood Chase Amended Final Plan Approval

 

The Glenwood Chase Minor Subdivision Plan and the Glenwood Chase Amended Final Plan were tabled for further review.

 

Committee Reports

 

A.  Budget and Finance Committee – Mr. Fiorito

 

A special budget meeting was scheduled for October 24, 2017 at 5:00 p.m.

 

Discussion ensued concerning whether or not to implement a $52.00 local service tax in 2018. A poll of the Board of Supervisors indicated that there was not support for the implementation of the local service tax as discussed.

 

B.  Personnel Committee – Mrs. Diehl and Mr. Fain

 

1. Acceptance of Larry D. Buck, Equipment Operator Resignation

 

Mr. Rothenberger moved to accept the resignation of Larry D. Buck, Equipment Operator with regrets effective at the close of the day on October 31, 2017. The motion was seconded by Mrs. Diehl and carried unanimously.

 

C.  Open Space, Parks and Recreation Committee – Mr. Fried

 

Mr. Fried provided an update on the proposed 10 x 16 foot concession stand to be located at Camelot Park.

 

D.  Regional Planning and Planning Committee – Mr. Rothenberger

 

Mr. Rothenberger provided an update.

 

E.  Sewage and Water Committee – Mr. Fiorito

 

Mr. Fiorito provided an update on the new Upper Hanover Authority garage building and the Hereford water line replacement project.

 

F.  Bridge and Road Committee – Mr. Fiorito and Mr. Fried

 

Mr. Fried reviewed the approved maintenance activities at the Leshers Mill Road Bridge as per a recent engineering review.

 

G.  Public Safety Committee – Mr. Fiorito and Mr. Fried

 

A report was not presented.

 

Township Engineer’s Report

 

Mr. Fain moved to approve a final Subdivision and Land Development escrow release for Larry Romanowski in the amount of $1,877.19.  The motion was seconded by Mr. Fiorito. The motion carried affirmatively with Mr. Rothenberger abstaining from the vote.

 

Township Manager’s Report

 

Manager Seitzinger reported that the proposed Act 172 Ordinance on the Volunteer Incentive Program was advertised for a proposed November 14, 2017 consideration.

 

Township Solicitor’s Report

 

A report was not presented.

 

Old Business

 

A. Huff Associates Agreement

 

Discussion ensued concerning the proposed Huff Associates Agreement for recycling reporting for 2017 year. Mrs. Diehl moved to approve the one year Agreement with Huff Associates for the 2017 recycling reporting period. The motion was seconded by Mr. Fain. The motion carried affirmatively with Mrs. Diehl, Mr. Fain and Mr. Fried voting yes and with Mr. Fiorito and Mr. Rothenberger voting no.

 

New Business

 

A. Real estate Tax Refund – Anthony and Joanna Bender

 

Mrs. Diehl moved to approve a Real Estate Tax Refund for Anthony and Joanna Bender in the amount of $75.00. The motion was seconded by Mr. Rothenberger and carried unanimously.

 

Other  

 

James Friedman asked if the Township can review tree maintenance on Green Hill Road.

 

Scheduling of Joint Meeting with Planning Commission

 

The Board of Supervisors agreed to hold a joint meeting with the Upper Hanover Township Planning Commission at the regularly scheduled Planning Commission meeting of November 1, 2017.

Mrs. Diehl moved to adjourn the meeting at 9:08 p.m.  The motion was seconded by Mr. Rothenberger and carried unanimously.
