UPPER HANOVER TOWNSHIP BOARD OF SUPERVISORS REGULAR MEETING MINUTES OF OCTOBER 8, 2019

 

 

 

Call to Order and Roll Call

 

The meeting was called to order at 7:10 p.m. by Chairman Eugene Fried followed by the Pledge of Allegiance to the Flag. Chairman Fried announced that an executive session concerning matters of litigation had preceded the meeting from 6:30 p.m. to 7:09 p.m. Township Supervisors in attendance were Dorothy Diehl, Rich Fain, Eugene Fried, Ben Fiorito and Steven Rothenberger.  Staff members in attendance were Joseph Bresnan, Township Solicitor, Mike Wetzel, Fire Marshal, Tom Latshaw, Road Foreman, John Weber, Township Engineer and Stanley W. Seitzinger, Jr., Township Manager.

 

Citizen Comments

 

Steven Harner inquired about whether or not Upper Hanover Township may consider budgeting for police department services in 2020.

 

Lawrence Reese of 1109 Church Road inquired concerning the status of the enforcement action related to the number of animals and animal shelters located at 1107 Church Road.

 

Approval of Minutes

 

Mr. Rothenberger moved to approve the September 9, 2019 Workshop Meeting Minutes and the September 10, 2019 Regular Meeting Minutes.  The motion was seconded by Mr. Fiorito and carried affirmatively with Mr. Fain abstaining from the vote.

 

A. Previously Paid Bills Authorization and Monthly Bills to be Paid

 

Mrs. Diehl moved to approve previously paid bills in the amount of $30,906.70 from the General Fund and to approve the monthly bills payment in the General Fund in the amount of $839,946.33, Parks and Recreation Fund in the amount of $1,391.04 and Escrow Fund in the amount of $38,968.61. The motion was seconded by Mr. Rothenberger and carried unanimously.

 

B. 2019 Fire Relief Distribution

 

The Board of Supervisors reviewed the 2019 Fire Relief distribution amounts included in the monthly bills list.

 

Monthly Reports

 

A.  Treasurer’s Report

 

Manager Seitzinger entered the monthly Treasurer’s Report into the record.

 

 

B.  State Police Report

 

Manager Seitzinger entered the State Police Report into the record.

 

C.  Building Inspector Report

 

Manager Seitzinger entered the Building Inspector Report into the record.

 

D.  Fire Marshal Report

 

Fire Marshal Wetzel entered the Fire Marshal Report into the record.

 

E.  Road Report

 

Road Foreman Latshaw entered the Road Report into the record.

 

Special Items

 

1. Ordinance #2019-09, Landis Road No Trucks

 

Mr. Fried explained the purpose of the Ordinance. Mr. Fain moved to approve Ordinance #2019-09. The motion was seconded by Mrs. Diehl and carried unanimously.

 

Planning and Zoning

 

A. Planning

 

1. Kershner Tract Trail

 

Discussion ensued with the developer concerning a proposed trail in the section of the Kershner Tract located in Upper Hanover Township. The Board of Supervisors unanimously expressed support for the trail concept presented for review.

 

B.  Zoning

 

1. Code Enforcement Report

 

The Board of Supervisors reviewed and discussed the monthly code enforcement report.

 

Committee Reports

 

A.  Budget and Finance Committee – Mr. Fiorito

 

Mr. Fiorito reported upon the scheduled October 30, 2019 Special Meeting that is scheduled for 6 p.m. for discussion of the 2020 Township Budget.

 

B.  Personnel Committee – Mrs. Diehl and Mr. Fain

 

A report was not presented.

 

C.  Open Space, Parks and Recreation Committee – Mr. Fried

 

Mr. Fried provided an update.

 

D.  Regional Planning and Planning Committee – Mr. Rothenberger

 

Mr. Rothenberger provided an update concerning an access trail at the railroad bed in Green Lane Borough.

 

E.  Sewage and Water Committee – Mr. Fiorito

 

Mr. Fiorito reported that an ongoing water line project was completed.

 

Mr. Fiorito reported that efforts are proceeding with updating the 537 plan.

 

F.  Bridge and Road Committee – Mr. Fiorito and Mr. Fried

 

Mr. Fried provided an update on the status of the Fruitville Road Bridge.

 

G.  Public Safety Committee – Mr. Fiorito and Mr. Fried

 

Mr. Fried reported that he contacted the Upper Perk Police Department concerning proposed equipment for the 2020 budget year.

 

Township Engineer’s Report

 

The Board of Supervisors determined that work should proceed with obtaining permits for the Tagart Road Bridge replacement to be completed in 2020.

 

Mr. Fiorito moved to approve the following escrow releases:

 

1. Reserve at Macoby Run Phase 4A, Release #17 - $14,290.00

2. Reserve at Macoby Run Phase 4B, Release #10 - $24,750.00

 

The motion was seconded by Mr. Rothenberger and carried unanimously.

 

The monthly Township Engineer’s Report was entered into the record.

A report was not presented.

 

Township Solicitor’s Report

 

A report was not presented.

 

Old Business

 

A. Resolution #2019-25 - PennDOT Five Year Winter Traffic Services Agreement

 

Mr. Rothenberger moved to adopt Resolution #2019-25. The motion was seconded by Mr. Fiorito and carried unanimously.

 

B. B&E Boiler Works Change Order #2

 

Mrs. Diehl moved to approve B&E Boiler Works change order #2. The motion was seconded by Mr. Fain and carried unanimously.

Mr. Rothenberger moved to adjourn the meeting at 8:25 p.m.  The motion was seconded by Mrs.  Diehl and carried unanimously.
