UPPER HANOVER TOWNSHIP BOARD OF SUPERVISORS REGULAR MEETING MINUTES OF OCTOBER 9, 2018

 

 

 

Call to Order and Roll Call

 

The meeting was called to order at 7:00 p.m. by Chairman Eugene Fried followed by the Pledge of Allegiance to the Flag. Township Supervisors in attendance were Dorothy Diehl, Richard Fain, Eugene Fried, Ben Fiorito and Steven Rothenberger.  Staff members in attendance were Joseph Bresnan, Township Solicitor, Thomas Latshaw, Road Foreman, Mike Wetzel, Fire Marshal and Stanley W. Seitzinger, Jr., Township Manager.

 

Citizen Comments

 

Citizens in attendance did not present comments.

 

Approval of Minutes

 

Mrs. Diehl moved to approve the September 10, 2018 Workshop Meeting Minutes and the September 11, 2018 Regular Meeting Minutes.  The motion was seconded by Mr. Rothenberger and carried unanimously.

 

A. Previously Paid Bills Authorization

 

There were no previously paid bills for the month.

 

B. Approval of Monthly Bills to be Paid

 

Mr. Rothenberger moved to approve the monthly bills payment in the General Fund in the amount of $144,945.07, Open Space Fund in the amount of $53,580.00, Parks and Recreation Fund in the amount of $1,456.79, State Aid Fund in the amount of $43,203.23 and  Escrow Fund in the amount of $18,466.51. The motion was seconded by Mr. Fiorito and carried unanimously.

 

Monthly Reports

 

A.  Treasurer’s Report

 

Manager Seitzinger entered the monthly Treasurer’s Report into the record.

 

B.  State Police Report

 

Manager Seitzinger entered the State Police Report into the record.

 

 

 

C.  Building Inspector Report

 

Manager Seitzinger entered the Building Inspector Report into the record.

 

D.  Fire Marshal Report

 

Fire Marshal Wetzel entered the Fire Marshal Report into the record. 

 

E.  Road Report

 

Road Forman Latshaw entered the Road Report into the record.

Special Items

 

1.  Resolution #2018-22, Tyler R. Weber, Community Service Recognition Award

    

Mrs. Diehl moved to adopt Resolution #2018-22.  The motion was seconded by Mr. Fain and carried unanimously.

 

A copy of the resolution were presented to Tyler R. Weber.

 

Planning and Zoning

 

A.  Zoning and Subdivision and Land Developments

 

1.  Sweet Water Golf, Inc. Zoning Hearing

 

Robert Whitley, Esquire and Jeff Vietmeir of Sweet Water Golf, Inc. presented information concerning an upcoming zoning hearing request to allow the conversion (with addition) and use of an existing barn as a tasting venue/food and beverage service facility open to the general public at the Sweet Water Golf, Inc. property. Discussion ensued. 

 

The Board of Supervisors unanimously expressed support for the project and directed that a letter of support be forwarded to the Upper Hanover Township Zoning Hearing Board.

 

2.  Zoning and SALDO Ordinance Updates

 

The status of various proposed updates were reviewed.

 

Committee Reports

 

A.  Budget and Finance Committee – Mr. Fiorito

 

Mr. Fiorito reported upon the scheduled Wednesday, October 24, 2018 Board of Supervisors Budget Meeting.

 

 

B.  Personnel Committee – Mrs. Diehl and Mr. Fain

 

A report was not presented.

 

C.  Open Space, Parks and Recreation Committee – Mr. Fried

 

Mr. Fried reported that Georgine Burg was appointed to the Upper Hanover Township Parks and Recreation Committee.

 

Mr. Fried reported upon a review of stream areas at Township parks by Trout Unlimited.

 

Mr. Fried reviewed the status of the Mill Hill Trail Eagle Scout project.

 

D.  Regional Planning and Planning Committee – Mr. Rothenberger

 

Mr. Rothenberger provided an update on the Bike Montco Plan.

 

E.  Sewage and Water Committee – Mr. Fiorito

 

Mr. Fiorito reported that the sewer clean out matter at The Reserve at Macoby Run project was scheduled for completion by the end of the current week.

 

Mr. Fiorito reported on the status of the ongoing water main replacement project.

 

F.  Bridge and Road Committee – Mr. Fiorito and Mr. Fried

 

Mr. Fried reported upon six bridges that were recently identified as being in need of replacement. 

 

G.  Public Safety Committee – Mr. Fiorito and Mr. Fried

 

A report was not presented.

 

Township Engineer’s Report

 

Manager Seitzinger entered the monthly Township Engineer’s report into the record.

 

Township Manager’s Report

 

A report was not presented.

 

Township Solicitor’s Report

 

The Board of Supervisors requested that the Township Solicitor attend the next District Justice hearing regarding the 53 to 57 Gravel Pike enforcement matter.

 

Discussion ensued concerning the development of an Ordinance prohibiting the discharge of firearms not used in hunting at the Mill Hill Preservation Area.

 

 

Old Business

 

Old business was not presented.

 

New Business

 

A.  Ordinance #2018-03, Repeal of Act 172 Ordinance

 

Township Solicitor Bresnan reviewed the purpose of the Ordinance. Mr. Rothenberger moved to adopt Ordinance #2018-03. The motion was seconded by Mr. Fiorito and carried unanimously.

 

B.  Resolution #2018-23, Volunteer Incentive Contribution Program

 

The resolution was tabled for further review.

 

C. Hough Associates Recycling Performance Grant Agreement

 

Mr. Rothenberger moved to approve a one year continuation of the recycling performance grant agreement with Hough Associates. The motion was seconded by Mrs. Diehl and carried unanimously.
