UPPER HANOVER TOWNSHIP BOARD OF SUPERVISORS REGULAR MEETING MINUTES OF NOVEMEBR 12, 2019

 

 

Call to Order and Roll Call

 

The meeting was called to order at 7:03 p.m. by Chairman Eugene Fried followed by the Pledge of Allegiance to the Flag. Township Supervisors in attendance were Rich Fain, Eugene Fried, Ben Fiorito and Steven Rothenberger.  Staff members in attendance were Joseph Bresnan, Township Solicitor, Mike Wetzel, Fire Marshal, Tom Latshaw, Road Foreman, Township Engineer and Stanley W. Seitzinger, Jr., Township Manager.

 

Chairman Fried indicated that proposed Ordinance #2019-11 would not be discussed at the meeting and would be tabled for further review.

 

Citizen Comments

 

Gerald Dupee of 1107 Church Road presented concerns about open burning and fireworks.

 

Ordinance #2019-11

 

Chairman Fried requested a motion to table proposed Ordinance #2019-11. Mr. Rothenberger moved to table Ordinance #2019-11. The motion was seconded by Mr. Fiorito. The motion carried with Mr. Fiorito, Mr. Fried and Mr. Rothenberger voting yes and with Mr. Fain voting no.

 

Mr. Gryshuk, Ridge Way, provided a copy of a previous court order relating to the discharge of firearms projectiles onto adjacent properties.

 

Approval of Minutes

 

Mr. Fain moved to approve the October 7, 2019 Workshop Meeting Minutes and the October 8, 2019 Regular Meeting Minutes and the October 30, 2019 Special Meeting Minutes.  The motion was seconded by Mr. Rothenberger and carried affirmatively.

 

A.  Previously Paid Bills Authorization

 

Mr. Rothenberger moved to approve the previously paid bills in the amount of $25.00 from the General Fund. The motion was seconded by Mr. Fiorito and carried affirmatively.

 

B.  Approval of Monthly Bills to be Paid

 

Mr. Fiorito moved to approve the monthly bills payment in the General Fund in the amount of $80,423.27, Open Space Fund in the amount of $300.00, Parks and Recreation Fund in the amount of $1,542.10 and Escrow Fund in the amount of $12,599.98. The motion was seconded by Mr. Fain and carried affirmatively.

 

C. B&E Boiler Payment Release #5 - $3,613.90

 

Mr. Rothenberger moved to approve the B&E Boiler Payment Release #5 in the amount of $3,613.90. The motion was seconded by Mr. Fain and carried affirmatively.

 

D. B&E Boiler Payment Release #6 – Final - $5,552.25

 

Mr. Fain moved to approve the B&E Boiler Payment Release #6 - Final in the amount of $5,552.25. The motion was seconded by Mr. Fried and carried affirmatively.

A.  Treasurer’s Report

 

Manager Seitzinger entered the monthly Treasurer’s Report into the record.

 

B.  State Police Report

 

Manager Seitzinger entered the State Police Report into the record.

 

C.  Building Inspector Report

 

Manager Seitzinger entered the Building Inspector Report into the record.

 

D.  Fire Marshal Report

 

Fire Marshal Wetzel entered the Fire Marshal Report into the record.

 

E.  Road Report

 

Road Foreman Latshaw entered the Road Report into the record.

 

Special Items

 

1. Ordinance #2019-10, Public Hearing Subdivision and Land Development Ordinance Amendment

 

The Chair of the meeting was turned over to Township Solicitor Bresnan. In the presence of a court reporter Mr. Bresnan explained the purpose of the proposed Ordinance and entered exhibits into the record. Mr. Bresnan requested comments from the public and comments were not presented. The Chair of the meeting was returned to Chairman Fried.

 

Mr. Fain moved to adopt Ordinance #2019-10. The motion was seconded by Mr. Rothenberger and carried affirmatively.

 

2. Ordinance #2019-11 – Limitation on Travel of Firearm Projectiles

 

It was noted that the Ordinance was tabled for further review.

 

3. Ordinance #2019-12 – Crossing Guards

 

Township Solicitor Bresnan reviewed the proposed Ordinance to authorize the transfer of crossing guard responsibilities to Upper Perkiomen School District. Citizens in attendance did not present comments. Mr. Fiorito moved to adopt Ordinance #2019-12. The motion was seconded by Mr. Rothenberger and carried affirmatively.

 

Planning and Zoning

 

Planning and Zoning was not presented.

 

Committee Reports

 

A.  Budget and Finance Committee – Mr. Fiorito

 

Mr. Fiorito presented an overview of the proposed 2020 Township budget. The budget will not include a tax increase for the 15th straight year. Mr. Rothenberger moved to authorize advertisement of the budget. The motion was seconded by Mr. Fiorito and carried affirmatively.

 

B.  Personnel Committee – Mrs. Diehl and Mr. Fain

 

A report was not presented.

 

C.  Open Space, Parks and Recreation Committee – Mr. Fried

 

Mr. Fried reviewed the minutes from the prior Parks and Recreation Committee meeting.

 

D.  Regional Planning and Planning Committee – Mr. Rothenberger

 

There was nothing new to report.

 

E.  Sewage and Water Committee – Mr. Fiorito

 

Mr. Fiorito provided an update on the 537 plan progress. Mr. Fiorito reported upon a new crane truck purchased by the Authority.

 

F.  Bridge and Road Committee – Mr. Fiorito and Mr. Fried

 

Mr. Fiorito reported that Upper Hanover Township received a $130,000 grant from Montgomery County for the Otts Road Bridge replacement project to be scheduled for a 2021 construction.

 

 

G.  Public Safety Committee – Mr. Fiorito and Mr. Fried

 

Mr. Fried reported that he has met with representatives of the local police departments and the state police concerning request of equipment purchases in 2020.

 

Township Engineer’s Report

 

Manager Seitzinger entered the monthly Township Engineers report into the record.

A. John Miller Recycling Agreement

 

Mr. Fiorito moved to authorize continuing the John Miller Recycling Agreement for one additional year along with an increase in the dumpster haul rate from $200 to $225. The motion was seconded by Mr. Rothenberger and carried affirmatively.

 

New Business

 

A. Alan K. Zander Tax Refund, 2030 Corning Road - $10.00

 

Mr. Fain moved to approve the Alan K. Zander tax refund for 2030 Corning Road in the amount of $10.00. The motion was seconded by Mr. Fiorito and carried affirmatively.

 

B. Resolution #2019-26 – Inter-fund Transfers

 

Mr. Rothenberger moved to adopt Resolution #2019-26. The motion was seconded by Mr. Fiorito and carried affirmatively.
