UPPER HANOVER TOWNSHIP BOARD OF SUPERVISORS REGULAR MEETING MINUTES OF NOVEMBER 13, 2018

 

 

 

Call to Order and Roll Call

 

The meeting was called to order at 7:02 p.m. by Chairman Eugene Fried followed by the Pledge of Allegiance to the Flag. Township Supervisors in attendance were Dorothy Diehl, Richard Fain, Eugene Fried, Ben Fiorito and Steven Rothenberger.  Staff members in attendance were Joseph Bresnan, Township Solicitor, Thomas Latshaw, Road Foreman, Mike Wetzel, Fire Marshal and Stanley W. Seitzinger, Jr., Township Manager.

 

Citizen Comments

 

Melanie Cunningham thanked the Highway Department and the Board of Supervisors for the completion of the annual line painting.

 

Luanne Stauffer and Michele Fillippo presented information concerning the Upper Perkiomen Valley Chamber of Commerce, the PerkUp Program and Project Live.

 

Approval of Minutes

 

Mr. Rothenberger moved to approve the October 8, 2018 Workshop Meeting Minutes,  the October 9, 2018 Regular Meeting Minutes and the October 24, 2018 Special Meeting Minutes.  The motion was seconded by Mr. Fain and carried unanimously.

 

A.  Previously Paid Bills Authorization and Approval of Monthly Bills to be Paid

 

Mrs. Diehl moved to approve the previously paid bills in the amount of $7,584.25 from the General Fund and to approve the monthly bills payment in the General Fund in the amount of $65,568.87, Parks and Recreation Fund in the amount of $520.86, State Aid Fund in the amount of $26,860.00 and Escrow Fund in the amount of $5,838.17.  The motion was seconded by Mr. Fiorito and carried unanimously.

 

Monthly Reports

 

A.  Treasurer’s Report

 

Manager Seitzinger entered the monthly Treasurer’s Report into the record.

 

B.  State Police Report

 

Manager Seitzinger entered the State Police Report into the record.

 

 

 

C.  Building Inspector Report

 

Manager Seitzinger entered the Building Inspector Report into the record.

 

D.  Fire Marshal Report

 

Fire Marshal Wetzel entered the Fire Marshal Report into the record. 

 

E.  Road Report

 

Road Forman Latshaw entered the Road Report into the record.

 

Special Items

 

1.  Resolution #2018-23, Debora L. Ervin, Ten Year Service Recognition Award and Resolution #2018-24, Cole A. Sacco, Community Service Recognition Award

    

Mr. Rothenberger moved to approve Resolutions #2018-23 and #2018-24.  The motion was seconded by Mr. Fiorito and carried unanimously.

 

Copies of the Resolutions will be presented at a later date.

 

2. Public Hearing – Ordinance #2018-04, Zoning Ordinance Amendment, Deleting the Compliance Exemption Related to Sound Under the Jurisdiction of the Federal Occupational Safety and Health Administration

 

The Chair of the meeting was turned over to Township Solicitor Bresnan. In the presence of a court reporter Mr. Bresnan reviewed and explained the purpose of the proposed Ordinance and entered exhibits into the record. Questions were not presented by the public or by the Board of Supervisors.

 

Mr. Bresnan returned the Chair of the meeting to Chairman Fried.

 

Mrs. Diehl moved to approve Ordinance #2018-04. The motion was seconded by Mr. Rothenberger and carried unanimously.

 

Planning and Zoning

 

A. Planning

 

1. 2030 Corning Road Minor Subdivision Preliminary and Final Approval

 

Mr. Fain moved to provide preliminary and final approval for the 2030 Corning Road Minor Subdivision Plan as per by approving Resolution #2018-26. The motion was seconded by Mr. Fiorito and carried unanimously.

 

B. Zoning

 

 

 

 

1. Rosston Jones Zoning Hearing – November 28, 2018

 

The application was reviewed. The Board of Supervisors requested that a letter be sent to the Zoning Hearing Board to indicate the Board of Supervisors opposition to the request since the proposed used car lot use is expressly prohibited in the Township Zoning Ordinance.

 

2. James P. and Maryann Barbacow Zoning Hearing – November 28, 2018

 

The application was reviewed. The Board of Supervisors did not provide a recommendation.

 

3.  Zoning and SALDO Ordinance Updates

 

a.      Signs

 

Discussion ensued concerning the recommended size of the signs. The Board of Supervisors recommended that the Ordinance be sent back to the Planning Commission for further review.

 

b.      SALDO – Cul-De-Sac

 

Discussion ensued concerning the proposed length of a Cul-De-Sac. The Board of Supervisors recommended that the Ordinance be sent back to the Planning Commission for further review.

 

c.       Group Homes

 

Discussion ensued. Mr. Rothenberger moved to authorize advertisement of the Ordinance as recommended by the Planning Commission. The motion was seconded by Mrs. Diehl and carried unanimously.

 

d.      Residential Solar

 

Mr. Reed provided an overview of recommendations to be incorporated into the Township Zoning Ordinance regarding the installation of residential solar. The Board of Supervisors requested that the Township Engineer review the new state building code version to determine whether such recommendations were already included. Following receipt of information from the Township Engineer, it was recommended that the Ordinance go back to the Planning Commission for further study and review.

 

Committee Reports

 

A.  Budget and Finance Committee – Mr. Fiorito

 

1. Authorization to Advertise 2019 Township Budget

 

Finance Committee Chairman Fiorito presented an overview of the proposed Township budget noting the bridge replacement projects that will be scheduled over a period of six years. Mr. Fiorito further noted that the budget was recommended without a tax increase with the real estate millage rate remaining at the same rate for the fourteenth straight year.

 

Mr. Rothenberger moved to authorize advertisement of the 2019 Township Budget. The motion was seconded by Mr. Fain and carried unanimously.

 

B.  Personnel Committee – Mrs. Diehl and Mr. Fain

 

A report was not presented.

 

C.  Open Space, Parks and Recreation Committee – Mr. Fried

 

Mr. Fried reported upon the status of the Eagle Scout trail improvement project at the Mill Hill Preservation Area.

 

D.  Regional Planning and Planning Committee – Mr. Rothenberger

 

Brandon Reed and Melanie Cunningham provided an update.

 

E.  Sewage and Water Committee – Mr. Fiorito

 

A report was not presented.

 

F.  Bridge and Road Committee – Mr. Fiorito and Mr. Fried

 

A report was not presented.

 

G.  Public Safety Committee – Mr. Fiorito and Mr. Fried

 

Mr. Fried reported upon requests from the Upper Perk Police Department for the 2019 budget. Discussion ensued concerning requested items.

 

Township Engineer’s Report

 

Mrs. Diehl moved to approve the following escrow releases:

 

1. Reserve at Macoby Run Phase 4A, Release #14 - $13,200.00

2. Reserve at Macoby Run Phase 4B, Release #7 - $8,400.00

3. ELU Macoby Run, LLC, McDonald Tract, Release #5 - $1,100.00

 

The motion was seconded by Mr. Fiorito and carried unanimously.

New Business

 

A.  Resolution #2018-25, Volunteer Incentive Contribution Program

 

Mr. Fiorito moved to approve Resolution #2018-25. The motion was seconded by Mrs. Diehl and carried unanimously.

 

B. Health Insurance

 

Manager Seitzinger provided an overview of several options for the 2019 Township health insurance.

 

Mrs. Diehl moved to recommend proceeding with the Delaware Valley Health Insurance Trust proposal through Aetna for the PPO $10/$20 program with an effective date of February 1, 2019. The motion was seconded by Mr. Fiorito and carried unanimously.

 

C. PerkUp and Project Live

 

The Board of Supervisors discussed possible contributions for the PerkUp and Project Live Programs.
