UPPER HANOVER TOWNSHIP BOARD OF SUPERVISORS REGULAR MEETING MINUTES OF DECEMBER 10, 2019

 

 

Call to Order and Roll Call

 

The meeting was called to order at 7:02 p.m. by Chairman Eugene Fried followed by the Pledge of Allegiance to the Flag. Township Supervisors in attendance were Dorothy Diehl, Richard Fain, Ben Fiorito, Eugene Fried and Steven Rothenberger.  Staff members in attendance were Joseph Bresnan, Township Solicitor, Mike Wetzel, Fire Marshal, Tom Latshaw, Road Foreman, John Weber, Township Engineer and Stanley W. Seitzinger, Jr., Township Manager.

 

Chairman Fried noted that an executive session followed the Monday evening Workshop.

 

Citizen Comments

 

Citizens in attendance did not present comments.

 

Approval of Minutes

 

Mr. Rothenberger moved to approve the November 11, 2019 Workshop Meeting Minutes and the November 12, 2019 Regular Meeting Minutes.  The motion was seconded by Mr. Fiorito and carried unanimously.

 

A.  Previously Paid Bills Authorization and Approval of Monthly Bills to be Paid

 

It was noted that the monthly invoices were approved at the Monday evening Workshop Meeting of December 9, 2019.

 

Monthly Reports

 

A.  Treasurer’s Report

 

Manager Seitzinger entered the monthly Treasurer’s Report into the record.

 

B.  State Police Report

 

Manager Seitzinger entered the State Police Report into the record.

 

C.  Building Inspector Report

 

Manager Seitzinger entered the Building Inspector Report into the record.

 

D.  Fire Marshal Report

 

Fire Marshal Wetzel entered the Fire Marshal Report into the record.

 

E.  Road Report

 

Road Foreman Latshaw entered the Road Report into the record.

 

Special Items

 

A.  Public Hearing – Conditional Use – Barry Alan Moore – Moore Energy LLC

 

The Chair of the meeting was turned over to Township Solicitor Joseph Bresnan.

 

In the presence of a court reporter Mr. Bresnan entered exhibits into the record.  Daniel Lyons, Esquire, representing the applicant, presented an overview of the requested conditional use.  Barry Moore, owner of Moore Energy LLC, explained the requested revision for the installation of solar panels on two barn structures. 

 

The Chair of the meeting was returned to Chairman Fried. 

 

Mr. Rothenberger moved to approve the requested conditional use.  The motion was seconded by Mrs. Diehl and carried unanimously.

 

B. Ordinance #2019-11 – Limitation on Travel of Firearm Projectiles

 

It was indicated that consideration of the ordinance would be tabled.  Chairman Fried explained that a meeting of affected residents, representatives of Powderbourne Sportsman Club and the Township would be scheduled to develop a solution for the noted issues at the location.  Suzanne Cleary of Ridge Way expressed concerns regarding firearm projectiles and indicated an interest in attending the upcoming meeting.

 

C. Ordinance #2019-13 – Electric Signage

 

The ordinance was tabled subject to receipt of further review by the Township Planning Commission.

 

D.  Recognition of Township Supervisor Richard K. Fain

 

Chairman Fried and the Board of Supervisors presented Township Supervisor Richard Fain with a service plaque recognizing his 14 years of dedicated service to Upper Hanover Township as a member of the Board of Supervisors.

 

Planning and Zoning

 

A.  Zoning Hearing – John R. Finn, Elsa M. Finn and Patricia D. Conrad – 2099

     Mack Road – December 18, 2019

 

Christopher Mullaney, Esquire, represented the applicant and presented an overview of the requested in-law living quarters to be constructed in a barn at the property.

 

Discussion ensued.

 

The Board of Supervisors requested that a letter be sent to the Upper Hanover Township Zoning Hearing Board to offer support for the proposal and to recommend the inclusion of a restrictive covenant in the decision.

 

Committee Reports

 

A.  Budget and Finance Committee – Mr. Fiorito

 

1.  Resolution #2019-27 – Adoption of 2020 Township Budget

 

Finance Committee Chairman Fiorito presented an overview of the proposed 2020 Upper Hanover Township Budget.  Mr. Fain moved to adopt the budget by Resolution #2019-27.  The motion was seconded by Mrs. Diehl and carried unanimously. 

 

2.  2020 Salary Schedule

 

Mr. Fiorito reported that a 2.5% salary increase was approved at the Workshop Meeting for Township employees for the 2020 calendar year.

 

B.  Personnel Committee – Mrs. Diehl and Mr. Fain

 

A report was not presented.

 

C.  Open Space, Parks and Recreation Committee – Mr. Fried

 

A report was not presented.

 

D.  Regional Planning and Planning Committee – Mr. Rothenberger

 

A report was not presented.

 

E.  Sewage and Water Committee – Mr. Fiorito

 

Mr. Fiorito reported that work is proceeding on the 537 plan update with a proposed completion date in February of 2020.  Mr. Fiorito reported that the Upper Hanover Authority 2020 Budget was adopted.

 

F.  Bridge and Road Committee – Mr. Fiorito and Mr. Fried

 

A report was not presented.

 

G.  Public Safety Committee – Mr. Fiorito and Mr. Fried

 

A report was not presented.

 

 

Township Engineer’s Report

 

Manager Seitzinger entered the monthly Township Engineers report into the record.

 

Mr. Fiorito moved to approve the following escrow release:

 

-          Reserve at Macoby Run Phase 4A, Release #19 - $13,291.03

 

The motion was seconded by Mr. Rothenberger and carried unanimously.

 

Township Engineer Weber reported that the Community Development Block Grant ADA Improvement Project was out to bid.

Township Solicitor’s Report

 

A report was not presented.

 

Old Business

 

A. Final SALDO Escrow Release – McDonald Tract - $1,887.28

 

Mr. Rothenberger moved to approve the final escrow release for the McDonald Tract in the amount of $1,887.28.  The motion was seconded by Mrs. Diehl and carried unanimously.

 

New Business

 

Mr. Fain presented comments on his 14 years on the Board of Supervisors and thanked the Board of Supervisors and staff for their years of cooperation and support.

 

Adjournment

 

Mr. Fain moved to adjourn the meeting at 8:15 p.m.  The motion was seconded by Mrs.  Diehl and carried unanimously.
