UPPER HANOVER TOWNSHIP BOARD OF SUPERVISORS REGULAR MEETING MINUTES OF MARCH 12, 2019

 

 

 

Call to Order and Roll Call

 

The meeting was called to order at 7:00 p.m. by Chairman Eugene Fried followed by the Pledge of Allegiance to the Flag. Township Supervisors in attendance were Dorothy Diehl, Richard Fain, Eugene Fried, Ben Fiorito and Steven Rothenberger.  Staff members in attendance were Joseph Bresnan, Township Solicitor, Thomas Latshaw, Road Foreman, Mike Wetzel, Fire Marshal and Stanley W. Seitzinger, Jr., Township Manager.

Citizens in attendance did not present comments.

 

Approval of Minutes

 

Mr. Rothenberger moved to approve the February 11, 2019 Workshop Meeting Minutes.  The motion was seconded by Mr. Fiorito and carried unanimously.

 

A.  Previously Paid Bills Authorization and Monthly Bills to be Paid

 

Mr. Rothenberger moved to approve previously paid bills in the amount of $1,328,249.54 from the General Fund and to approve the monthly bills payment in the General Fund in the amount of $91,576.76, Road Improvement Fund in the amount of $15,055.00, Parks and Recreation Fund in the amount of $170.38, and Escrow Fund in the amount of $6,803.86.  The motion was seconded by Mr. Fiorito and carried unanimously.

A.  Treasurer’s Report

 

Manager Seitzinger entered the monthly Treasurer’s Report into the record.

 

B.  State Police Report

 

Manager Seitzinger entered the State Police Report into the record.

 

C.  Building Inspector Report

 

Manager Seitzinger entered the Building Inspector Report into the record.

 

D.  Fire Marshal Report

 

Fire Marshal Wetzel entered the Fire Marshal Report into the record. 

 

 

E.  Road Report

 

Road Forman Latshaw entered the Road Report into the record.

 

Special Items

 

1.  Public Hearing – Ordinance #2019-03, An Ordinance Amending the Code of the

     Township of Upper Hanover, Section 425-409 of the Subdivision and Land

     Development Ordinance

 

The Chair of the meeting was turned over to Township Solicitor Bresnan.

   

In the presence of a court reporter, Township Solicitor Bresnan explained the purpose of proposed Ordinance #2019-03 and entered exhibits into the record.  Comments were not presented. 

 

The Chair of the meeting was returned to Chairman Fried.

 

Mr. Fain moved to adopt Ordinance #2019-03.  The motion was seconded by Mrs. Diehl and carried unanimously.

 

2.  Public Hearing - Ordinance #2019-04, An Ordinance Amending the Upper Hanover Township Zoning Ordinance to add a section on Solar Energy Systems

 

The Chair of the meeting was turned over to Township Solicitor Bresnan.

 

In the presence of a court reporter, Township Solicitor Bresnan explained the purpose of proposed Ordinance #2019-04 and entered exhibits into the record.  Comments were not presented. 

 

The Chair of the meeting was returned to Chairman Fried.

 

Mrs. Diehl moved to adopt Ordinance #2019-04. The motion was seconded by Mr. Fain and carried unanimously.

 

Planning and Zoning

 

A. Planning

 

1. Resolution #2019-08, Upper Perkiomen School District Off-Site Walkway

    Improvements Preliminary/Final Land Development Plan

 

Mr. Seitzinger reported that the Upper Hanover Township Planning Commission recommended Preliminary and Final Land Development approval for the Upper Perkiomen School District Off-Site Walkway Improvements Project.

 

Mr. Fiorito moved to approve Resolution #2019-08. The motion was seconded by Mr. Rothenberger. The motion carried affirmatively with Mr. Fain abstaining from the vote.

 

2. Parklands Subdivision

 

Manager Seitzinger noted that the Parklands Subdivision completed the 18 month 

maintenance program.

 

Committee Reports

 

A.  Budget and Finance Committee – Mr. Fiorito

 

Mr. Fiorito reported upon a certificate of deposit recently created with Univest Bank.

 

B.  Personnel Committee – Mrs. Diehl and Mr. Fain

 

A report was not presented.

 

C.  Open Space, Parks and Recreation Committee – Mr. Fried

 

Mr. Fried reviewed the minutes from the previous Parks and Recreation Committee

Meeting.

 

Discussion ensued concerning the possible weed treatment at the Camelot Park wildflower meadow area.

 

D.  Regional Planning and Planning Committee – Mr. Rothenberger

 

Mr. Rothenberger provided an update, including information on the Multi-regional Greenway Study.

 

E.  Sewage and Water Committee – Mr. Fiorito

 

Mr. Fiorito reported upon the phase 2 water line replacement project. Mr. Fiorito presented comments concerning the 2015 537 plan update draft that was previously not approved.

 

F.  Bridge and Road Committee – Mr. Fiorito and Mr. Fried

 

Mr. Fiorito reported that a meeting is scheduled with Representative Simmons to discuss possible grant funding for bridge replacements.

 

G.  Public Safety Committee – Mr. Fiorito and Mr. Fried

 

Mr. Fried reported upon a scheduled April 28, 2019 fire services emergency drill to be held at Water Street.

 

Mr. Fried reported that the radar speed limit unit was recently set up on East Buck Road.

 

Township Engineer’s Report

 

Manager Seitzinger entered the monthly Township Engineer’s Report into the record.

Mr. Fiorito moved to approve the following escrow releases:

 

1. Reserve at Macoby Run Phase 4A, Release #15 - $22,030.27

2. Reserve at Macoby Run Phase 4B, Release #8 - $25,844.75

 

The motion was seconded by Mr. Rothenberger and carried unanimously.

 

Township Manager’s Report

 

Manager Seitzinger provided comments on the recently completed 2018 Township annual report.

 

Township Solicitor’s Report

 

A report was not presented.

 

Old Business

 

A.  Sale of 500 Gallon Propane Tank – Resolution #2019-09

 

Mr. Fain moved to approve Resolution #2019-09 to authorize the sale of the unused 500 gallon propane tank located at the Upper Hanover Township Municipal Building. The motion was seconded by Mr. Fiorito and carried unanimously.

 

B. Fuel Oil Underground Storage Tank Removal

 

Manager Seitzinger reported that he is awaiting proposals from vendors.

 

New Business

 

A. 2019 Turf Care Proposals Award

 

Mr. Fiorito moved to award the 2019 Turf Care Program to the low proposal Moyer Indoor Outdoor. The motion was seconded by Mr. Rothenberger and carried unanimously.

 

B. Dickenson Fleet Services Real Estate Tax Refund - $21.00

 

Mr. Fain moved to approve the Dickenson Fleet Services Real Estate Tax Refund as certified by the Township Tax Collector in the amount of $21.00. The motion was seconded by Mrs. Diehl and carried unanimously.

 

C. Equipment Rental and Road Materials Bid Awards

 

Mrs. Diehl moved to award the Equipment Rental as follows:    

 

Award Paver, Rollers, Tri-Axel Dump Truck, Skid Steer Milling Machine and additional laborers to Yarnall Paving, Inc.  Award 80" Milling Machine to P.K. Moyer.

 

The motion was seconded by Mr. Rothenberger and carried unanimously

 

Mr. Fain moved to award the Road Materials as follows:

 

Road Materials - Aggregate

 

Award to Highway Materials FOB and delivered for #1B, #2A, #2B, #3, #3A and #4.

 

Road Material - Asphalt

 

Award 2PI FOB and delivered to Allan Myers. Award the Superpave 9.5 mm 64.22, Superpave 9.5 mm 76.22, Superpave 25 mm and Superpave 19 mm FOB and delivered to Highway Materials with Allan Myers as secondary.

 

The motion was seconded by Mr. Fiorito and carried unanimously.

 

Adjournment

 

Mrs. Diehl moved to adjourn the meeting at 7:55 p.m.  The motion was seconded by Mr. Rothenberger and carried unanimously.
