UPPER HANOVER TOWNSHIP BOARD OF SUPERVISORS REGULAR MEETING MINUTES OF MAY 12, 2020

 

Call to Order and Roll Call

 

The meeting of May 12, 2020 conducted remotely through the Zoom platform was called to order at 7:00 p.m. by Chairman Fried. Township Supervisors in attendance were Dorothy Diehl, Eugene Fried, Ben Fiorito, Steven Rothenberger and Timothy Woodward.  Staff members in attendance were Joseph Bresnan, Township Solicitor, John Weber, Township Engineer, Mike Wetzel, Fire Marshal, and Stanley W. Seitzinger, Jr., Township Manager.

Citizens in attendance did not present comments.

 

Approval of Minutes

 

Mr. Rothenberger moved to approve the March 11, 2020 Workshop Meeting Minutes. The motion was seconded by Mr. Fiorito and carried unanimously.

 

Mr. Rothenberger moved to approve the March 12, 2020 Regular Meeting Minutes. The motion was seconded by Mr. Fiorito and carried unanimously.

 

A.  Previously Paid Bills Authorization and Monthly Bills to be Paid-April and May

 

Mr. Woodward moved to approve the previously paid bills authorization for the term of March 11, 2020 to April 15, 2020 and to approve the April bills payment in the General Fund in the amount of $256,855.77, Parks and Recreation Fund in the amount of $677.43, State Aid Fund in the amount of $73,736.00, and Escrow Fund in the amount of $7,526.71 and to approve the May bills payment in the General Fund in the amount of $58,870.28, Parks and Recreation Fund in the amount of $5,570.10, and Escrow Fund in the amount of $1,550.86. The motion was seconded by Mr. Rothenberger and carried unanimously.

 

Monthly Reports

 

A.  Treasurer’s Report

 

Manager Seitzinger entered the monthly Treasurer’s Report into the record.

 

B.  State Police Report

 

Manager Seitzinger entered the State Police Report into the record.

 

 

 

C.  Building Inspector Report

 

Manager Seitzinger entered the Building Inspector Report into the record.

 

D.  Fire Marshal Report

 

The Fire Marshal Report was entered into the record.

 

E.  Road Report

 

The Road Report was entered into the record.

 

Special Items

 

There were not any special items listed for discussion.

 

Planning and Zoning

 

A. Chowns Zoning Hearing – June 17, 2020

 

Discussion ensued. Mr. Rothenberger moved to authorize the Township Solicitor to attend the hearing in opposition. The motion was seconded by Mr. Woodward and carried unanimously.

 

Committee Reports

 

A.  Budget and Finance Committee – Mr. Fiorito

 

A report was not presented.

 

B.  Personnel Committee – Mrs. Diehl and Mr. Woodward

 

A report was not presented.

 

C.  Open Space, Parks and Recreation Committee – Mr. Fried

 

Mr. Fenley provided an update on additional trail work at the Mill Hill Preservation area.

 

The Board of Supervisors directed that all pavilion and athletic group field use will be canceled for the months of May and June. Furthermore, new applications for pavilion rental will not be accepted until further notice. It was further directed that the public restroom facility at Camelot Park remain closed at this time.

 

D.  Regional Planning and Planning Committee – Mr. Rothenberger

 

It was noted that a regional meeting via Zoom would be scheduled for later in May.  

 

 

E.  Sewage and Water Committee – Mr. Fiorito

 

Mr. Fiorito provided a brief update on the status of the 537 plan currently under review.

 

F.  Bridge and Road Committee – Mr. Fried and Mr. Fiorito

 

Mr. Weber provided an update on the status of the Tagart Road Bridge replacement project.

 

G.  Public Safety Committee – Mr. Fried and Mr. Woodward

 

Chairman Fried reviewed the monthly Pennsylvania State Police report.

 

Township Engineer’s Report

 

Township Engineer Weber presented the monthly report.

 

Mrs. Diehl moved to approved escrow release No. 1 for Geryville Self Storage in the amount of $1,003,533.54. The motion was seconded by Mr. Woodward and carried unanimously.

 

Township Manager’s Report

 

A report was not presented.

 

Township Solicitor’s Report

 

A report was not presented.

 

Old Business

 

A. Turf Maintenance Proposals and Camelot Park Bench Shelter/Dugouts Proposal

 

Mr. Rothenberger moved to retroactively approve the award of the turf maintenance proposals to Moyer Services in the amount $5,410 and the Camelot Park bench shelter/dugouts to John Membrino in the amount $20,495. The motion was seconded by Mr. Woodward and carried unanimously.

 

New Business

 

A. 2020 Oil and Chip Roads and 2020 Road Paving Project

 

Discussion ensued concerning the proposed list of projects for 2020. Mr. Rothenberger moved to approve the list of oil and chip roads and the paving projects for 2020 subject to further review by the Highway Committee to determine the final quantity for fog seal treatment on some of the oil and chip roads. The motion was seconded by Mrs. Diehl and carried unanimously.

 

B. Resolution #2020-07, Real Estate Tax Face Period Time Extension

 

The Board of Supervisors discussed options for extending the face period for real estate tax payments in 2020. Mr. Woodward moved to adopt Resolution #2020-07 to extend the face period to September 30, 2020. The motion was seconded by Mrs. Diehl and carried unanimously.

 

C. Citizens Comments

 

Manager Seitzinger reported that email questions were not submitted during the course of the meeting.

Mrs. Diehl moved to adjourn the meeting at 8:31 p.m.  The motion was seconded by Mr.  Woodward and carried unanimously.
