UPPER HANOVER TOWNSHIP BOARD OF SUPERVISORS REGULAR MEETING MINUTES OF MAY 14, 2019

 

 

 

Call to Order and Roll Call

 

The meeting was called to order at 7:03 p.m. by Chairman Eugene Fried followed by the Pledge of Allegiance to the Flag. Township Supervisors in attendance were Dorothy Diehl, Richard Fain, Eugene Fried, Ben Fiorito and Steven Rothenberger.  Staff members in attendance were Joseph Bresnan, Township Solicitor, Thomas Latshaw, Road Foreman, Mike Wetzel, Fire Marshal and Stanley W. Seitzinger, Jr., Township Manager.

 

Citizen Comments

 

Citizens in attendance did not present comments.

 

Approval of Minutes

 

Mr. Fain moved to approve the April 8, 2019 Workshop Meeting Minutes and the April 9, 2019 Regular Meeting Minutes.  The motion was seconded by Mr. Fiorito and carried unanimously.

 

A.  Previously Paid Bills Authorization

 

Mr. Rothenberger moved to approve the previously paid bills in the amount of $8,411.70                                 from the General Fund. The motion was seconded by Mrs. Diehl and carried unanimously.

 

B. Concession Stand Final Payment Approval - $7,926.00

 

Mr. Fain moved to approve the final payment to John Membrino for the concession stand construction project at Camelot Park in the amount of $7,926.00. The motion was seconded by Mrs. Diehl and carried unanimously.

 

B.  Approval of Monthly Bills to be Paid

 

Mr. Rothenberger moved to approve the monthly bills payment in the General Fund in the amount of $79,240.95, Parks and Recreation Fund in the amount of $9,406.53 and Escrow Fund in the amount of $26,733.43.  The motion was seconded by Mr. Fiorito and carried unanimously.

A.  Treasurer’s Report

 

Manager Seitzinger entered the monthly Treasurer’s Report into the record.

 

 

B.  State Police Report

 

Manager Seitzinger entered the State Police Report into the record.

 

C.  Building Inspector Report

 

Manager Seitzinger entered the Building Inspector Report into the record.

 

D.  Fire Marshal Report

 

Fire Marshal Wetzel entered the Fire Marshal Report into the record. 

 

E.  Road Report

 

Road Forman Latshaw entered the Road Report into the record.

 

Special Items

 

1.  Resolution #2019-12, George S. Long Twenty Year Service Recognition Award – Zoning Hearing Board

 

Mr. Rothenberger moved to adopt Resolution #2019-12. The motion was seconded by Mr. Fain and carried unanimously.

 

A copy of the resolution was presented to George S. Long.

 

2. Ordinance #2019-06 – Authorization to Advertise an Amendment to The Official Map of Upper Hanover Township

 

Mr. Fain moved to authorize advertisement of Ordinance #2019-06, an amendment to the official map of Upper Hanover Township. The motion was seconded by Mrs. Diehl and carried unanimously.

 

Planning and Zoning

 

A. Planning

 

1. Resolution 2019-13, 1509 Markley Road Lot Line Adjustment Preliminary and Final Approval

 

Manager Seitzinger reported that the approval resolution was adopted at the Monday evening workshop meeting of May 13, 2019.

 

2. Sweet Water Golf Tasting Room Waiver

 

Robert Whitley, Esquire, Bob Irick, P. E. and Jeff Vietmeir of Sweet Water Golf represented the applicant.

 

Discussion ensued concerning alternate lighting options. A poll of the Board of Supervisors indicated a 3-2 preference for the same lighting fixture as is located in the other sections of the project.

 

Mr. Fain moved to approve the following waivers:

 

1. Section 425-301.B(1) – Preliminary Plan

2. Section 425-402.G and 425-403.E(2)(b) - Road Widening for Geryville Pike

3. Section 425-410 – Sidewalks, Curb, Storm Sewer

4. Section 425-411 – Traffic Impact Study

5. Section 425-419.D – Site Lighting

6. Section 425-500.D(3)(d) – Street Trees

7. Section 415-19.D – Stormwater Pipe Minimum Size (Stormwater Management

    Ordinance)

 

The motion was seconded by Mr. Rothenberger. The motion carried affirmatively with Mr. Fain, Mr. Fried and Mr. Rothenberger voting yes and with Mr. Fiorito and Mrs. Diehl voting no.

 

3. Resolution #2019-14, Sweet Water Golf Tasting Room Preliminary and Final Approval

 

Mr. Rothenberger moved to adopt Resolution #2019-14. The motion was seconded by Mr. Fain. The motion carried affirmatively with Mr. Fain, Mr. Fried and Mr. Rothenberger voting yes and with Mr. Fiorito and Mrs. Diehl voting no.

 

4. Gillespie Land Development Plan Waivers

 

Mr. Fiorito moved to approve the following waivers:

 

1. Section 425-301.B(1) – Preliminary Plan

2. & 3. Section 425-402.G and 425-403.E(2)(b) Road Widening for Water Street and

    State Street

4. Section 425-410 – Sidewalks, Curb, Storm Sewer

5. Section 425-411 – Traffic Impact Study

6. Section 425-500.E(4) – Property Line Buffers

 

The motion was seconded by Mrs. Diehl and carried unanimously.

 

Committee Reports

 

A.  Budget and Finance Committee – Mr. Fiorito

B.  Personnel Committee – Mrs. Diehl and Mr. Fain

C.  Open Space, Parks and Recreation Committee – Mr. Fried

 

Mr. Fried reviewed the minutes of the previous Parks and Recreation committee meeting and reported that the May Parks and Recreation committee meeting was rescheduled to Monday, May 20, 2019 due to the Memorial Day holiday.

 

D.  Regional Planning and Planning Committee – Mr. Rothenberger

 

A report was not presented.

 

E.  Sewage and Water Committee – Mr. Fiorito

 

Mr. Fiorito provided an update on the area two water line project and reported upon the scheduled joint meeting at the Board of Supervisors with The Upper Hanover Authority Board scheduled for 6:00 p.m. on Thursday, June 6, 2019.

 

F.  Bridge and Road Committee – Mr. Fiorito and Mr. Fried

 

Mr. Fried reported upon the recent Township Supervisors road inspection. Mr. Fried explained the planned fog seal application on oil and chip roads located within developments.

 

G.  Public Safety Committee – Mr. Fiorito and Mr. Fried

 

It was noted that the radar unit was placed on James Road.

Manager Seitzinger entered the monthly Township Engineer’s Report into the record.

A. Resolution #2019-15, Accepting Dedication of Township Woods Road Ultimate Right-of-Way

 

Mr. Fiorito moved to adopt Resolution #2019-15. The motion was seconded by Mr. Rothenberger and carried unanimously.
