UPPER HANOVER TOWNSHIP BOARD OF SUPERVISORS REGULAR MEETING MINUTES OF JUNE 11, 2019

 

 

 

Call to Order and Roll Call

 

The meeting was called to order at 7:00 p.m. by Chairman Eugene Fried followed by the Pledge of Allegiance to the Flag. Township Supervisors in attendance were Dorothy Diehl, Richard Fain, Eugene Fried, Ben Fiorito and Steven Rothenberger.  Staff members in attendance were Joseph Bresnan, Township Solicitor, Thomas Latshaw, Road Foreman and Stanley W. Seitzinger, Jr., Township Manager.

 

Citizen Comments

 

Citizens in attendance did not present comments.

 

Approval of Minutes

 

Mr. Rothenberger moved to approve the May 13, 2019 Workshop Meeting Minutes and the May 14, 2019 Regular Meeting Minutes.  The motion was seconded by Mr. Fiorito and carried unanimously.

 

A.  Previously Paid Bills Authorization

 

Mrs. Diehl moved to approve the previously paid bills in the amount of $69,437.43                                from the General Fund. The motion was seconded by Mr. Rothenberger and carried unanimously.

 

B.  Approval of Monthly Bills to be Paid

 

Mr. Fiorito moved to approve the monthly bills payment in the General Fund in the amount of $124,724.06, Parks and Recreation Fund in the amount of $1,526.20 and Escrow Fund in the amount of $27,264.08.    Also included was the Shannon Smith Electric invoice payment in the amount of $1,591.20.  The motion was seconded by Mr. Fain and carried unanimously.

 

Monthly Reports

 

A.  Treasurer’s Report

 

Manager Seitzinger entered the monthly Treasurer’s Report into the record.

 

B.  State Police Report

 

Manager Seitzinger entered the State Police Report into the record.

 

 

 

C.  Building Inspector Report

 

Manager Seitzinger entered the Building Inspector Report into the record.

 

D.  Fire Marshal Report

 

Manager Seitzinger entered the Fire Marshal Report into the record. 

 

E.  Road Report

 

Road Forman Latshaw entered the Road Report into the record.

 

Special Items

 

1.  Resolution #2019-17, Mary G. Kershner, Five Year Service Recognition Award –

     Zoning Hearing Board

 

Mr. Rothenberger moved to adopt Resolution #2019-17. The motion was seconded by Mr. Fain and carried unanimously.  A copy of the resolution will be presented to Mrs. Kershner at a later date.

 

2. Ordinance #2019-18 – Shannan E. Bieler, Five Year Service Recognition Award –

    Zoning Hearing Board

 

Mr. Fain moved to adopt Resolution #2019-18.  The motion was seconded by Mrs. Diehl and carried unanimously.  A copy of the resolution was presented to Shannan E. Bieler.

 

3.  Public Hearing, Ordinance #2019-06 – Amendment to The Official Map of Upper

     Hanover Township

 

The Chair of the meeting was turned over to Township Solicitor Joseph Bresnan.

 

In the presence of a court reporter Mr. Bresnan explained the purpose of the public hearing and entered exhibits into the record.  Mr. Bresnan requested questions or comments from the Board of Supervisors and general public.  Questions and comments were not presented. 

 

The Chair of the meeting was returned to Chairman Fried.

 

Mr. Fiorito moved to adopt Ordinance #2019-06.  The motion was seconded by Mrs. Diehl and carried unanimously.

 

4.  Ordinance #2019-07 – Pillsbury Road No Parking

 

Mr. Bresnan explained the purpose of the proposed ordinance amendment.  Questions and comments were not presented.  Mr. Rothenberger moved to adopt Ordinance #2019-07.  The motion was seconded by Mrs. Diehl and carried unanimously.

 

 

 

Planning and Zoning

 

A. Planning

 

1. Resolution #2019-19, Gillespie Land Development Plan Approval

 

Mr. Fain moved to adopt Resolution #2019-19.  The motion was seconded by Mr. Rothenberger and carried unanimously.

 

Committee Reports

 

A.  Budget and Finance Committee – Mr. Fiorito

 

Mr. Fiorito reported upon renewed Certificates of Deposit.

 

B.  Personnel Committee – Mrs. Diehl and Mr. Fain

 

A report was not presented.

 

C.  Open Space, Parks and Recreation Committee – Mr. Fried

 

Mr. Fried provided an update on the previous Parks and Recreation Committee Meeting.  An update on the Trout Unlimited stream improvements at the Mill Hill Preservation Area was discussed. 

 

It was noted that some white ash trees at the Mill Hill Preservation Area may need to be removed. 

 

The volunteer project to remove old tires from a section of the Hosensack Creek was discussed. 

 

The Parks and Recreation Committee is working on a proposal for the purchase of a gazebo for Macoby Run Park.

 

D.  Regional Planning and Planning Committee – Mr. Rothenberger

 

A report was not presented.

 

E.  Sewage and Water Committee – Mr. Fiorito

 

Mr. Fiorito provided an update on the recent joint meeting of the Upper Hanover Authority and the Board of Supervisors.  Discussion ensued concerning the proposed Act 537 Plan Update for the Perkiomen Study Area.  A poll of the Board of Supervisors indicated a unanimous consensus to authorize the Upper Hanover Authority to proceed with the update.

 

 

 

 

 

F.  Bridge and Road Committee – Mr. Fiorito and Mr. Fried

 

Mr. Fried commented upon several recent stormwater issues that are under review.

 

G.  Public Safety Committee – Mr. Fiorito and Mr. Fried

 

Mr. Fried reported that the closing of Woodbridge Lane for a planned block party was authorized by the Board of Supervisors.

 

It was reported that the radar unit had been placed on James Road.  Mr. Fried reviewed the results of the radar unit survey.

 

Township Engineer’s Report

 

Manager Seitzinger entered the monthly Township Engineer’s Report into the record.  Mrs. Diehl moved to approve the following escrow releases:

 

1. Reserve at Macoby Run Phase 4A, Release #16 - $19,312.88

2. Reserve at Macoby Run Phase 4B, Release #9 - $54,686.18

 

The motion was seconded by Mr. Fain and carried unanimously.

Old Business

 

A. Municibid – 2007 John Deere Flex Wing Mower Sale

 

It was reported that the sale of a flex wing mower through the Municibid Program had been approved at the Workshop Meeting.

 

B.  Maintenance Building Fuel Island Canopy

 

Mr. Rothenberger provided an update concerning a proposed specification for a 30 foot by 50 foot canopy to be provided by Island Pump &Tank at a cost not to exceed $2,500 to $3,000.  Mr. Fried moved to authorize Island Pump & Tank to prepare the specification as presented.  The motion was seconded by Mrs. Diehl and carried unanimously.

 

 

 

 

 

 

New Business

 

A. Municipal Building ADA Improvements Bid Award

 

Mr. Fain moved to reject the one bid received for the project.  The motion was seconded by Mr. Rothenberger and carried unanimously.

 

B.  Resolution #2019-20, MultiModal Transportation Fund Grant Application

     Authorization

 

Mr. Rothenberger moved to approve Resolution #2019-20.  The motion was seconded by Mrs. Diehl and carried unanimously.

 

C.  Ordinance #2019-06

 

John Lorenzo inquired concerning the public hearing held earlier in the meeting.  The Board of Supervisors and Township Solicitor Bresnan provided a summary of the public hearing concerning the adoption of the ordinance.

 

D.  Fruitville Road

 

Shannan Bieler inquired concerning what fire company and ambulance company service properties on Fruitville Road given the current closed status of the Fruitville Road Bridge.

Mrs. Diehl moved to adjourn the meeting at 7:54 p.m.  The motion was seconded by Mr.  Rothenberger and carried unanimously.
