UPPER HANOVER TOWNSHIP BOARD OF SUPERVISORS REGULAR MEETING MINUTES OF AUGUST 13, 2019

 

 

 

Call to Order and Roll Call

 

The meeting was called to order at 7:00 p.m. by Vice-Chairman Richard Fain followed by the Pledge of Allegiance to the Flag. Township Supervisors in attendance were Dorothy Diehl, Richard Fain, Ben Fiorito and Steven Rothenberger.  Staff members in attendance were Joseph Bresnan, Township Solicitor and Stanley W. Seitzinger, Jr., Township Manager.

 

Citizen Comments

 

Citizens in attendance did not present comments.

 

Approval of Minutes

 

Mr. Rothenberger moved to approve the July 8, 2019 Workshop Meeting Minutes and the July 9, 2019 Regular Meeting Minutes.  The motion was seconded by Mrs. Diehl and carried affirmatively.

 

A.  Previously Paid Bills Authorization and the Approval of Monthly Bills to be Paid

 

Mrs. Diehl moved to approve the previously paid bills in the amount of $100,000.00                 from the General Fund and to approve the monthly bills payment in the General Fund in the amount of $126,466.78, Parks and Recreation Fund in the amount of $369.22, State Aid Fund in the amount of $96,958.71 and Escrow Fund in the amount of $17,492.19.            Mrs. Diehl also moved to approve the engineer approved construction invoices in the amount of $76,222.37 to Farhat General Construction for the 2019 Bridge Maintenance Project and $13,249.80 to Shannon A. Smith, Inc. for the Municipal Building Electrical Upgrades from the General Fund. The motion was seconded by Mr. Fiorito and carried affirmatively. 

 

Monthly Reports

 

A.  Treasurer’s Report

 

Manager Seitzinger entered the monthly Treasurer’s Report into the record.

 

B.  State Police Report

 

Manager Seitzinger entered the State Police Report into the record.

 

C.  Building Inspector Report

 

Manager Seitzinger entered the Building Inspector Report into the record.

 

 

 

D.  Fire Marshal Report

 

Manager Seitzinger entered the Fire Marshal Report into the record. 

 

E.  Road Report

 

Manager Seitzinger entered the Road Report into the record.

 

Special Items

 

1.  Resolution #2019-22, Donna L. Tino, Administrative Assistant, Fifteen Year

     Service Recognition Award

 

Mr. Rothenberger moved to approve Resolution #2019-22.  The motion was seconded by Mr. Fain and carried affirmatively. 

 

A copy of the resolution will be presented to Donna L. Tino at a later date.

 

Planning and Zoning

 

A. Planning

 

Planning was not presented.

 

B.  Zoning

 

1.  Michael and Tami Carpenter Zoning Hearing – August 21, 2019

 

The Board of Supervisors recommended sending a letter to the Zoning Hearing Board concerning a requirement to have the kitchen removed at a later date if the in-law suite is approved.

 

Committee Reports

 

A.  Budget and Finance Committee – Mr. Fiorito

 

Mr. Fiorito reported upon a new Certificate of Deposit.

 

B.  Personnel Committee – Mrs. Diehl and Mr. Fain

 

A report was not presented.

 

C.  Open Space, Parks and Recreation Committee – Mr. Fried

 

The Board of Supervisors reviewed the minutes of the previous Parks and Recreation Committee Meeting.

 

 

 

D.  Regional Planning and Planning Committee – Mr. Rothenberger

 

Mr. Rothenberger reported that a monthly meeting was not held in July.

 

E.  Sewage and Water Committee – Mr. Fiorito

 

Mr. Fiorito provided an update on the Phase 2 Water Line Project and provided an overview of the annual audit report for the Upper Hanover Authority. 

 

F.  Bridge and Road Committee – Mr. Fiorito and Mr. Fried

 

Mr. Fiorito reported upon several bridge maintenance projects that were required as a result of the July flash flood. 

 

Mr. Fiorito reported that the Hendricks Road bridge maintenance was awarded to Mar-Allen Concrete and that every effort would be made to have the bridge open prior to the start of the school year.

 

G.  Public Safety Committee – Mr. Fiorito and Mr. Fried

 

A report was not presented.

 

Township Engineer’s Report

 

The monthly Engineer’s Report was entered into the record. 

 

Township Manager’s Report

 

A report was not presented.

 

Township Solicitor’s Report

 

A report was not presented.

 

Old Business

 

A.  Authorization to Advertise Stop Sign Ordinance Amendment – Montgomery

      Avenue and Eighth Street

 

Mr. Rothenberger moved to authorize advertisement of the Stop sign Ordinance Amendment.  The motion was seconded by Mrs. Diehl and carried affirmatively.

 

New Business

 

A.  Real Estate Tax Refunds

 

Mrs. Diehl moved to approve the following Tax Collector recommended tax refunds:

 

            • Robert and Carol E. Danweber, 2563 Wasser Road - $63.00

            • Megan Leonhartsberger and Jonathan Landis, 3405 E. Buck Road - $75.00

            • Premier Trailers LLC, 2691 Geryville Pike - $1.00

 

The motion was seconded by Mr. Fiorito and carried affirmatively.

 

B.  MS4 Program

 

Mr. Rothenberger suggested perhaps Aqua PA can get involved to help pay for some of the costs relating to the MS4 required improvements.

 

C.  Walt Road

 

A resident recommended the installation of additional no parking signs on Walt Road.

Mrs. Diehl moved to adjourn the meeting at 7:31 p.m.  The motion was seconded by Mr.  Fiorito and carried affirmatively.
