UPPER HANOVER TOWNSHIP BOARD OF SUPERVISORS REGULAR MEETING MINUTES OF SEPTEMBER 10, 2019

 

 

 

Call to Order and Roll Call

 

The meeting was called to order at 7:00 p.m. by Chairman Eugene Fried followed by the Pledge of Allegiance to the Flag. Township Supervisors in attendance were Dorothy Diehl, Eugene Fried, Ben Fiorito and Steven Rothenberger.  Staff members in attendance were Joseph Bresnan, Township Solicitor, Mike Wetzel, Fire Marshal, Tom Latshaw, Road Foreman and Stanley W. Seitzinger, Jr., Township Manager.

 

Citizen Comments

 

Citizens in attendance did not present comments.

 

Approval of Minutes

 

Mr. Rothenberger moved to approve the August 12, 2019 Workshop Meeting Minutes and the August 13, 2019 Regular Meeting Minutes.  The motion was seconded by Mr. Fiorito and carried affirmatively.

 

A.  Previously Paid Bills Authorization

 

There were not any previously paid bills listed for approval.

 

B.  Approval of Monthly Bills to be Paid

 

Mrs. Diehl moved to approve the monthly bills payment in the General Fund in the amount of $156,825.06, Parks and Recreation Fund in the amount of $9,177.00, State Aid Fund in the amount of $54,534.00 and Escrow Fund in the amount of $8,278.40.  The motion was seconded by Mr. Rothenberger and carried affirmatively.

 

C. Shannon Smith Payment Application #4

 

Mrs. Diehl moved to approve the Shannon Smith electric payment application #4. The motion was seconded by Mr. Fiorito and carried unanimously.

 

D. 2019 Bridge Maintenance Project Payment Application #2

 

Mr. Fiorito moved to approve the 2019 Bridge Maintenance project payment application #2 for Farhat General Construction. The motion was seconded by Mr. Rothenberger and carried affirmatively.

A.  Treasurer’s Report

 

Manager Seitzinger entered the monthly Treasurer’s Report into the record.

 

B.  State Police Report

 

Manager Seitzinger entered the State Police Report into the record.

 

C.  Building Inspector Report

 

Manager Seitzinger entered the Building Inspector Report into the record.

 

D.  Fire Marshal Report

 

Fire Marshal Wetzel entered the Fire Marshal Report into the record.

 

E.  Road Report

 

Road Foreman Latshaw entered the Road Report into the record.

 

Special Items

 

1. Chamber of Commerce – Perk-Up Update

 

Luanne Stauffer presented an update on Chamber of Commerce and Perk-Up activities.

 

2. Ordinance #2019-08 Stop Sign Ordinance Amendment

 

Mr. Bresnan explained the purpose of the Ordinance. Citizens in attendance did not present comments.

 

Mr. Fiorito moved to adopt Ordinance #2019-08. The motion was seconded by Mrs. Diehl and carried affirmatively.

 

3. Montgomery Avenue Crossing Guard Request

 

The Board of Supervisors reviewed a request for the sharing of costs relating to the placement of crossing guards on Montgomery Avenue. Mr. Fried indicated that additional meetings will be held at a later date among the affected communities.

 

Planning and Zoning

 

A. Planning

 

 

 

1. McDonald Tract Request for Dedication and Entrance Into 18 Month Maintenance Program

 

Mr. Rothenberger moved to approve the final escrow release and to accept the McDonald Tract dedication and entrance into the 18-month maintenance program. The motion was seconded by Mr. Fiorito and carried affirmatively.

 

B.  Zoning

 

Zoning items were not presented.

 

Committee Reports

 

A.  Budget and Finance Committee – Mr. Fiorito

 

1. 2020 Township Budget Work Schedule

 

Mr. Fiorito presented the 2020 Township budget work schedule. A special meeting to discuss the 2020 budget was scheduled for 6 p.m. on Wednesday October 30, 2019.

 

B.  Personnel Committee – Mrs. Diehl and Mr. Fain

 

A report was not presented.

 

C.  Open Space, Parks and Recreation Committee – Mr. Fried

 

Mr. Fried reported upon the installation of the gazebo at Macoby Run Park. A report was also presented on plans to repair the Macoby Run Park planter area that was damaged in the July flash flood event.

 

D.  Regional Planning and Planning Committee – Mr. Rothenberger

 

Mr. Rothenberger presented an update on the August 28, 2019 regional planning meeting.

 

E.  Sewage and Water Committee – Mr. Fiorito

 

A report was not presented.

 

F.  Bridge and Road Committee – Mr. Fiorito and Mr. Fried

 

A report was not presented.

 

G.  Public Safety Committee – Mr. Fiorito and Mr. Fried

 

A report was not presented.

 

Township Engineer’s Report

 

Manager Seitzinger entered the monthly Township Engineer’s Report into the record. 

 

Township Manager’s Report

 

A report was not presented.

 

Township Solicitor’s Report

 

Mr. Bresnan presented an example of an on-lot sewage study.

 

Old Business

 

Old business was not presented.

 

New Business

 

A.  Real Estate Tax Refunds – Nelson and Lidwina Marks

 

Mr. Rothenberger moved to approve the real estate tax refund for Nelson and Lidwina Marks in the amount of $119.00 as certified by the Township Tax Collector. The motion was seconded by Mrs. Diehl and carried affirmatively.

           

B. 2020 Pension Plan Minimum Municipal Obligation (MMO)

 

The 2020 pension plan minimum municipal obligation as prepared by the Township Actuary was entered into the record.

 

C. PennDOT Winter Snow Services Agreement

 

The Board of Supervisors expressed concurrence with the proposed, new 5 year PennDOT Winter Snow Services Agreement.

 

D. Farmland Preservation

 

Mrs. Diehl moved to approve Resolution # 2019-24 to approve the 15% local match for the Thomas Latshaw Farmland Preservation Project. The motion was seconded by Mr. Rothenberger and carried affirmatively.

 

E. 2020 Health Insurance Renewal

 

The Board of Supervisors reviewed the renewal information provided from the Delaware Valley Health Insurance Trust. The Board of Supervisors decided to keep the same existing coverage with the Delaware Valley Health Insurance Trust in 2020.
