UPPER HANOVER TOWNSHIP BOARD OF SUPERVISORS MEETING MINUTES OF OCTOBER 12, 2021
Call to Order and Roll Call
The meeting of October 12, 2021, was called to order at 7:00 p.m. by Chairman Fried followed by the pledge of allegiance to the flag. Township Supervisors in attendance were Dorothy Diehl, Eugene Fried, Ben Fiorito, Steven Rothenberger and Timothy Woodward. Staff members in attendance were John Weber, Township Engineer; Joseph Bresnan, Township Solicitor; and Stanley W. Seitzinger, Jr., Township Manager.
Curtis Teele of 743 Morris Road, East Greenville Borough, presented concerns regarding barking dogs located at an adjacent property in Upper Hanover Township. Mr. Weber explained the ongoing status of the barking dog problem. The Board of Supervisors unanimously agreed to authorize filing a citation against the owner of the dogs.
Approval of Minutes
Mr. Rothenberger moved to approve the Upper Hanover Township Board of Supervisors meeting minutes of September 14, 2021. The motion was seconded by Mr. Woodward and carried unanimously.
A. Previously Paid Bills Authorization
Mrs. Diehl moved to approve the previously paid bills in the amount of $12,180.00. The motion was seconded by Mr. Woodward and carried unanimously.
B. Fire Relief Payments – 2021
Chairman Fried reviewed the $48,164.45 in fire relief payments approved for payment in 2021.
C. Approval of Monthly Bills to be Paid
Mr. Rothenberger moved to approve the monthly bills payment in the General Fund in the amount of $129,950.22 Parks and Recreation Fund in the amount of $858.44, State Aid Fund in the amount of $223,767.20, and Escrow Fund in the amount of $15,832.44. The motion was seconded by Mrs. Diehl and carried unanimously.
A. Treasurer’s Report
Manager Seitzinger entered the monthly Treasurer’s Report into the record.
B. State Police Report
Manager Seitzinger entered the State Police Report into the record.
C. Building Inspector Report
Manager Seitzinger entered the Building Inspector Report into the record.
D. Fire Marshal Report
Manager Seitzinger entered the Fire Marshal Report into the record.
E. Road Report
Manager Seitzinger entered the Road Report into the record.
A. Resolution #2021-26 Edgar L. Stauffer, 20 Year Service Recognition Award, Upper Hanover Township Industrial Development Authority
Mr. Rothenberger moved to approve Resolution #2021-26. The motion was seconded by Mr. Fiorito and carried unanimously.
An original of the resolution will be mailed to Edgar L. Stauffer.
B. Project Live
Bill Pyke of Project Live presented an overview on the status of the Project Live program.
Planning and Zoning
A. Deerfield Subdivision Waivers
The Board of Supervisors tabled a decision on the seven requested waivers related to the Deerfield Subdivision.
B. Ryan Donavan Zoning Hearing, 3718 Layfield Road – October 20, 2021
The Board of Supervisors chose not to take a position on the zoning hearing application.
C. DeMeno Property Application for Rezoning
Manager Seitzinger reported upon the receipt of the DeMeno Property application for rezoning.
A. Budget and Finance Committee – Mr. Fiorito
Mr. Fiorito reported that two certificates of deposit were renewed at Univest Bank.
1. 2022 Township Budget
Mr. Fiorito reported upon the status of the Township Budget and the scheduled Wednesday, October 27, 2021 budget meeting scheduled for 6:00 p.m. at the Upper Hanover Township Building.
2. American Rescue Plan
Mr. Fiorito provided an update on the status.
B. Personnel Committee – Mrs. Diehl and Mr. Woodward
Mrs. Diehl reported that the Board of Supervisors was holding interviews to replace the Township Manager. Chairman Fried stated that the Township Manager was scheduled to retire at the end of December 2021.
C. Open Space, Parks and Recreation Committee – Mr. Fried
Mr. Fried provided an update on the most recent Parks and Recreation Committee meeting, the Trout Unlimited Project and the Eagle Scout projects.
D. Regional Planning and Planning Committee – Mr. Rothenberger
Mr. Rothenberger provided an update.
E. Sewer and Water Committee – Mr. Fiorito
Mr. Fiorito reported that The Upper Hanover Authority would meet on October 14, 2021 since the earlier October meeting was canceled.
F. Bridge and Road Committee – Mr. Fiorito and Mr. Fried
A report was not presented.
G. Public Safety Committee – Mr. Fried and Mr. Woodward
Mr. Fried reported that he contacted the local police departments concerning purchase requests for the 2022 budget.
Township Engineer’s Report – Mr. Weber
Township Engineer Weber provided on update on the Otts Road Bridge replacement project and presented the monthly Township Engineer’s Report.
Township Manager’s Report – Mr. Seitzinger
Mr. Rothenberger moved to authorize entering into an agreement with Morton Salt for the purchase of 800 tons of winter season road salt with delivery to be scheduled prior to the end of November.
Township Solicitor’s Report – Mr. Bresnan
A report was not presented.
A. Powderbourne Agreement
The status of the Powderbourne Agreement was reviewed.
A. 2022 Appointment Update
Manager Seitzinger reported that letters requesting interest in reappointments were sent.
B. Fire Arms Safety
The Board of Supervisors discussed whether restrictions on the use of fire arms in certain higher density zoning districts should be considered. Discussion ensued. Three Township Supervisors were not in favor of proceeding further with the proposed ordinance restriction.
Mr. Rothenberger moved to adjourn the meeting at 8:40 p.m. The motion was seconded by Mr. Fiorito and carried unanimously.
