UPPER HANOVER TOWNSHIP BOARD OF SUPERVISORS REGULAR MEETING MINUTES OF OCTOBER 13, 2020

 

 

Call to Order and Roll Call

 

The meeting of October 13, 2020, conducted remotely through the Zoom platform, was called to order at 7:12 p.m. by Chairman Fried. Chairman Fried announced that an executive session concerning legal matters had preceded the meeting. Township Supervisors in attendance were Dorothy Diehl, Eugene Fried, Ben Fiorito, Steven Rothenberger and Timothy Woodward.  Staff members in attendance were Joseph Bresnan, Township Solicitor, John Weber, Township Engineer, and Stanley W. Seitzinger, Jr., Township Manager.

Citizens in attendance did not present comments.

 

Approval of Minutes

 

Mrs. Diehl moved to approve the September 8, 2020 Regular Meeting Minutes. The motion was seconded by Mr. Rothenberger and carried unanimously.

 

A.  Previously Paid Bills Authorization

 

Mr. Rothenberger moved to approve the previously paid bills in the amount of $2,200 in the General Fund and a Capital Reserve Fund CD Investment transfer to Univest Bank in the amount of $750,000. The motion was seconded by Mr. Woodward and carried unanimously.

 

B.  Approval of Monthly Bills to be Paid

 

Mr. Fiorito moved to approve the monthly bills payment in the General Fund in the amount of $206,553.41, Parks and Recreation Fund in the amount of $3,255.30 and Escrow Fund in the amount of $21,318.91. The motion was seconded by Mr. Rothenberger and carried unanimously.

 

C. 2020 Fire Relief Payments

 

Manager Seitzinger presented the listing of the 2020 Fire Relief Payments.

 

D. Newman Road Culvert Project Final Payment - $9,172.47

 

It was noted that the $9,172.47 final payment for the Newman Road Culvert Project was included on the October monthly bills to be paid.

A.  Treasurer’s Report

 

Manager Seitzinger entered the monthly Treasurer’s Report into the record.

 

B.  State Police Report

 

Manager Seitzinger entered the State Police Report into the record.

 

C.  Building Inspector Report

 

Manager Seitzinger entered the Building Inspector Report into the record.

 

D.  Fire Marshal Report

 

Manager Seitzinger entered the Fire Marshal Report into the record.

 

E.  Road Report

 

Manager Seitzinger entered the Road Report into the record.

 

Special Items

 

A. Trout Unlimited

 

Thomas Smith and Mark Stannard made a presentation concerning “How Perkiomen Valley Trout Unlimited Stream Restoration Projects Benefit the Community.”

 

B. James Road Traffic Study

 

The consideration of a proposed traffic study was tabled for further review.

 

Planning and Zoning

 

A.  Northgate, Basin #5 and Relocating of Conflict Trees

 

The discussion was tabled until later in the agenda.

 

B.  Katherine and Robert Alburger Subdivision – Waivers

 

Mr. Rothenberger moved to approve the following waivers for the Katherine and Robert Alburger Subdivision:

 

1.      425-402.G – Road Widening

2.      425-406.B(1) – Driveway Spacing

3.      425-410 – Sidewalks, Curb, Storm Sewer

4.      425-411 – Traffic Impact Study

5.      425-414(B) – Lot Depth to Width Ratio

The motion was seconded by Mrs. Diehl and carried unanimously.

 

C.  Green Meadows Subdivision – Waivers

 

Mr. Fiorito moved to approve the following waivers:

 

425-305.C – Existing Features:  This waiver is subject to showing existing

buildings within 100 feet of the tract and listing the address associated with each

driveway on adjacent properties.

 

425-402.G – Road Widening:  This waiver is subject to a determination that Montgomery County does not require widening of Geryville Pike.

 

425-406.B(1) – Driveway Spacing

 

425-410 – Sidewalks, Curb, Storm Sewer

 

425-411 – Traffic Impact Study

 

425-415.D(3) – Flag Lots:  This waiver is subject to the Applicant obtaining driveway permits from Penn-Dot for lots 1, 2, 3 and 4.

 

425-500.D(1)(a) – Street Trees

 

415-18.B(8) – Location of Stormwater Basins:  This waiver is recommended for lots 2, 3, 4 and 6 only

 

415-18.B(10) – Stormwater Basin Berm Top Width:  This waiver is recommended for a berm width of 5 feet.

 

415-18.B(12) – Stormwater Basin Bottom Grade

 

415-18.B(21) – Minimum Basin Outfall Orifice Diameter:  This waiver is recommended subject to providing trash racks on the outlet structures.

 

The motion was seconded by Mr. Woodward and carried affirmatively with Mr. Rothenberger recusing himself from the vote.

 

D. David Devine Zoning Hearing – October 21, 2020

 

The Board of Supervisors did not provide a recommendation for or against the October 21, 2020 D. David Devine Zoning Hearing.

 

Committee Reports

 

 

 

 

A.  Budget and Finance Committee – Mr. Fiorito

 

The Board of Supervisors agreed to schedule a special meeting for Wednesday October 28, 2020 at 6:00 p.m. for the purpose of discussing the 2021 Township Budget and conducting general business.

 

Mr. Fiorito presented a comparison of natural gas and fuel oil costs that indicated substantial savings for Upper Hanover Township as a result of the conversion to natural gas at the Municipal Building.

 

B.  Personnel Committee – Mrs. Diehl and Mr. Woodward

 

A report was not presented.

 

C.  Open Space, Parks and Recreation Committee – Mr. Fried

 

The minutes of the most recent Parks and Recreation Committee meeting were reviewed.

 

D.  Regional Planning and Planning Committee – Mr. Rothenberger

 

Mr. Rothenberger provided an update.  

 

E.  Sewage and Water Committee – Mr. Fiorito

 

There was nothing new to report.

 

F.  Bridge and Road Committee – Mr. Fried and Mr. Fiorito

 

Mrs. Diehl moved to approve the sale of the following vehicles as per the Munici-Bid Auction results:

 

1998 International       Successful Bid: $6,900.00      Buyer: Rock Bottom Excavating

2001 Mack                  Successful Bid: $14,221.00    Buyer: Kenny Frame

                                                                                                Glenmoore, PA

 

The motion was seconded by Mr. Woodward and carried unanimously.

 

G.  Public Safety Committee – Mr. Fried and Mr. Woodward

 

Chairman Fried announced that Mike Wetzel, Fire Marshal/Emergency Management Coordinator does not plan on seeking reappointment in 2021.

 

 

 

 

 

Township Engineer’s Report

 

Mr. Fiorito moved to approve Escrow Release No. 2 for Traynor Holdings, 2720 Geryville Pike in the amount of $36,626.40 the motion was seconded by Mrs. Diehl and carried unanimously.

 

Mr. Woodward moved to approve the Reserve at Macoby Run Phase 4A Escrow Release No. 22 in the amount of $110,020.28 and the Reserve at Macoby Run Phase 4B Escrow Release No. 14 in the amount of $97,608.81.  The motion was seconded by Mr. Rothenberger and carried unanimously.

 

Township Engineer Weber presented the monthly Township Engineer’s Report.

 

Chairman Fried reported upon a review of drainage concerns on Mill Hill Road and Gramm and Frye Road.

 

Township Manager’s Report

 

A report was not presented.

 

Township Solicitor’s Report

 

A report was not presented.

 

Old Business

 

Discussion ensued concerning Basin #5 and the relocation of conflict trees.

 

New Business

 

A.  Resolution # 2020-11, Salary Schedule Amendment

 

Mr. Rothenberger moved to approve Resolution #2020-11. The motion was seconded by Mr. Woodward and carried unanimously.

 

B.  Municipal Building Annual Roof Maintenance Inspections

 

Mr. Rothenberger moved to authorize entering into an agreement with Atlantic Roofing for an annual roof maintenance inspection. The motion was seconded by Mr. Woodward and carried unanimously.

 

C.  Historical Committee Display Cabinet Estimate

 

Mr. Fiorito moved to authorize approving a proposal from Creative Cabinetry in the amount of $4,040.00 for the construction and installation of a history display cabinet. The motion was seconded by Mr. Rothenberger and carried unanimously.

 

 

D. 2021 Appointment Updates

 

The Board of Supervisors reviewed the status of the 2021 Appointments.

 

E. Real Estate Tax Refund – Diane Fitch - $3.00

 

Mr. Woodward moved to approve a real estate tax refund in the amount of $3.00 for Diane Fitch. The motion was seconded by Mr. Rothenberger and carried unanimously.

 

Chairman Fried reported that the Board of Supervisors would adjourn the meeting then enter into an executive session on legal matters.
