UPPER HANOVER TOWNSHIP BOARD OF
SUPERVISORS MEETING MINUTES OF NOVEMBER 9, 2021
Call to Order and Roll Call
The meeting of November 9, 2021, was called to order at 7:00 p.m. by Chairman Fried followed by the pledge of allegiance to the flag. Township Supervisors in attendance were Eugene Fried, Ben Fiorito, Steven Rothenberger and Timothy Woodward. Staff members in attendance were John Weber, Township Engineer, Joseph Bresnan, Township Solicitor, Thomas Latshaw, Road Foreman and Stanley W. Seitzinger, Jr., Township Manager.

Citizens in attendance did not present comments.
Approval of Minutes
Mr. Rothenberger moved to approve the Upper Hanover Township Board of Supervisors meeting minutes of October 12, 2021 and the special meeting minutes of October 27, 2021. The motion was seconded by Mr. Fiorito and carried affirmatively.
A. Previously Paid Bills Authorization
Mr. Woodward moved to approve the previously paid bills in the amount of $11,625.51. The motion was seconded by Mr. Rothenberger and carried affirmatively.
B. Approval of Monthly Bills to be Paid
Mr. Fiorito moved to approve the monthly
bills payment in the General Fund in the amount of $55,468.70 Parks and
Recreation Fund in the amount of $1,310.17 and Escrow Fund in the amount of $6,926.18.
The motion was seconded by Mr. Rothenberger and carried affirmatively.

Manager Seitzinger entered the monthly Treasurer’s Report into the record.
B. State Police Report
Manager Seitzinger entered the State Police Report into the record.
C. Building Inspector Report

Mr. Woodward
moved to approve Resolution #2021-27. The motion was seconded by Mr. Fiorito
and carried affirmatively.

Mr.
Fiorito moved to approve Resolution #2021-28. The motion was seconded by Mr.

Justin Simmons and Walter Percy of Asphalt Paving Systems presented information concerning micro-surfacing.
Planning and
Zoning
A. Authorization to Advertise Rezoning Public Hearing – D.R. Horton/DeMeno Rezoning Application
Mr. Rothenberger moved to adopt Resolution #2021-29 to schedule the rezoning public hearing for D.R. Horton/DeMeno rezoning application for Tuesday, January 11, 2022 at 7 p.m. The motion was seconded by Mr. Woodward and carried affirmatively.

Mr. Fiorito provided an overview of the 2022 Township Budget. Mr. Rothenberger moved to authorize advertisement of the 2022 Township Budget. The motion was seconded by Mr. Woodward and carried affirmatively.

B. Personnel
Committee – Mrs. Diehl and Mr. Woodward

Hiring Approval
Mr. Fried announced that the item would be tabled and that a special meeting was scheduled for Wednesday, November 17, 2021 at 7 p.m.

and Recreation Committee – Mr. Fried
Mr. Fried provided an update.
D. Regional Planning
and Planning Committee – Mr. Rothenberger
Mr. Rothenberger provided an update.
E. Sewer and Water
Committee – Mr. Fiorito
Mr. Fiorito reported that the Pennsylvania Department of Environmental Protection approved the Upper Hanover Township 537 plan update for the Perkiomen Study Area.

Committee – Mr. Fiorito and Mr. Fried

Engineer’s Report – Mr. Weber
Township Engineer Weber entered the monthly Township Engineer’s Report into the record.
Discussion ensued concerning the status of the Otts Road Bridge replacement project as planned for completion in 2022.

A report was not presented.

Solicitor’s Report – Mr. Bresnan
Mr. Bresnan provided an update on the status of the Powderbourne Agreement.

Update
Manager Seitzinger presented the latest updates.
B. Offer to Purchase
and Summary of Just Compensation – Part of 1124 Church Road
The Board of Supervisors agreed to accept an $800 payment from the Pennsylvania Department of Transportation relating to the small section of property required for the replacement of the bridge on Church Road.
New Business
A. DVHT Rate Stabilization Fund
The Board of Supervisors directed that the rate stabilization fund balance should be applied for the 2022 Health Insurance renewal.
B. Resolution
#2021-29, Designation of Agent Resolution for Tropical Storm Ida Funding
Mr. Fiorito moved to adopt Resolution #2021-29. The motion was seconded by Mr. Woodward and carried affirmatively.
C. Resolution
#2021-30, Authorize Township Manager to Submit the PennDOT Traffic Signal
Maintenance Agreement and to Submit Future Traffic Signal Applications to
PennDOT
Mr. Rothenberger moved to adopt Resolution #2021-30. The motion was seconded by Mr. Woodward and carried affirmatively.
D. Resolution
#2021-31, Inter-Fund Transfer Authorization
Mr. Fiorito moved to adopt Resolution #2021-31. The motion was seconded by Mr. Rothenberger and carried affirmatively.
E. Right of Way Tree
Maintenance Proposals
The Board of Supervisors agreed to award the contract for the 2021 Right of Way Tree Maintenance proposals to the low proposal from ProMark in the amount of $10,250.
F. 2022 Meeting Dates
and Times
The Board of Supervisors reviewed and approved the proposed meeting dates for 2022.
