UPPER HANOVER TOWNSHIP BOARD OF
SUPERVISORS REGULAR MEETING MINUTES OF JANUARY 12, 2021
Call to Order and Roll Call
The meeting of January 12, 2021 conducted remotely through the Zoom platform, was called to order at 7:00 p.m. by Chairman Fried. Township Supervisors in attendance were Dorothy Diehl, Eugene Fried, Ben Fiorito, Steven Rothenberger and Timothy Woodward. Staff members in attendance were Joseph Bresnan, Township Solicitor, John Weber, Township Engineer, and Stanley W. Seitzinger, Jr., Township Manager.
Citizen Comments
Suzanne Cleary requested an update on the status of Powderbourne. Mr. Bresnan explained the current status of the matter.
Approval of Minutes
Mr. Woodward moved to approve the December 8, 2020 Regular Meeting Minutes and the January 4, 2021 Organization Meeting Minutes. The motion was seconded by Mrs. Diehl and carried unanimously.
A. Previously Paid Bills Authorization
There were not any previously paid bills issued for the month.
B. Approval of Monthly Bills to be Paid
Mr. Rothenberger moved to approve
the monthly bills payment in the General Fund in the amount of $100,050.50,
Parks and Recreation Fund in the amount of $1,379.06 and Escrow Fund in the
amount of $15,190.76. The motion was seconded by Mr. Woodward and carried unanimously.

Manager Seitzinger entered the monthly Treasurer’s Report into the record.
B. State Police Report
Manager Seitzinger entered the State Police Report into the record.
C. Building Inspector Report
Manager Seitzinger entered the Building Inspector Report into the record.
D. Fire Marshal Report
Manager Seitzinger entered the Fire
Marshal Report into the record.
E. Road Report
Manager Seitzinger entered the Road Report into the record.

With the revised application scheduled for submittal, the Board of Supervisors decided to review the application at the February 9, 2021 Board of Supervisors meeting.
2021 Committee
Appointments by Chairman
Chairman Fried suggested that the Board of Supervisors may wish to continue the same committee appointments as were in place in 2020. Mrs. Diehl moved to authorize the same appointments as were in effect in 2020 for the 2021 calendar year. The motion was seconded by Mr. Woodward and carried unanimously.

Township
Engineer Weber presented the monthly Township Engineer’s Report.
Township Manager’s
Report
A. Part-Time
Administrative Assistant
Mr. Rothenberger moved to accept the resignation of Donna Tino, part-time administrative assistant with regrets after Mrs. Tino’s seventeen years of dedicated service. The motion was seconded by Mr. Fried and carried unanimously.
Manager Seitzinger indicated that efforts were proceeding on soliciting resumes for the part-time position and that he would coordinate with the Personnel Committee.
B. Zoom Meeting
Registration Procedures
The Board of Supervisors recommended the testing of a registration procedure for zoom meetings.
Township
Solicitor’s Report
Mr. Bresnan provided an update on the status of an agreement on the Chowns zoning hearing matter.
Old Business
A. Authorization to
Advertise Perkiomen Study Area Act 537 Plan Update
The matter will be considered at the February Board of Supervisors meeting.
Committee Reports
A. Budget and Finance Committee – Mr. Fiorito
A report was not presented.
B. Personnel Committee – Mrs. Diehl and Mr.
Woodward
A report was not presented.
C. Open Space, Parks and Recreation Committee –
Mr. Fried
Mr. Fried reported that a December meeting of the committee was not held.
D. Regional Planning and Planning Committee –
Mr. Rothenberger
Mr. Rothenberger reported that a December meeting was not held.
E. Sewage and Water Committee – Mr. Fiorito
Mr. Fiorito presented an update on the Kershner Village, Glenwood Chase and Acorn Lofts projects.
F. Bridge and Road Committee – Mr. Fried and Mr.
Fiorito
Discussion ensued concerning a graffiti problem at the closed Fruitville Road Bridge.
G. Public Safety Committee – Mr. Fried and Mr. Woodward
There was nothing new to report.
Old Business
B. Treasurer Bond
It was recommended that the Township Manager confer with the Township Auditor concerning whether or not an increased amount of Treasurer Bond is needed.
C. Speed Limit Radar
Display Signs
Mr. Fried reported that he is reviewing different options and will report back to the Board at the February meeting.
New Business
A. Peevy Road Open
Space Area Access
The Board of Supervisors discussed the cost estimate concerning the creation of an access point from Peevy Road onto the Peevy Road Open Space Area.
Discussion ensued as to whether an access point directly from Fruitville Road might also be functional.
B. Mil Hill Road
Drainage Improvements
Township Engineer Weber presented options and plans for drainage improvements along Mill Hill Road. Manager Seitzinger was requested to inquire of the Township Road Foreman whether the proposed construction can be completed by the Township Roads Department.
C. Proposed Equipment
Purchase
The Board of Supervisors discussed obtaining cost quotations from different vendors for new equipment, including a mini excavator and skid steer machines.
D. Powderbourne
Further discussion ensued concerning Powderbourne.

Mr. Rothenberger moved to adjourn the meeting at 8:23 p.m. The motion was seconded by Mrs. Diehl and carried unanimously.
