UPPER HANOVER TOWNSHIP BOARD OF
SUPERVISORS REGULAR MEETING MINUTES OF FEBRUARY 9, 2021
Call to Order and Roll Call
The meeting of February 9, 2021, conducted remotely through the Zoom platform, was called to order at 7:00 p.m. by Chairman Fried. Township Supervisors in attendance were Dorothy Diehl, Eugene Fried, Ben Fiorito, Steven Rothenberger and Timothy Woodward. Staff members in attendance were Joseph Bresnan, Township Solicitor, John Weber, Township Engineer, and Stanley W. Seitzinger, Jr., Township Manager.
Citizen Comments
George Liado reviewed storm drainage concerns at Frye Road and Eleventh Street.
Todd Rodgers inquired whether the Board of Supervisors would consider taking over ownership and maintenance of an easement access off of Geryville Pike as a public road. With most of the easement located across the County line, it was recommended that Mr. Rodgers first review the matter with Milford Township.
Approval of Minutes
Mr. Rothenberger moved to approve the January 12, 2021 Regular Meeting Minutes. The motion was seconded by Mr. Woodward and carried unanimously.
A. Previously Paid Bills Authorization
Mrs. Diehl moved to approve previously paid bills in the amount of $23,110.01. The motion was seconded by Mr. Woodward and carried unanimously.
B. Approval of Monthly Bills to be Paid
Mr. Fiorito moved to approve the
monthly bills payment in the General Fund in the amount of $69,021.19, Parks
and Recreation Fund in the amount of $382.56 and Escrow Fund in the amount of $3,847.54.
The motion was seconded by Mrs. Diehl and carried unanimously.

Manager Seitzinger entered the monthly Treasurer’s Report into the record.
B. State Police Report
Manager Seitzinger entered the State Police Report into the record.
C. Building Inspector Report
Manager Seitzinger entered the Building Inspector Report into the record.
D. Fire Marshal Report
Manager Seitzinger entered the Fire
Marshal Report into the record.
E. Road Report
Manager Seitzinger entered the Road Report into the record.

Planning and
Zoning
A. Thomas & Lara Bucher Zoning Hearing, 1007
Cedar Lea Ct. – February 17,
2021
The Board of Supervisors reviewed the application and decided not to enter an appearance for or against the application at the scheduled zoning hearing.
B. Alburger Planning
Module
Mr. Rothenberger moved to approve Township signature to the Alburger Planning Module. The motion was seconded by Mrs. Diehl and carried unanimously.
C. David Seewagen
Conditional Use Application
The Board of Supervisors recommended that the application first proceed with a conditional use hearing to be scheduled for March 9, 2021.
Committee Reports
A. Budget and Finance Committee – Mr. Fiorito
A report was not presented.
B. Personnel Committee – Mrs. Diehl and Mr. Woodward
A report was not presented
C. Open Space, Parks and Recreation Committee – Mr. Fried
Mr. Fried provided an update on matters discussed at the previous Parks and Recreation Committee meeting.
D. Regional Planning and Planning Committee – Mr. Rothenberger
Mr. Rothenberger reported upon the recently completed Stewardship Studies.
E. Sewer and Water Committee – Mr. Fiorito
Mr. Fiorito provided an update on The Upper Hanover Authority budget adoption and the status of the 537 plan update.
F. Bridge and Road Committee – Mr. Fiorito and Mr. Fried
Mr. Fiorito complimented the excellent work of the Township road crew during a recent, heavy snow event.
G. Public Safety Committee – Mr. Fried and Mr. Woodward
Mr. Fried reported upon purchase requests from the East Greenville Police Department totaling $2,000.
Township
Engineer’s Report – Mr. Weber
Mr. Weber presented options for stormwater drainage improvements on Peevy Road and was asked to prepare cost estimate for the various options.
Mr. Weber reported that construction was scheduled to start on the Tagart Road Bridge Replacement Project on March 1, 2021 and that design work on the Otts Road Bridge Replacement Project was proceeding.
The monthly Township Engineer’s report was entered into the record.
Township Manager’s
Report – Mr. Seitzinger
A report was not presented.
Township
Solicitor’s Report – Mr. Bresnan
Mr. Fiorito moved to authorize the Township Solicitor to sign and approve the settlement stipulation concerning the real estate assessment appeal of John and Joan Gehman. The motion was seconded by Mrs. Diehl and carried unanimously.
Old Business
A. Authorization to
Advertise Perkiomen Study Area Act 537 Plan Update
Mr. Woodward moved to authorize advertisement of the 537 plan update. The motion was seconded by Mr. Rothenberger and carried unanimously.
B. Treasurer Bond
The Board of Supervisors recommended that the Treasurer’s Bond remain at the same amount as was in place previously.
C. Speed Limit Radar
Display Signs
The Board of Supervisors reviewed and discussed options for purchasing speed limit radar display signs for use on James Road near The Vineyards development. Additional information was requested concerning any monthly fees that may apply.
D. Skid Steer and
Mini-Excavator Proposals
Discussion ensured. The matter was tabled for further review.
New Business
A. Propane Proposals
Award
Mr. Rothenberger moved to approve the propane proposal award to Eddinger Propane in the low proposal amount of $0.55 bidder added margin with a sell price of $1.45 per gallon. The motion was seconded by Mrs. Diehl and carried unanimously.
B. Resolution
#2021-05, Tax Certification Fee
Mr. Rothenberger moved to approve Resolution #2021-05 to approve an increase in the Tax Collector tax certification fee from $20.00 to $30.00. The motion was seconded by Mr. Fiorito and carried unanimously.
C. Turf Care
Proposals
The Board of Supervisors authorized soliciting proposals for 2021 turf care.
D. Authorization to
Bid Bituminous Seal Coat, Road Materials and Equipment Rental
Mr. Rothenberg moved to authorize bidding of the bituminous seal coat, road materials and equipment rental contracts. The motion was seconded by Mr. Woodward and carried unanimously.
D. Powderbourne
Mr. Bresnan reported upon the status.

Mrs. Diehl moved to adjourn the meeting at 9:20 p.m. The motion was seconded by Mr. Rothenberger and carried unanimously.
