UPPER HANOVER TOWNSHIP BOARD OF
SUPERVISORS REGULAR MEETING MINUTES OF MARCH 9, 2021
Call to Order and Roll Call
The meeting of March 9, 2021, conducted remotely through the Zoom platform, was called to order at 7:04 p.m. by Chairman Fried. Township Supervisors in attendance were Dorothy Diehl, Eugene Fried, Ben Fiorito, Steven Rothenberger and Timothy Woodward. Staff members in attendance were Joseph Bresnan, Township Solicitor, John Weber, Township Engineer, and Stanley W. Seitzinger, Jr., Township Manager.
Citizen Comments
Citizens in attendance did not present comments.
Approval of Minutes
Mr. Rothenberger moved to approve the February 9, 2021 Regular Meeting Minutes. The motion was seconded by Mrs. Diehl and carried unanimously.
A. Previously Paid Bills Authorization
There were not any previously paid bills in the month of March.
B. Approval of Monthly Bills to be Paid
Mr. Woodward moved to approve the
monthly bills payment in the General Fund in the amount of $127,169.33, Parks
and Recreation Fund in the amount of $770.20 and Escrow Fund in the amount of $3,700.02.
The motion was seconded by Mr. Fiorito and carried unanimously.
Monthly Reports
A. Treasurer’s Report
Manager Seitzinger entered the monthly Treasurer’s Report into the record.
B. State Police Report
Manager Seitzinger entered the State Police Report into the record.
C. Building Inspector Report
Manager Seitzinger entered the Building Inspector Report into the record.
D. Fire Marshal Report
Manager Seitzinger entered the Fire
Marshal Report into the record.
E. Road Report
Manager Seitzinger entered the Road Report into the record.
Special Items
A. Public Hearing – David
Seewagen Conditional Use Hearing, 3286 Hillegass Road
The Chair of the meeting was
turned over to Township Solicitor Joseph Bresnan.
In the presence of a court
reporter, Mr. Bresnan explained the purpose of the hearing and entered exhibits
into the record.
Mr. Fried moved to approve the
conditional use application subject to the following conditions:
1.
Applicant will comply
with the ordinance with respect to stormwater runoff mitigation. This will be addressed through the permit
process.
2.
Applicant will not
conduct a business from the garage.
3.
Applicant will obtain
a letter from the neighbor closest to the structure, confirming his verbal
representation that he does not oppose the garage.
4.
The cars that are
raced recreationally by applicant and applicant family will be stored inside
the garage.
5.
If reasonably
feasible, applicant will improve the interior walls of the garage to reduce
engine noise.
The motion was seconded by Mr. Woodward
and carried unanimously.
The Chair of the meeting was turned over to Chairman Eugene Fried.
Planning and
Zoning
There was not any additional Planning and Zoning presented at the meeting.
Committee Reports
A. Budget and Finance Committee – Mr. Fiorito
A report was not presented.
B. Personnel Committee – Mrs. Diehl and Mr. Woodward
Mrs. Diehl reported that the Township is reviewing applications for the position of part-time Administrative Assistant and full-time Equipment Operator/Laborer.
C. Open Space, Parks and Recreation Committee – Mr. Fried
Mr. Fried provided an update on planned 2021 Eagle Scout Projects.
D. Regional Planning and Planning Committee – Mr. Rothenberger
A report was not presented.
E. Sewer and Water Committee – Mr. Fiorito
Mr. Fiorito reported upon The Upper Hanover Authority hiring of a new Operations Manager.
Mr. Fiorito reported that the 30 day public comment period for the 537 plan update is nearing completion and the plan will be scheduled for consideration at the April Board of Supervisors meeting.
F. Bridge and Road Committee – Mr. Fiorito and Mr. Fried
It was noted that the Tagart Road Bridge project was under construction. Township Engineer Weber provided an update on the status of the design of the Otts Road Bridge replacement project.
G. Public Safety Committee – Mr. Fried and Mr. Woodward
A report was not presented.

Engineer’s Report – Mr. Weber
Township Engineer Weber entered the monthly Township Engineer’s Report into the record.
Township Manager’s
Report – Mr. Seitzinger
Mr. Fiorito moved to approve the Montgomery County Transportation Plan Grant Agreement for the St. Paul’s Church Road Bridge replacement project. The motion was seconded by Mr. Woodward and carried unanimously.
Township

A report was not presented.
Old Business
A. 2020 Audit Report
Manager Seitzinger presented the 2020 Audit report as completed by Barbara Akins, CPA.
B. Speed Limit Radar
Display Signs - James Road
Discussion ensued concerning options to include in the proposed radar display signs to be installed on James Road. The Board of Supervisors recommended the inclusion of a traffic data recording system with flash card on each unit to bring the total cost of the purchase of the two radar display signs from Kustom Signals, Inc. to the total amount of $11,254.00.
The Board of Supervisors by consensus authorized the purchase of the two radar display signs.
C. Skid Steer and
Mini-Excavator Bids
Mr. Rothenberger moved to approve the purchase from Bobcat one E50 R2-Series Bobcat Compact Excavator in the amount of $64,461.28 and one T870 T4 Bobcat Compact Track Loader in the amount of $67,125.70 for a total of $131,586.98. The motion was seconded by Mr. Woodward and carried unanimously.
New Business
A. Turf Care
Proposals Award
Mrs. Diehl moved to award the 2021 Turf Care proposals to Moyer Indoor/Outdoor in the total amount of $7,272.25. The motion was seconded by Mr. Rothenberger and carried unanimously.
B. Bituminous Seal
Coat Bid Award
Mr. Rothenberger moved to award the 2021 Bituminous Seal Coat Bid to Asphalt Maintenance Solutions in the amount of $3.08/square yard of double bituminous seal coat and $20.10/gallon for polymer cracked sealant. The motion was seconded by Mr. Woodward and carried unanimously.
C. Road Material Bid
Award
Mr. Fiorito moved to approve the following Road Materials bid awards:
Road Materials - Aggregate
Award to Highway Materials FOB and delivered for #1B, #2A, #2B, #3, #3A and #4.
Road Material - Asphalt
Award the Superpave 9.5 mm 64.22S, Superpave 25 mm 64S-22 and Superpave 19 mm 64S-22 FOB and delivered to Highway Materials with Allan Myers as secondary.
Award Superpave 9.5 mm 64E-22 to Alan Myers with Highway Materials as secondary.
The motion was seconded by Mr. Rothenberger and carried unanimously.
D. Equipment Rental
Bid Award
Mr. Rothenberg moved to approve the following equipment rental bid awards:
Award Paver, Rollers, Tri-Axel Dump Truck, Skid Steer Milling Machine and additional laborers to Yarnall Paving, Inc.
Award 80" Milling Machine to Sacks and Sons.
The motion was seconded by Mrs. Diehl and carried unanimously.
D. Trash Truck –
Noise Ordinance
LTL Consultants is reviewing noise complaints concerning trash collection at the Reserve of Macoby Run area.
E. Zoning Hearing
Board Vacancy
The Board of Supervisors discussed the new vacancy with the Zoning Hearing Board and requested that the Board of Supervisors consider options for filling both the regular position and the vacant alternate position.

Mrs. Diehl moved to adjourn the meeting at 9:00 p.m. The motion was seconded by Mr. Rothenberger and carried unanimously.
