UPPER HANOVER TOWNSHIP BOARD OF SUPERVISORS MEETING MINUTES OF MAY 11, 2021

 

 

Call to Order and Roll Call

 

The meeting of May 11, 2021, conducted remotely through the Zoom platform, was called to order at 7:00 p.m. by Chairman Fried. Township Supervisors in attendance were Dorothy Diehl, Eugene Fried, Ben Fiorito, Steven Rothenberger and Timothy Woodward.  Staff members in attendance were Joseph Bresnan, Township Solicitor, Sandy Koza, P.E., McMahon Associates, John Weber, Township Engineer, and Stanley W. Seitzinger, Jr., Township Manager.

 

Citizen Comments

 

Robert Keith presented concerns about speeding and traffic safety on East Buck Road. Chairman Fried reported that the Township obtained speed limit radar unit data from East Buck Road that would be forwarded to the Township Engineer concerning a speed limit review.

 

Approval of Minutes

 

Mr. Rothenberger moved to approve the April 13, 2021 Board of Supervisors Meeting Minutes. The motion was seconded by Mrs. Diehl and carried unanimously.

 

A.  Previously Paid Bills Authorization

 

Mr. Rothenberger moved to approve the previously paid bills in the amount of $237.04. The motion was seconded by Mr. Fiorito and carried unanimously.

 

B.  Approval of Monthly Bills to be Paid and Tagart Road Bridge Project Payment

      Release #2

 

Mrs. Diehl moved to approve the Tagart Road Bridge Project Final Payment Release #2 in the amount of $193,103.61 and the monthly bills payment in the General Fund in the amount of $86,233.82, Parks and Recreation Fund in the amount of $183.65 and Escrow Fund in the amount of $3,652.05. The motion was seconded by Mr. Woodward and carried unanimously.

A.  Treasurer’s Report

 

Manager Seitzinger entered the monthly Treasurer’s Report into the record.

 

 

 

 

B.  State Police Report

 

Manager Seitzinger entered the State Police Report into the record.

 

C.  Building Inspector Report

 

Manager Seitzinger entered the Building Inspector Report into the record.

 

D.  Fire Marshal Report

 

Manager Seitzinger entered the Fire Marshal Report into the record.

 

E.  Road Report

 

Manager Seitzinger entered the Road Report into the record.

 

Special Items

 

A. Route 663 and Geryville Pike Traffic Signal

 

Sandy Koza, P.E. of McMahon Associates reviewed and discussed the status of the Route 663 and Geryville Pike traffic signal concerning improvements proposed by PennDOT. The Board requested a cost summary for several proposed improvements at the intersection.

 

Planning and Zoning

 

A. Robert and Sharon Schnaars Zoning Hearing – June 16, 2021

 

Manager Seitzinger reported that the new application was received and that the hearing date was set for June 16, 2021.

 

B. Resolution #2021-07 Krise Transportation Land Development Plan Preliminary

     and Final Approval

 

Manager Seitzinger reported that the Upper Hanover Township Planning Commission recommended waivers and preliminary and final approval of the Krise Transportation Land Development Plan as outlined in Resolution #2021-07.

 

Mr. Rothenberger moved to approve Resolution #2021-07.  The motion was seconded by Mr. Fiorito and carried unanimously.

 

Committee Reports

 

A. Budget and Finance Committee – Mr. Fiorito

B. Personnel Committee – Mrs. Diehl and Mr. Woodward

 

A report was not presented.

 

C. Open Space, Parks and Recreation Committee – Mr. Fried

 

The minutes of the most recent Parks and Recreation Committee meeting were reviewed.

 

D. Regional Planning and Planning Committee – Mr. Rothenberger

 

Mr. Rothenberger reported that regional planning is working on a regional comprehensive plan update.

 

E. Sewer and Water Committee – Mr. Fiorito

 

Mr. Fiorito reported that the revised 537 plan update was submitted to the Pennsylvania Department of Environmental Protection and that the plan was currently under review.

 

F. Bridge and Road Committee – Mr. Fiorito and Mr. Fried

 

The Board of Supervisors discussed the proposed 2021 oil and chip and paving projects. Discussion ensued concerning the possible abandonment of Swinging Bridge Road and Mensch Dam Road. Mrs. Diehl moved to approve the following oil and chip and paving projects for 2021.

The motion was seconded by Mr. Rothenberger and carried unanimously.

 

1. Trailer Proposals

 

The Board of Supervisors reviewed the three proposals received for the purchase of  an 18 foot trailer with the gross vehicle weight of 16,000 lbs. Mr. Woodward moved to award the proposal to Carriage House Trailer in the amount of $8,200 as per the submitted low proposal. The motion was seconded by Mr. Rothenberger and carried unanimously.

 

G. Public Safety Committee – Mr. Fried and Mr. Woodward

 

Chairman Fried reviewed purchase requests received from the Upper Perkiomen Police Department.

 

Township Engineer’s Report – Mr. Weber

 

A. Escrow Releases

 

Township Engineer Weber reported that there were not any escrow releases scheduled for review at the meeting.

 

B. Multi-Year Road Maintenance Update Proposal

 

The Board of Supervisors approved the preparation of a five year multi-year road maintenance update by the Township Engineer.

 

C. Speed Study Proposal

 

Mr. Weber indicated that he will review the East Buck Road data to determine whether a revision in speed limit on East Buck Road is warranted.

 

D. MS4 Outfall Review

 

Township Engineer Weber reported upon the required review of outfalls.

A. June 8, 2021 Board of Supervisors Meeting – Zoom or In-Person

 

The Board of Supervisors unanimously agreed to hold the June 8, 2021 Board of Supervisors Meeting in-person at the Municipal Building.
