UPPER HANOVER TOWNSHIP BOARD OF SUPERVISORS MEETING MINUTES OF JULY 13, 2021

 

 

Call to Order and Roll Call

 

The meeting of July 13, 2021, was called to order at 7:00 p.m. by Chairman Fried followed by the pledge of allegiance to flag. Township Supervisors in attendance were Dorothy Diehl, Eugene Fried, Ben Fiorito, Steven Rothenberger and Timothy Woodward. Staff members in attendance were MaryLou Lowrie, P.E., Gilmore & Associates; Sandy Koza, P.E., McMahon Associates; John Sartor, P.E., Gilmore & Associates; John Weber, Township Engineer; Joseph Bresnan, Township Solicitor; and Stanley W. Seitzinger, Jr., Township Manager.

 

Citizen Comments

 

The Board of Supervisors reviewed and discussed whether or not to consider abandoning Swinging Bridge Road as a public road with Orlando Leone, a township resident residing on Swinging Bridge Road. The Board of Supervisors concluded that Upper Hanover Township will not proceed further with the previously considered abandonment of Swinging Bridge Road as a public road.

 

Future proposed oil and chip maintenance on Swinging Bridge Road was discussed.

 

Approval of Minutes

 

Mr. Rothenberger moved to approve the Upper Hanover Township Board of Supervisors meeting minutes of June 8, 2021. The motion was seconded by Mr. Fiorito and carried unanimously.

 

A.  Previously Paid Bills Authorization

 

It was noted that there were not any previously paid bills issued in the past month.

 

B.  Approval of Monthly Bills to be Paid

 

Mrs. Diehl moved to approve the monthly bills payment in the General Fund in the amount of $257,880.39, Parks and Recreation Fund in the amount of $50,762.16, State Aid Fund in the amount of $11,616.52, and Escrow Fund in the amount of $18,653.70. The motion was seconded by Mr. Woodward and carried unanimously.

 

Monthly Reports

 

A.  Treasurer’s Report

 

Manager Seitzinger entered the monthly Treasurer’s Report into the record.

 

 

B.  State Police Report

 

Manager Seitzinger entered the State Police Report into the record.

 

C.  Building Inspector Report

 

Manager Seitzinger entered the Building Inspector Report into the record.

 

D.  Fire Marshal Report

 

Manager Seitzinger entered the Fire Marshal Report into the record.

 

E.  Road Report

 

Manager Seitzinger entered the Road Report into the record.

 

Special Items

 

A. Resolution #2021-10 Ben R. Fiorito 10 Year Service recognition award

 

Mr. Woodward moved to approved Resolution #2021-10. The motion was seconded by Mrs. Diehl and carried unanimously.

 

A copy of the resolution was presented to Township Supervisor Ben R. Fiorito.

 

B. Heimbach Donation Agreement

 

Mr. Rothenberger moved to approve the Heimbach donation agreement concerning the Camelot Park pavilion. The motion was seconded by Mr. Fiorito and carried unanimously.

 

Planning and Zoning

 

A. Resolution #2021-11, Upper Hanover Development Associates, LLC (Wawa) Final Plan Approval

 

Manager Seitzinger reported that the Upper Hanover Township Planning Commission voted at the meeting of July 7, 2021 to recommend final plan approval of the Upper Hanover Development Associates, LLC land development plan.

 

Mr. Fiorito moved to adopt Resolution #2021-11. The motion was seconded by Mr. Woodward and carried unanimously.

 

Committee Reports

 

A. Budget and Finance Committee – Mr. Fiorito

 

Mr. Fiorito reported upon four certificates of deposit maturing in the month of July.

 

B. Personnel Committee – Mrs. Diehl and Mr. Woodward

 

A report was not presented.

 

C. Open Space, Parks and Recreation Committee – Mr. Fried

 

Mr. Fried reviewed the minutes from the most recent Parks and Recreation Committee meeting.

 

D. Regional Planning and Planning Committee – Mr. Rothenberger

 

A survey concerning an update to the regional comprehensive plan was discussed.

 

E. Sewer and Water Committee – Mr. Fiorito

 

Mr. Fiorito reported that The Upper Hanover Authority recently paid off the last outstanding debt of the Authority.

 

F. Bridge and Road Committee – Mr. Fiorito and Mr. Fried

 

1.   Mrs. Diehl moved to authorize the solicitation of the line painting proposals. The motion was seconded by Mr. Rothenberger and carried unanimously.

 

2. Mr. Fried provided an update on a recent meeting concerning the Fruitville Road Bridge replacement that indicated that the bridge would not be replaced until 2025.

 

G. Public Safety Committee – Mr. Fried and Mr. Woodward

 

A report was not presented.

 

Township Engineer’s Report – Mr. Weber

 

1.   Speed Study Update – East Buck Road

 

Township Engineer Weber reported that the new speed data collected recently provided a recommendation for a 40 mile per hour speed limit on East Buck Road.

 

2.   Mr. Weber presented the monthly Township Engineer report.

 

Township Manager’s Report – Mr. Seitzinger

 

A report was not presented.

 

Township Solicitor’s Report – Mr. Bresnan

 

Township Solicitor Bresnan provided an update concerning a new law relating to the posting of Board of Supervisors meeting agendas on a township website.

 

Mr. Rothenberger moved to approve a license agreement relating to the Reserve at Macoby Run Phases 4B and 4A. The motion was seconded by Mr. Woodward and carried unanimously.

 

Old Business

 

A. 13-Acre Land Lease – James L. Yerger

 

The Board of Supervisors agreed to allow the lease to continue for one additional year.

 

New Business

 

A. American Rescue Plan Funding

 

Township Manager Seitzinger reported that the funds were received and that a new checking account was established.

 

B. Per Capita Tax Bills

 

A brief discussion ensued concerning recent errors in the mailing of the Per Capita Tax Bill by Berkheimer Associates to township properties with an East Greenville, PA mailing address.

 

C. Property Maintenance Violation

 

The Board of Supervisors unanimously agreed to authorize LTL Consultants to proceed with the issuance of a citation relating to property maintenance violations at 1515 Pottstown Avenue.

 

Adjournment

 

Chairman Fried announced that the township meeting would adjourn into an executive session to discuss matters of real estate negotiations and personnel.

 

Mrs. Diehl authorized adjourning the meeting at 8:25 p.m. The motion was seconded by Mr. Rothenberger and carried unanimously.
