UPPER HANOVER TOWNSHIP BOARD OF
SUPERVISORS REGULAR MEETING MINUTES OF SEPTEMBER 8, 2020
Call to Order and Roll Call
The meeting of September 8, 2020, conducted remotely through the Zoom platform, was called to order at 7:05 p.m. by Chairman Fried. Township Supervisors in attendance were Dorothy Diehl, Eugene Fried, Ben Fiorito, Steven Rothenberger and Timothy Woodward. Staff members in attendance were Joseph Bresnan, Township Solicitor, John Weber, Township Engineer, and Stanley W. Seitzinger, Jr., Township Manager.
Citizen Comments
Matt Ushler requested temporary closing of Woodbridge Lane for a socially distanced block party tentatively scheduled for September 26, 2020 from 3:00 p.m. to 10:00 p.m. The Board of Supervisors authorized the temporary road closure of Woodbridge Lane.
Brandon Reed recommended either grading or the installation of stop blocks at the newly paved municipal building parking lot.
Pat Roeder expressed concern about excessive fireworks in the vicinity of Geryville Pike and East Buck Road.
Mike Cleary of Ridge Way discussed the status of the Powderbourne matter and indicated that shot landed on his property and in the setback area during the current week.
Approval of Minutes
Mrs. Diehl moved to approve the August 11, 2020 Regular Meeting Minutes. The motion was seconded by Mr. Rothenberger and carried unanimously.
A. Previously Paid
Bills Authorization
Mr. Woodward moved to approve the previously paid bills in
the amount of $20,000.00 for an inter-fund transfer from the Parks and
Recreation Fund QNB Money Market to the Parks and Recreation Fund PLGIT Money
Market. The motion was seconded by Mr. Fiorito
and carried unanimously.
B. Approval of Monthly Bills to be Paid
Mr. Rothenberger moved to approve
the monthly bills payment in the General Fund in the amount of $233,180.05,
Parks and Recreation Fund in the amount of $11,558.31 and Escrow Fund in the
amount of $7,901.68. The motion was seconded by Mr. Fiorito and carried
unanimously.
C. Island Pump and Tank Final Payment
Mrs. Diehl moved to approve the final Island Pump and Tank payment in the amount of $13,749.90 as recommended by the Township Engineer. The motion was seconded by Mr. Woodward and carried unanimously.

A. Treasurer’s Report
Manager Seitzinger entered the monthly Treasurer’s Report into the record.
B. State Police Report
Manager Seitzinger entered the State Police Report into the record.
C. Building Inspector Report
Manager Seitzinger entered the Building Inspector Report into the record.
D. Fire Marshal Report
Manager Seitzinger entered the Fire
Marshal Report into the record.
E. Road Report
Manager Seitzinger entered the Road Report into the record.

Planning and
Zoning
A. Northgate, Basin #5 and Relocation of Conflict
Trees
The consensus of the Board of Supervisors was that the number of trees planned for the open space area would be sufficient along with the possible addition of a few trees in the bench areas where other trees are not currently planned for planting. The Board of Supervisors expressed a consensus that there was not a need to relocate all of the conflict trees from Phase 5 into the open space area.
Discussion on the review of the Northgate basin was tabled in order to allow sufficient review time of the most recent stormwater calculations.
B. Kain Wentz, Kraussdale Road, ATR – Age
Targeted Residential Overlay
District
The Board of Supervisors reviewed and discussed the proposed age targeted residential overlay district with representatives of the developer. Matters discussed included age targeted, age restricted, building heights, open space, parking and density.
C. Katherine and Robert Alberger Subdivision -
Waivers
The waiver recommendations were tabled for further review.
D. Green Meadows Subdivision – Waivers
The waiver recommendations were tabled for further review.
Committee Reports
A. Budget and Finance Committee – Mr. Fiorito
Mr. Fiorito and Manager Seitzinger presented the 2021 Township Budget work schedule.
B. Personnel Committee – Mrs. Diehl and Mr. Woodward
A report was not presented.
C. Open Space, Parks and Recreation Committee –
Mr. Fried
Mr. Fried indicated that the Parks and Rec Committee is considering a relocation of the planned gazebo as a result of recent stormwater concerns related to the recent tropical storm.
Mr. Fried reported upon a planned Eagle Scout project to update the trail maps displayed at Camelot Park.
D. Regional Planning and Planning Committee –
Mr. Rothenberger
Mr. Rothenberger reported upon the most recent Regional Planning Commission meeting.
E. Sewage and Water Committee – Mr. Fiorito
Mr. Fiorito noted that the September Authority meeting was rescheduled to September 10.
F. Bridge and Road Committee – Mr. Fried and Mr.
Fiorito
Mr. Fried reviewed inspections of stormwater concerns at the Parklands Subdivision and at the Woodlands Subdivision at Frye Road and Graber Road.
G. Public Safety Committee – Mr. Fried and Mr. Woodward
There was nothing new to report.

Engineer’s Report
Township
Engineer Weber entered the monthly Township Engineer’s Report into the
record.
Mr.
Woodward moved to approve the Reserve at Macoby Run Phase 4A Escrow Release No.
21 in the amount of $29,300.00. The
motion was seconded by Mrs. Diehl and carried unanimously.
Mr.
Fiorito moved to approve the Reserve at Macoby Run Phase 4B Escrow Release No.
13 in the amount of $39,625.00. The
motion was seconded by Mrs. Diehl and carried unanimously.

Old Business
A. Camelot Farm Land Lease
Mr. Rothenberger moved to approve the Camelot Farm Land Lease with James L. Yerger for use of the 13 acres of land at Camelot Farm. The motion was seconded by Mr. Woodward and carried unanimously.
B. Easement Agreement
– Glenwood Chase
Mr. Woodward moved to approve the Easement Agreement for Glenwood Chase. The motion was seconded by Mrs. Diehl and carried unanimously.
New Business
A. 2021 Township Pension Minimum Municipal
Obligation
Manager Seitzinger entered the 2021 Township Pension Minimum Municipal Obligation as prepared by the Township Actuary into the record.
B. Real Estate Tax Refunds
Mr. Fiorito moved to approve the following tax refunds:
1. John and Joan Gehman, 3243 Gehman Road - $135..00
2. Joseph Dennis, 1001 Macoby Creek Way - $139.00
3. Mark and Kendall Godshall, Red Hill Road - $22.00
4. Linda Wood, 1297 James Road - $43.00
The motion was seconded by Mr. Woodward and carried unanimously.
C. Signal Service Agreement
Mrs. Diehl moved to authorize continuing the Signal Service Agreement at the same rates as in the prior year. The motion was seconded by Mr. Woodward and carried unanimously.
D. October Board of
Supervisors Meeting
The Board of Supervisors discussed whether to hold an in person or Zoom meeting in October.

Mrs. Diehl moved to adjourn the meeting at 10:01 p.m. The motion was seconded by Mr. Fiorito and carried unanimously.
