UPPER HANOVER TOWNSHIP BOARD OF SUPERVISORS REGULAR MEETING MINUTES OF OCTOBER 11, 2016

 

 

 

Call to Order and Roll Call

 

The meeting was called to order at 7:00 p.m. by Chairman Eugene Fried followed by the Pledge of Allegiance to the Flag. Mr. Fried announced that an executive session concerning matters of personnel and litigation was held after the Monday evening, October 10, 2016 workshop meeting.  Township Supervisors in attendance were Dorothy Diehl, Richard Fain, Ben Fiorito, Eugene Fried and Steven Rothenberger.  Staff members in attendance were Joseph Bresnan, Township Solicitor, Thomas Latshaw, Road Foreman, Michael Wetzel, Fire Marshal and Stanley W. Seitzinger, Jr., Township Manager.

 

Citizen Comments

 

Cathy Davidson inquired whether residents would have an opportunity to present questions and comments on the Upper Perkiomen School District Middle School conditional use application during the public hearing. Township Solicitor Joseph Bresnan indicated that residents would have the opportunity to present questions and comments. 

 

Brian Neckermann of 2012 Bridgeport Avenue presented comments in support of participation with the Upper Perkiomen Valley Regional Police Department.

 

Approval of Minutes

 

Mr. Fain moved to approve the September 12, 2016 Board of Supervisors Workshop Meeting Minutes and the September 13, 2016 Board of Supervisors Regular Meeting Minutes.  The motion was seconded by Mrs. Diehl and carried unanimously. 

 

Monthly Invoices

 

A.  Previously Paid Bills Authorization

 

There were not any previously paid bills.

 

B.  Approval of Monthly Bills to be Paid

 

Mr. Rothenberger moved to approve the monthly bills payment in the General Fund in the amount of $168,542.58, Parks and Recreation Fund in the amount of $666.55 and Escrow Fund in the amount of $31,377.43. The motion was seconded by Mr. Fiorito and carried unanimously.

 

 

 

 

C. Resolution #2016-13, Wood Chipper Purchase Supplemental Appropriation

 

Mr. Fain moved to approve Resolution #2016-13. The motion was seconded by Mrs. Diehl and carried unanimously.

 

D. 2016 Fire Relief Distribution

 

Mr. Fried presented the 2016 Fire Relief Distribution Summary.

 

Monthly Reports

 

A.  Treasurer’s Report

 

Manager Seitzinger entered the monthly Treasurer’s Report into the record.

 

B.  State Police Report

 

Manager Seitzinger entered the State Police Report into the record. 

 

C.  Building Inspector Report

 

Manager Seitzinger entered the Building Inspector Report into the record.

 

D.  Fire Marshal Report

 

Fire Marshal Wetzel entered the Fire Marshal Report into the record. 

 

E.  Road Report

 

Road Foreman Latshaw entered the Road Report into the record.

 

Discussion on the proposed hose crimper purchase was tabled for further review.

 

Special Items

 

A.  Conditional Use Public Hearing, Upper Perkiomen School District Middle School Building

 

The Chair of the meeting was turned over to Township Solicitor Joseph Bresnan.  In the presence of a court reporter Mr. Bresnan entered the following exhibits into the record:

 

 

           

The applicant presented testimony. Discussion ensued.

 

The hearing was concluded.

 

The Board of Supervisors meeting was recessed at 9:37 p.m. and called back to order at 9:45 p.m.

 

B.  Resolution #2016-14, Application for Traffic Signal Approval

 

The resolution was tabled for further review.

 

Planning and Zoning

 

A.  Zoning

 

There were not any zoning items scheduled for discussion.

 

B.  Subdivisions and Land Developments

 

1.  Resolution #2016-15, Resolution for Plan Revision for New Land Development -

     Schultz Tract

 

Mr. Rothenberger moved to adopt Resolution # 2016-15.  The motion was seconded by Mr. Fain and carried unanimously. 

 

Committee Reports

 

A.  Budget and Finance Committee – Mr. Fiorito

 

1. 2017 Budget Meeting Schedule

 

The Board of Supervisors selected October 26, 2016 at 7:00 p.m. for the special meeting on the 2017 Township Budget.

 

B.  Personnel Committee – Mr. Fain and Mrs. Diehl

 

A report was not presented.

 

C.  Open Space, Parks and Recreation Committee – Mr. Fried

 

Mr. Fried presented an overview of the planned Eagle Scout projects regarding the trails at the Mill Hill Preservation Area.

 

 

 

D.  Regional Planning and Planning Committee – Mr. Rothenberger

 

Mr. Rothenberger provided an update.

 

E.  Sewage and Water Committee – Mr. Rothenberger

 

Mr. Rothenberger reported upon the joint meeting between the Board of Supervisors and the Upper Hanover Authority Board of Directors. 

 

F.  Bridge and Road Committee – Mr. Fried and Mr. Fiorito

 

A report was not presented.

 

G.  Public Safety Committee – Mr. Fried and Mrs. Diehl

 

1. Regional Police Study Letter of Intent

 

Chairman Fried requested a motion to authorize signing a letter of intent for participation in a proposed regional police study. A motion was not presented.

 

Mr. Fiorito made a motion that the Board of Supervisors not approve the letter of intent for participation in the proposed regional police study. The motion was seconded by Mr. Rothenberger and carried unanimously.

 

Chairman Fried stated that the Upper Hanover Township Board of Supervisors does not wish to participate in a regional police department and does want to continue police services through the Pennsylvania State Police.

 

Township Engineer’s Report

 

A. Escrow Releases

 

Mr. Fain moved to approve The Reserve at Macoby Run, Phase 3 Escrow Release #9 in the amount of $185,072.80. The motion was seconded by Mrs. Diehl and carried unanimously.

 

Township Engineer Weber reviewed the monthly Township Engineer’s Report.

 

Township Manager’s Report

 

A report was not presented.

 

Township Solicitor’s Report

 

A report was not presented.

 

 

 

 

Old Business

 

A. Truck Bay Lighting Control Repairs Update

 

It was reported that an action was taken to award the repairs to RJ Electric at the Monday evening workshop meeting.

 

B. Niehls Lease Extension

 

Mrs. Diehl moved to approve the Niehls lease extension for a five year term for the leasing of the thirteen acres of tillable land located at Camelot Park. The motion was seconded by Mr. Rothenberger and carried unanimously.

 

New Business

 

Mr. Rothenberger moved to authorize the following Real Estate Tax Refunds:

The motion was seconded by Mrs. Diehl and carried unanimously.

 

Other

 

Mr. Bresnan reported that he will prepare a draft of a conditional use determination for review.

 

Mr. Fain requested an update on the status of the THP/Northgate remaining balances in the Bonds provided by the developer.

 

Jim Friedman of Eagles View Lane expressed his disappointment and concern that the Board of Supervisors did not authorize participating in the regional police department study.

Mr. Rothenberger moved to adjourn the meeting at 10:12 p.m.  The motion was seconded by Mr. Fain and carried unanimously.
