UPPER HANOVER TOWNSHIP BOARD OF SUPERVISORS REGULAR MEETING MINUTES OF NOVEMBER 8, 2016

 

 

 

Call to Order and Roll Call

 

The meeting was called to order at 7:12 p.m. by Chairman Eugene Fried followed by the Pledge of Allegiance to the Flag. Chairman Fried reported that an executive session concerning matters of litigation had preceded the meeting. Township Supervisors in attendance were Dorothy Diehl, Richard Fain, Ben Fiorito, Eugene Fried and Steven Rothenberger.  Staff members in attendance were Joseph Bresnan, Township Solicitor, Thomas Latshaw, Road Foreman, Michael Wetzel, Fire Marshal and Stanley W. Seitzinger, Jr., Township Manager.

 

Citizen Comments

 

Pennsylvania State Police Skippack Barracks Station Commander, Lieutenant Christopher T. Lengle presented an overview of the police services provided to Upper Hanover Township.

 

Approval of Minutes

 

Mr. Rothenberger moved to approve the October 6, 2016 Upper Hanover Authority and Board of Supervisors Joint Meeting Minutes, October 10, 2016 Board of Supervisors Workshop Meeting Minutes, October 11, 2016 Board of Supervisors Regular Meeting Minutes and the October 26, 2016 Board of Supervisors Special Meeting Minutes.  The motion was seconded by Mrs. Diehl and carried affirmatively with Mr. Fain and Mr. Fried abstaining from the vote on the October 26, 2016 Special Meeting Minutes. 

 

Monthly Invoices

 

A.  Previously Paid Bills Authorization

 

Mr. Fiorito moved to approve the previously paid bill in the amount of $ $30,655.02                   from the General Fund. The motion was seconded by Mr. Fain and carried unanimously.

 

B.  Approval of Monthly Bills to be Paid

 

Mr. Fiorito moved to approve the monthly bills payment in the General Fund in the amount of $118,151.65, Machinery Fund in the amount of $47,879.00, Parks and Recreation Fund in the amount of $332.78 and Escrow Fund in the amount of $25,934.66. The motion was seconded by Mr. Fain and carried unanimously.

A.  Treasurer’s Report

 

Manager Seitzinger entered the monthly Treasurer’s Report into the record.

 

B.  State Police Report

 

Manager Seitzinger entered the State Police Report into the record. 

 

C.  Building Inspector Report

 

Manager Seitzinger entered the Building Inspector Report into the record.

 

D.  Fire Marshal Report

 

Fire Marshal Wetzel entered the Fire Marshal Report into the record. 

 

E.  Road Report

 

Road Foreman Latshaw entered the Road Report into the record.

 

Special Items

 

A.  Resolution #2016-14, Application for Traffic Signal Approval

 

The resolution was tabled for further review.

 

B.  Resolution #2016-16, Service Recognition Award – William F. Kalb, Jr.

 

Mrs. Diehl moved to approve Resolution #2016-16. The motion was seconded by Mr. Rothenberger and carried unanimously. A copy of the Resolution will be presented at an upcoming retirement gathering for Mr. Kalb.

 

Planning and Zoning

 

A.  Zoning

 

There were not any zoning items scheduled for discussion.

 

B.  Subdivisions and Land Developments

 

1.  Upper Perkiomen School District Middle School Land Development – Update

 

Manager Seitzinger provided a brief update on the status of the Planning Commission review of the Upper Perkiomen School District Middle School Land Development Plan.

 

Committee Reports

 

A.  Budget and Finance Committee – Mr. Fiorito

 

1. Authorization to Advertise 2017 Township Budget

 

Mr. Fiorito provided an overview of the 2017 Upper Hanover Township Budget. Mr. Fain moved to authorize advertisement of the 2017 Upper Hanover Township Budget. The motion was seconded by Mrs. Diehl and carried unanimously.

 

2. Resolution #2016-17, Inter-fund Transfers

 

Mr. Rothenberger moved to adopt Resolution #2016-17. The motion was seconded by Mr. Fain and carried unanimously.

 

3. Resolution #2016-18, Authorization to Close Machinery and Sinking Funds

 

Mrs. Diehl moved to adopt Resolution #2016-18. The motion was seconded by Mr. Rothenberger and carried unanimously.

 

B.  Personnel Committee – Mr. Fain and Mrs. Diehl

 

A report was not presented.

 

C.  Regional Planning and Planning Committee – Mr. Rothenberger

 

A report was not presented.

 

D.  Open Space, Parks and Recreation Committee – Mr. Fried

 

Mr. Fried provided an update on the Eagle Scout Mill Hill trail improvement project.

 

E.  Sewage and Water Committee – Mr. Rothenberger

 

Mr. Rothenberger provided an update on the joint meeting with the Board of Supervisors and the Upper Hanover Authority Board of Directors. 

 

F.  Bridge and Road Committee – Mr. Fried and Mr. Fiorito

 

Mr. Fiorito noted the detour in effect relating to the closing of the Route 663 Bridge over the Perkiomen Creek.

 

G.  Public Safety Committee – Mr. Fried and Mrs. Diehl

 

Mrs. Diehl thanked Lieutenant Lengle for his thorough presentation. Chairman Fried commented upon the excellent level of service provided by the Pennsylvania State Police.

 

Township Engineer’s Report

 

Manager Seitzinger entered the Township Engineer’s Report into the record.

 

Mr. Fain moved to approve Parklands escrow release #17 in the amount of $91,560.64. The motion was seconded by Mrs. Diehl and carried unanimously.

A report was not presented.

New Business

 

A. Memorandum of Understanding – Municipal Roadway Traffic Restrictions

 

Mr. Fain moved to approve the Memorandum of Understanding. The motion was seconded by Mr. Rothenberger and carried unanimously.

Mrs. Diehl moved to adjourn the meeting at 8:05 p.m.  The motion was seconded by Mr. Fiorito and carried unanimously.
