UPPER HANOVER TOWNSHIP BOARD OF SUPERVISORS REGULAR MEETING MINUTES OF NOVEMBER 8, 2011

 

 

 

Call to Order and Roll Call

 

The meeting was called to order at 7:00 p.m. by Chairman Richard Fain followed by the Pledge of Allegiance to the Flag.  Township Supervisors in attendance were Shannan Bieler, Richard Fain, Ben Fiorito, Eugene Fried and Mary Gibbs Kershner.  Staff members in attendance were Jeffrey Ashman, Fire Marshal, Larry Buck, Road Foreman, Edward Skypala, Township Solicitor, John Weber, Township Engineer and Stanley W. Seitzinger, Jr., Township Manager.

 

Citizen Comments

 

Tim Stampf of 1000 Creekview Drive presented a petition to the Board of Supervisors signed by residents of the Reserve at Macoby Run Subdivision regarding stormwater and erosion and sedimentation concerns.  Mr. Stampf also inquired as to why an emergency access road was not installed in the cul-de-sac area of Creekview Drive.

 

Mr. Stampf inquired about recent grading and tree removal at 1003 Creekview Drive.  Michael Minnerly, owner of 1003 Creekview Drive, stated that his grading and tree removal work was coordinated with the Township, the two adjacent property owners and the Vineyards Subdivision.  Mr. Minnerly indicated that he replanted additional trees as part of the completed work.

 

Township Solicitor Skypala stated that he will review the petition and the issues raised and would present a response at a later date.  The Board of Supervisors indicated that all residents on the petition would be notified of the response.

 

Approval of Minutes

 

Mrs. Kershner moved to approve the October 10, 2011 Board of Supervisors Workshop Meeting Minutes, the October 11, 2011 Board of Supervisors Regular Meeting Minutes and the October 18, 2011 Special Meeting Minutes.  The motion was seconded by Mr. Fried and carried unanimously. 

 

1.  Previously Paid Bills Authorization

 

Mrs. Kershner moved to approve the previously paid bills for the month of October.  The motion was seconded by Mrs. Bieler and carried unanimously.

 

 

 

 

 

2.  Approval of Monthly Bills to be Paid

 

Mrs. Kershner moved to approve the monthly bills payment in the General Fund in the amount of $238,046.20, Parks and Recreation Fund in the amount of $1,986.00 and Escrow Fund in the amount of $27,232.80.  The motion was seconded by Mrs. Bieler and carried unanimously.

 

Monthly Reports

 

1.  Treasurer’s Report

 

Manager Seitzinger entered the monthly Treasurer’s Report into the record.

 

2.  State Police Report

 

Manager Seitzinger entered the State Police Report into the record. 

 

3.  Building Inspector Report

 

Manager Seitzinger entered the Building Inspector Report into the record.

 

4.  Fire Marshal Report

 

Fire Marshal Ashman entered the monthly Fire Marshal Report into the record.

 

5.  Road Report

 

Road Foreman Larry Buck entered the Road Report into the record.

 

Special Items

 

(The Chair of the meeting was turned over to Township Solicitor Skypala.)

 

1.  Public Hearing, Linda Joy Kimmel – 4000 Upper Ridge Road, Agricultural

      Security District – Resolution #2011-18

 

Mr. Skypala called the public hearing to order and continued the hearing to December 13, 2011 at 7:00 p.m. in order to allow the applicant additional time to provide required documentation.

 

2.  Public Hearing, Upper Perkiomen Valley Comprehensive Plan Amendment of 

     2011 – Resolution #2011-19

 

Eric Jarrell of the Montgomery County Planning Commission reviewed and discussed the proposed Upper Perkiomen Valley Comprehensive Plan Amendment of 2011 with the Board of Supervisors. 

 

 

Mr. Fiorito moved to adopt the Upper Perkiomen Valley Comprehensive Plan Amendment of 2011 by Resolution #2011-19.  The motion was seconded by Mr. Fried and carried unanimously.

 

Mr. Jarrell expressed his appreciation to Township Supervisor Bieler who acted as the Chairman of the Upper Perkiomen Valley Regional Planning Commission for 90% of the time that the plan amendment was under development.

Planning and Zoning

 

1.  Zoning

 

Zoning business was not presented.

 

2.  Subdivisions and Land Developments

 

A. Resolution #2011-20, The Shoppes at Upper Hanover, Final Release from

     Maintenance

 

Mrs. Bieler moved to adopt Resolution #2011-20.  The motion was seconded by Mrs. Kershner and carried unanimously.

 

Committee Reports

 

1.  Budget and Finance Committee – Mr. Fiorito

 

A.  Authorization to Advertise 2012 Township Budget

 

Mr. Fiorito reported that the proposed Upper Hanover Township Budget for 2012 totaled approximately $2.2 million without any new taxes and without a tax increase.  Mrs. Kershner moved to authorize advertisement of the 2012 Upper Hanover Township Budget.  The motion was seconded by Mr. Fried and carried unanimously.

 

2.  Personnel Committee – Mrs. Kershner and Mr. Fried

 

Mr. Fried provided an update on recent meetings held with Township employees.

 

3.  Open Space, Parks and Recreation Committee – Mr. Fried

 

Mr. Fried reported that work is proceeding on the arsenic filtration system.

 

Mr.Seitzinger reported that he was unable to receive additional information from Red Hill Borough in time for the evening’s meeting concerning the proposed grant application as discussed at the Workshop.  The proposed grant application was tabled.

 

 

4.  Renewable Energy and Recycling Task Force – Mrs. Bieler and Mrs. Kershner

 

Mrs. Kershner reported that the office of the Township Solicitor is working on the proposed recycling ordinance.

 

5.  Regional Planning and Planning Committee – Mrs. Kershner

 

Mrs. Kershner reported that the Montgomery County Recycling Coordinator will attend the scheduled November 30, 2011 Regional Planning Commission Meeting.

 

6.  Sewage and Water Committee – Mr. Fain

 

Chairman Fain entered the minutes of the Upper Hanover Authority into the record and reported upon the status of ongoing office lease negotiations.

 

7.  Bridge and Road Committee – Mr. Fried

 

Mr. Fried reported that the East Buck Road Bridge should be opened shortly in accordance with information provided by the developer.

 

Mr. Fried reported that the new dump truck was expected to be delivered in early December.

 

8.  Public Safety Committee – Mr. Fried and Mrs. Kershner

 

Mr. Fried reported that he is talking to the local police departments concerning amounts included in the 2012 Budget relating to police services.  Mr. Fried reported that Lieutenant Buckley of the Pennsylvania State Police expressed an interest in attending an upcoming meeting.

 

Mr. Fried stated that he felt the Upper Perkiomen Valley Police Department did a good job in responding to two recent incidents as reported in the quarterly update.

 

Township Engineer’s Report

 

Manager Seitzinger entered the monthly Township Engineer’s Report into the record.

New Business

 

1.  Resolution #2011-21, Gordon Moser Farm Preservation Commitment of Funds

 

Mrs. Kershner moved to adopt Resolution #2011-21. The motion was seconded by Mr. Fiorito and carried unanimously.

 

2.  Resolution #2011-22, Resolution in Support of Renewing Growing Greener

 

Mr. Fried moved to adopt Resolution #2011-22.  The motion was seconded by Mr. Fiorito and carried unanimously.

 

3.  Upper Hanover Authority Office Lease

 

The lease was tabled for further review.

 

4.  Resolution #2011-23, Inter-Fund Transfers

 

Mrs. Kershner moved to approve Resolution #2011-23.  The motion was seconded by Mrs. Bieler and carried unanimously.

 

5.  Redistricting

 

The Board of Supervisors discussed the proposed redistricting and agreed that a letter should be sent in opposition to the proposed redistricting map.

Mrs. Kershner moved to adjourn the meeting at 8:04 p.m.  The motion was seconded by Mrs. Bieler and carried unanimously.
