UPPER HANOVER TOWNSHIP BOARD OF SUPERVISORS

 REGULAR MEETING MINUTES OF JANUARY 10, 2017

 

 

 

Call to Order and Roll Call

 

The meeting was called to order at 7:00 p.m. by Chairman Eugene Fried followed by the Pledge of Allegiance to the Flag. Township Supervisors in attendance were Dorothy Diehl, Richard Fain, Ben Fiorito, Eugene Fried and Steven Rothenberger.  Staff members in attendance were Joseph Bresnan, Township Solicitor, Thomas Latshaw, Road Foreman, Michael Wetzel, Fire Marshal and Stanley W. Seitzinger, Jr., Township Manager.

Citizens in attendance did not present comments.

 

Approval of Minutes

 

Mr. Rothenberger moved to approve the December 12, 2016 Board of Supervisors Workshop Meeting Minutes, the December 13, 2016 Board of Supervisors Regular Meeting Minutes and the  January 3, 2017 Board of Supervisors Organization Meeting Minutes.  The motion was seconded by Mrs. Diehl and carried unanimously.

 

Monthly Invoices

 

A.  Previously Paid Bills Authorization

 

Mr. Fain moved to approve the previously paid bills in the amount of $192,716.52 from the State Aid Fund.  The motion was seconded by Mr. Fiorito and carried unanimously.

 

B.  Approval of Monthly Bills to be Paid

 

Mrs. Diehl moved to approve the monthly bills payment in the General Fund in the amount of $65,210.07, Parks and Recreation Fund in the amount of $357.50 and Escrow Fund in the amount of $23,966.90. The motion was seconded by Mr. Fiorito and carried unanimously.

A.  Treasurer’s Report

 

Manager Seitzinger entered the monthly Treasurer’s Report into the record.

 

 

 

B.  State Police Report

 

Manager Seitzinger entered the State Police Report into the record. 

 

C.  Building Inspector Report

 

Manager Seitzinger entered the Building Inspector Report into the record.

 

D.  Fire Marshal Report

 

Fire Marshal Wetzel entered the Fire Marshal Report into the record. 

 

E.  Road Report

 

Road Foreman Latshaw entered the Road Report into the record.

 

Special Items

 

A.  Resolution #2017-05, Fifteen Year Service Recognition Award – Eva A. Fabiani

 

Mr. Fain moved to adopt Resolution #2017-05. The motion was seconded by Mrs. Diehl and carried unanimously.

 

Planning and Zoning

 

A.  Zoning

 

There was not any current zoning business for review.

 

B.  Subdivision and Land Developments

 

1.  Upper Perkiomen School District Middle School Waivers

 

The waivers were tabled for further review.

 

Committee Reports

Mr. Rothenberger reported that the December meeting was canceled.

G.  Public Safety Committee – Mr. Fiorito and Mr. Fried

 

Mrs. Diehl requested that the Pennsylvania State Police review speeding concerns on View Road.

 

Township Engineer’s Report

 

The Township Engineer’s Report was entered into the record. 

 

Mr. Fain moved to approve the following escrow releases:

 

1.  Northgate Phase 2B Amended – Financial Security Reduction No. 2 – Completion

     Bond No. 019-053-456 - $311,398.58

 

2.  Northgate Phase 5A Northgate Blvd. & East Buck Road – Financial Security 

     Reduction No. 2 – Completion Bond No. 019-050-794 - $613,743.18

 

3.  Northgate Phase 5A (Site) – Financial Security Reduction No. 5 - Completion Bond

     No. 019-043-547 - $85,779.90

 

4.  Northgate Phase 6A – Financial Security Reduction No. 4 – Completion Bond No.

     019-044-894 - $89,479.96

 

 

 

The motion was seconded by Mr. Fiorito and unanimously.

 

Township Manager’s Report

Township Solicitor’s Report

 

Township Solicitor Bresnan discussed the Township Ordinance requirements relating to signs in public right-of-ways.

 

Old Business

 

A.  Resolution #2017-06, Application for Traffic Signal Approval

 

The resolution was tabled for further review.

 

B. Munici-Bid – 2003 Mack Dump Truck Award

 

Mrs. Diehl moved to accept the 2003 Mack Dump Truck Munici-Bid from Pete Melchiorre in the amount of $26,601.00.  The Motion was seconded by Mr. Fiorito and carried unanimously.

 

C.  Historical Committee Mission Statement

 

Mr. Rothenberger moved to approve an amendment to the Historical Committee Mission Statement in order to allow the appointment of an at-large member of the Committee.  The motion was seconded by Mrs. Diehl and carried unanimously.

 

D.  Historical Committee Appointment

 

Mr. Fain moved to approve the appointment of Thomas Henry as an at-large appointment to the Upper Hanover Township Historical Committee for a one year term running from January 1, 2017 to December 31, 2017.  The motion was seconded by Mr. Rothenberger and carried unanimously.

 

E.  McMahon Associates Proposal – Landis Road

 

The Board of Supervisors reviewed and discussed a proposal for a transportation study concerning the option of changing Landis Road from a two way road to a one way road.  The matter was tabled for further review.

 

New Business

 

A.  Authorization to Solicit Propane Proposals

 

Mrs. Diehl moved to authorize solicitation of propane proposals.  The motion was seconded by Mr. Rothenberger and carried unanimously.
