UPPER HANOVER TOWNSHIP BOARD OF SUPERVISORS REGULAR MEETING MINUTES OF FEBRUARY 9, 2016

 

 

 

Call to Order and Roll Call

 

The meeting was called to order at 7:00 p.m. by Vice-Chairman Richard Fain followed by the Pledge of Allegiance to the Flag.  Township Supervisors in attendance were Richard Fain, Ben Fiorito and Steven Rothenberger.  Staff members in attendance were Edward Skypala, Township Solicitor, Mike Wetzel, Fire Marshal and Stanley W. Seitzinger, Jr., Township Manager.

 

Citizen Comments

 

Citizens in attendance did not present comments.

 

Approval of Minutes

 

Mr. Rothenberger moved to approve the January 11, 2016 Board of Supervisors Workshop Meeting Minutes and the January 12, 2016 Board of Supervisors Regular Meeting Minutes.  The motion was seconded by Mr. Fiorito and carried affirmatively.

 

Monthly Invoices

 

A.  Previously Paid Bills Authorization and Approval of Monthly Bills to be Paid

 

Mr. Fiorito moved to approve the previously paid bills in the amount of $51,629.77              from the General Fund and to approve the monthly bills payment in the General Fund in the amount of $62,673.55, Parks and Recreation Fund in the amount of $275.28 and Escrow Fund in the amount of $6,043.08.  The motion was seconded by Mr. Rothenberger and carried affirmatively.

 

Monthly Reports

 

A.  Treasurer’s Report

 

Manager Seitzinger entered the monthly Treasurer’s Report into the record.

 

B.  State Police Report

 

Manager Seitzinger entered the State Police Report into the record. 

 

C.  Building Inspector Report

 

Manager Seitzinger entered the Building Inspector Report into the record.

 

 

 

 

D.  Fire Marshal Report

 

Fire Marshal Wetzel entered the Fire Marshal Report into the record. 

 

E.  Road Report

 

Vice-Chairman Fain entered the Road Report into the record.

 

Special Items

 

A.  Public Hearing, Ordinance #2016-01, Flood Damage Control  

 

The Chair of the meeting was turned over to Township Solicitor Edward Skypala.

 

Mr. Skypala, in the presence of a court reporter, entered the following exhibits into the record:

Mr. Fain moved to adopt and approve Ordinance #2016-01, Flood Damage Control.  The motion was seconded by Mr. Rothenberger and carried affirmatively.

 

B.  Public Hearing, Ordinance #2016-02, Amendment to The Code of the Township

      of Upper Hanover, Chapter 25, Subdivision and Land Development and to

      Chapter 500, Zoning

 

Mr. Skypala, in the presence of a court reporter, entered the following exhibits into the record:

Mr. Rothenberger moved to adopt and approve Ordinance #2016-02, Amendment to The Code of the Township of Upper Hanover Chapter 25, Subdivision and Land Development and to Chapter 500, Zoning.  The motion was seconded by Mr. Fain and carried affirmatively.

 

The Chair of the meeting was returned to Vice-Chairman Fain.

 

Citizens Comments

 

Two residents presented comments concerning the status of the Kershner Tract Subdivision located in Red Hill Borough and Upper Hanover Township.  Manager Seitzinger reported that Upper Hanover Township had not yet received a formal filing of the plan.

 

Planning and Zoning

Manager Seitzinger reported that the scheduled zoning matters and the subdivision and land development matters listed on the agenda had been reviewed and acted on as needed at the February 8, 2016 Board of Supervisors Workshop Meeting.

 

Committee Reports

 

Committee reports were presented.

 

Township Engineer’s Report

 

A.  Escrow Releases

 

Mr. Rothenberger moved to approve the following Northgate Subdivision Escrow Releases:

 

1.  Northgate Phase 2F – Financial Security Reduction No. 3 – Completion Bond No.

     019-047-726 - $251,406.24

 

2.  Northgate Phase 2E – Financial Security Reduction No. 4 - Completion Bond No.

     019-043-584 - $15,283.52

 

3.  Northgate Phase 2C – Financial Security Reduction No. 6 – Completion Bond No.

     019-038-185 - $5,559.00

 

4.  Northgate Phase 2B – Financial Security Reduction No. 7 – Completion Bond No.

     019-035-759 - $63,566.95

 

The motion was seconded by Mr. Fiorito and carried affirmatively.

 

Mr. Fain moved to approve the Reserve at Macoby Run Escrow Release #4 in the amount of $225,780.75.  The motion was seconded by Mr. Rothenberger and carried affirmatively.

 

Township Manager’s Report

 

A report was not presented.

 

Township Solicitor’s Report

 

A report was not presented.

 

Old Business

 

Manager Seitzinger reported that the propane proposal had been awarded to Trexler-Haines at the February 8, 2016 Workshop Meeting.  Mr. Seitzinger reported that the highway trucks and hose crimper purchases through Co-Stars were under further review.

 

New Business

 

Manager Seitzinger reported that lawn care proposals would be solicited.  Manager Seitzinger reported that the Board of Supervisors had authorized the bidding of road materials and equipment rental for 2016 at the February 8, 2016 Workshop Meeting.

 

Bituminous Seal Coat Agreement

 

Discussion ensued concerning cost quotations received for bituminous seal coat compared to the costs available through a one year extension of the current Agreement with Asphalt Maintenance Solutions.

 

Mr. Fiorito moved to approve a one year Agreement extension with Asphalt Maintenance Solutions.  The motion was seconded by Mr. Rothenberger and carried affirmatively.
