UPPER HANOVER TOWNSHIP BOARD OF SUPERVISORS REGULAR MEETING MINUTES OF APRIL 12, 2016

 

 

 

Call to Order and Roll Call

 

The meeting was called to order at 7:05 p.m. by Chairman Eugene Fried followed by the Pledge of Allegiance to the Flag.  Township Supervisors in attendance were Dorothy Diehl, Richard Fain, Ben Fiorito, Eugene Fried and Steven Rothenberger.  Staff members in attendance were Robin Royer, Zoning Officer, Edward Skypala, Township Solicitor, Mike Wetzel, Fire Marshal, Thomas Latshaw, Road Foreman and Stanley W. Seitzinger, Jr., Township Manager.

 

Citizen Comments

 

Kevin Mozzone inquired concerning the status of the East Buck Road/Geryville Pike intersection improvements.  Chairman Fried explained the status and indicated that additional information had been requested from Montgomery County.

 

Kim Jacobs presented concerns regarding the lighting at the YMCA facility.  Chairman Fried indicated that Upper Hanover Township can enforce the security lighting plan but that the Township did not have control over lighting located inside of the building.  It was reported that the Township Engineer will review the lighting status.

 

Approval of Minutes

 

Mrs. Diehl moved to approve the March 3, 2016 Joint Board of Supervisors and Upper Hanover Authority Meeting Minutes, the March 7, 2016 Board of Supervisors Workshop Meeting Minutes and the March 8, 2016 Board of Supervisors Regular Meeting Minutes.  The motion was seconded by Mr. Rothenberger and carried unanimously. 

 

Monthly Invoices

 

A.  Previously Paid Bills Authorization

 

Mr. Rothenberger moved to approve the previously paid bills in the General Fund in the amount of $12,754.00 and in the Parks and Recreation Fund in the amount of $4,237.95.  The motion was seconded Mr. Fain and carried unanimously. 

 

B.  Approval of Monthly Bills to be Paid

 

Mr. Fain moved to approve the monthly bills payment in the General Fund in the amount of $111,121.98, Parks and Recreation Fund in the amount of $6,138.09 and Escrow Fund in the amount of $8,369.23.  The motion was seconded by Mr. Fiorito and carried unanimously.

 

 

 

C.  Brooke Road Culvert Project Request for Payment #

 

Mr. Fain moved to approve the Brooke Road Culvert Project Request for Payment #2 in the amount of $27,464.50.  The motion was seconded by Mr. Fiorito and carried unanimously.

A.  Treasurer’s Report

 

Manager Seitzinger entered the monthly Treasurer’s Report into the record.

 

B.  State Police Report

 

Manager Seitzinger entered the State Police Report into the record. 

 

C.  Building Inspector Report

 

Manager Seitzinger entered the Building Inspector Report into the record.

 

D.  Fire Marshal Report

 

Fire Marshal Wetzel entered the Fire Marshal Report into the record. 

 

E.  Road Report

 

Road Forman Latshaw entered the Road Report into the record.

 

Special Items

 

A.  Presentation of Pennsylvania Emergency Management Agency Certification

      to Mike Wetzel, Upper Hanover Township Emergency Management

      Coordinator by Tom Piatek, Montgomery County Office of Emergency

      Preparedness Training and Exercise Coordinator

 

Tom Piatek, Training and Exercise Coordinator for the Montgomery County Office of   

Emergency Preparedness presented the Pennsylvania Emergency Management Agency Certification to Mike Wetzel, Upper Hanover Township Emergency Management Coordinator.

 

B.  Becky Putera and Jeanne Cove, Upper Perkiomen Valley Library

 

Becky Putera and Jeanne Cove of the Upper Perkiomen Valley Library thanked the Board of Supervisors for their ongoing support and presented information on upcoming library events.

 

 

 

 

C.  Public Hearing, Cameron Bowser and Beverly Plosa-Bowser Conditional Use,

     1052 Mill Hill Road

 

The Chair of the meeting was turned over to Township Solicitor Edward Skypala.

 

In the presence of a court reporter, Mr. Skypala entered the following items into the record:

Mr. Fiorito moved to approve the Conditional Use Order for the Cameron Bowser and Beverly Plosa-Bowser Conditional Use Hearing.  The motion was seconded by Mr. Rothenberger and carried unanimously. 

 

D.  Public Hearing, Dennis Eck, Sr. Conditional Use, 1416 Edgeview Street

 

In the presence of a court reporter, Mr. Skypala entered the following items into the record:

Mr. Rothenberger moved to approve the Conditional Use Order for the Dennis Eck, Sr. Conditional Use Hearing.  The motion was seconded by Mr. Fried and carried unanimously.

 

The public hearing was closed and the Chair of the meeting was returned to Chairman Fried.

 

Planning and Zoning

 

A.  Zoning

 

The Board of Supervisors reviewed the scheduled Raeann Hofkin Zoning Hearing, the Sweet Water Golf Course Conditional Use Hearing and the Bob Borneman, 1315 Congo Road Zoning Hearing.

 

 

 

 

B.  Subdivisions and Land Developments

 

1.  Richard A. Kulp Minor Subdivision Planning Waiver and Non-Building

     Declaration

 

Mr. Fain moved to approve the planning waiver and non-building declaration for the Richard A. Kulp Minor Subdivision.  The motion was seconded by Mrs. Diehl and carried unanimously.

 

2.  Richard A. Kulp Minor Subdivision Waiver Requests

 

Mr. Fiorito moved to approve the following waivers;

 

• Section 425-402.G – Road Widening

            • Section 425-410 – Sidewalks, Curb, Storm Sewer

            • Section 425-411 – Traffic Impact Study

            • Section 425-500.D(1)(a) – Street Trees

            • Section 383-2.B(2) – Soil Probes and Percolation Test

 

The motion was seconded by Mrs. Diehl and carried unanimously.

 

Committee Reports

 

A.  Budget and Finance Committee – Mr. Fiorito

C.  Open Space, Parks and Recreation Committee – Mr. Fried

 

Chairman Fried reviewed the minutes from the previous Parks and Recreation Committee meeting.  Chairman Fried reported that the Parks and Recreation Committee is reviewing options for a possible dog park at the Fennel Road property.

 

D.  Regional Planning and Planning Committee – Mr. Rothenberger

 

An update of current activities was presented.

 

E.  Sewage and Water Committee – Mr. Rothenberger

 

Mr. Rothenberger reported that the Agreement with the Perkiomen Animal Hospital regarding a connection to the public sewer was finalized.

 

 

 

 

 

F.  Bridge and Road Committee – Mr. Fried and Mr. Fiorito

 

A report was not presented.

 

G.  Public Safety Committee – Mr. Fried and Mrs. Diehl

 

Chairman Fried reported that missing no parking signs on Blommer Drive will be replaced. 

 

Mr. Rothenberger moved to authorize advertisement of an ordinance amendment to add no parking restrictions for trucks on 10th Street and Macoby Creek Way.  The motion was seconded by Mr. Fiorito and carried unanimously.

 

H.  275th Anniversary Committee

 

Manager Seitzinger reported that the first 275th Anniversary event will be held on April 26, 2016 at the Upper Perkiomen Valley Chamber of Commerce Expo.

 

Township Engineer’s Report

 

The monthly Township Engineer’s Report was entered into the record.

A.  Resolution #2016-07, Pension Plan Restatement

 

Mrs. Diehl moved to adopt Resolution #2016-07.  The motion was seconded by Mr. Fain and carried unanimously.

Mrs. Diehl moved to adjourn the meeting at 8:16 p.m.  The motion seconded by Mr. Rothenberger and carried unanimously.
