UPPER HANOVER TOWNSHIP BOARD OF SUPERVISORS REGULAR MEETING MINUTES OF MAY 10, 2011
Call to Order and Roll Call
The meeting was called to order at 7:00 p.m. by Chairman Fain
followed by the Pledge of Allegiance to the Flag. Township Supervisors in attendance were

Citizens in attendance did not present comments.
Approval of Minutes
Mrs. Kershner moved to approve the April 11, 2011 Board of Supervisors Workshop Meeting Minutes, the April 12, 2011 Board of Supervisors Regular Meeting Minutes and the April 25, 2011 Board of Supervisors Special Meeting Minutes. The motion was seconded by Mrs. Bieler and carried unanimously.
1. Previously Paid Bills Authorization
Mrs. Kershner moved to approve the previously paid bills for the month of April. The motion was seconded by Mr. Fried and carried unanimously.
2. Approval of Monthly Bills to be Paid
Mrs. Bieler moved to approve the monthly bills payment in the General Fund in the amount of $ 53,872.62, Parks and Recreation Fund in the amount of $ 36,193.87 and Escrow Fund in the amount of $ 20,325.59. The motion was seconded by Mr. Fried and carried unanimously.
Monthly Reports
1. Treasurer’s Report
Manager Seitzinger entered the monthly Treasurer’s Report into the record.
2. State Police Report
The monthly State Police Report was entered into the record.
3. Building Inspector Report
The monthly Building Inspector Report was entered into the record.
4. Fire Marshal Report
Fire Marshal Ashman entered the monthly Fire Marshal Report into the record.
5. Road Report
Larry Buck entered the monthly Road Report into the record.
Special Items
Special items were not presented.
Planning and Zoning
1. Zoning
There were not any new zoning items for discussion.
2. Subdivisions and Land Developments
A. Northgate
Township Solicitor Skypala provided an update.
B. Resolution #
2011-10, Vineyards Properties
Mrs. Kershner moved to adopt Resolution # 2011-10. The motion was seconded by Mrs. Bieler and carried unanimously.
Committee Reports
1. Budget and Finance Committee – Mr. Fiorito
Mr. Fiorito reported upon his attendance at a Pennsylvania State Association of Township Supervisors one day training session on financial management. Mr. Fiorito indicated that he and the Township Manager were working on reviewing monthly financial reports to determine whether any updates are appropriate.
2. Personnel Committee – Mrs. Kershner and Mr. Fried
Mr. Fried indicated that he and Mrs. Kershner would meet with the road crew during the next week to discuss general personnel items.
3. Open Space, Parks and Recreation Committee – Mr. Fried
Mr. Fried reported on the status of the pavilion concrete pad. Mr. Fried reported upon scheduled work including the installation of picnic tables, benches, a bike rack, a storm drain line and a water line.
4. Renewable Energy and Recycling Task Force – Mrs. Bieler and Mrs. Kershner
Mrs. Bieler reported that the committee will review a proposed recycling ordinance.
5. Regional Planning and Planning Committee – Mrs. Kershner
Mrs. Kershner provided an update.
6. Sewage and Water Committee – Mr. Fain
Discussion ensued as to whether the $7,588.00 tapping fee amount provided by Mr. Kalb for the hookup of the Township Building to the public sewer was the correct tapping fee amount.
7. Bridge and Road Committee – Mr. Fried
Mr. Fried reported upon the recent road inspection.
Options were discussed regarding maintenance repairs at Sixth Street and Edgeview.
A discussion ensued regarding the phasing and coordination of the bridge replacement projects on Gravel Pike. It was recommended that the project engineer for PennDOT attend an upcoming meeting.
8. Public Safety Committee – Mr. Fried and Mrs. Kershner
A report was not presented.

Engineer’s Report
Township Engineer Weber presented the Township Engineer’s monthly report.
Township Manager’s Report
A report was not presented.
Township Solicitor’s Report
A report was not presented.
Old Business
1. Bridge Maintenance
Bid Results
Manager Seitzinger reported that bids were not received on the bid opening date. John Weber presented options for splitting up the guiderail and other items for rebidding.
New Business
1. Upper Hanover
Authority Board Salary Rate
Mrs. Kershner moved to authorize a payment of $55.00 per meeting for up to 24 meetings for the Upper Hanover Authority Board. The motion was seconded by Mrs. Bieler and carried unanimously.
