UPPER HANOVER TOWNSHIP BOARD OF SUPERVISORS REGULAR MEETING MINUTES OF JUNE 14, 2016

 

 

 

Call to Order and Roll Call

 

The meeting was called to order at 7:00 p.m. by Chairman Eugene Fried followed by the Pledge of Allegiance to the Flag.  Township Supervisors in attendance were Dottie Diehl, Richard Fain, Ben Fiorito, Eugene Fried and Steven Rothenberger.  Staff members in attendance were Edward Skypala, Township Solicitor, Mike Wetzel, Fire Marshal, Thomas Latshaw, Road Foreman and Stanley W. Seitzinger, Jr., Township Manager.

 

Citizen Comments

 

A Township resident thanked the Board of Supervisors for the completion of the Brooke Road Culvert Project restoration and indicated that the restoration was completed in a sound fashion.

 

Approval of Minutes

 

Mr. Rothenberger moved to approve the May 9, 2016 Board of Supervisors Workshop Meeting Minutes and the May 10, 2016 Board of Supervisors Regular Meeting Minutes.  The motion was seconded by Mr. Fain and carried unanimously. 

 

Monthly Invoices

 

A.  Previously Paid Bills Authorization and Approval of Monthly Bills to be Paid

 

Mr. Rothenberger moved to approve the previously paid bills in the amount of $23,689.42 from the General Fund and $3,770.00 from the Escrow Fund. The motion was seconded by Mr. Fiorito and carried unanimously.

 

Mr. Rothenberger moved to approve the monthly bills payment in the General Fund in the amount of $115,047.53 Parks and Recreation Fund in the amount of $2,635.16 and Escrow Fund in the amount of $18,597.39. The motion was seconded by Mr. Fiorito and carried unanimously.

Manager Seitzinger entered the monthly Treasurer’s Report into the record.

 

B.  State Police Report

 

Manager Seitzinger entered the State Police Report into the record. 

 

C.  Building Inspector Report

 

Manager Seitzinger entered the Building Inspector Report into the record.

 

D.  Fire Marshal Report

 

Fire Marshal Wetzel entered the Fire Marshal Report into the record.

Special Items

 

A.  Resolution # 2016-10, Fifteen Year Service Recognition Award, Edgar L.

      Stauffer, Industrial Development Authority

 

Mrs. Diehl moved to approve Resolution # 2016-10. The motion was seconded by Mr. Rothenberger and carried unanimously. A copy of the Service Recognition Award was presented to Edgar L. Stauffer.

 

B. Public Hearing, Ordinance #2016-03, No Parking List Amendment to Add 10th

     Street and Macoby Creek Way, Both Sides, Entire Length

 

The Chair of the meeting was turned over to Township Solicitor, Edward Skypala.

 

Mr. Skypala entered the following exhibits into the record:

Mr. Skypala requested whether anyone in attendance wished to present testimony. Since nobody in attendance chose to enter testimony, Mr. Skypala requested a motion concerning the proposed Ordinance.

 

Mr. Fiorito moved to approve Ordinance #2016-03. The motion was seconded by Mr. Fain and carried unanimously.

Mr. Skypala entered the following exhibits into the record:

John Kennedy represented the applicant and in the presence of the court reporter presented testimony on the conditional use request.

 

Mr. Skypala read the proposed conditional use order into the record.

 

Mrs. Diehl moved to approve the Sweet Water Golf Course Conditional Use Order as presented. The motion was seconded by Mr. Fain and carried unanimously.

H. 275th Anniversary Committee

 

Manager Seitzinger provided an update concerning ongoing activities. It was noted that the next event in July is the Pontoon Boat Tours of the Green Lane Reservoir as scheduled for July 16 and July 23.

 

Township Engineer’s Report

 

Mr. Rothenberger moved to approve The Reserve at Macoby Run Release #5 in the amount of $47,056.50. The motion was seconded by Mr. Fiorito and carried unanimously.

 

Township Engineer Weber entered the monthly Engineer’s Report into the record.

 

Township Manager’s Report

 

A report was not presented.

 

Township Solicitor’s Report

 

Mr. Skypala presented the Deeds of Dedication for the Richard and Debra Kulp Subdivision. Mr. Fain moved to accept the Richard and Debra Kulp Deeds of Dedication. The motion was seconded by Mrs. Diehl and carried unanimously.

 

Old Business

 

A. Hose Crimper

 

The item was tabled for further review.

 

B. Reimbursement Agreement – Upper Perkiomen Valley Ambulance Association

 

Mr. Rothenberger moved to approve signatures of the reimbursement agreement for the Upper Perkiomen Valley Ambulance Association related to the purchase of emergency radios. The motion was seconded by Mr. Fain and carried unanimously.

 

 

New Business

 

A. “Local Deliveries Only” Sign – Third Street and Church Road

 

The Board of Supervisors expressed concurrence to authorize East Greenville Borough to install a “Local Deliveries Only” sign at Third Street and Church Road.

 

B. Real Estate Tax Refund – Richard and Annita Gerhold - $4.00

 

Mr. Fain moved to authorize the real estate tax refund to Richard and Annita Gerhold in the amount of $4.00. The motion was seconded by Mr. Rothenberger and carried unanimously.

 

C. PA DEP Wood Chipper Grant Approval

 

Township Manager Seitzinger reported upon a $31,992 Pennsylvania Department of Environmental Protection Grant approved for the purchase of a wood chipper.

Mrs. Diehl moved to adjourn the meeting at 7:43 p.m.  The motion was seconded by Mr. Rothenberger and carried unanimously.
