Call to Order and Roll Call


The meeting was called to order at 7:00 p.m. by Chairman Eugene Fried followed by the Pledge of Allegiance to the Flag.  Township Supervisors in attendance were Dorothy Diehl, Richard Fain, Ben Fiorito, Eugene Fried and Steven Rothenberger.  Staff members in attendance were Joseph Bresnan, Esquire, Edward Skypala, Township Solicitor, Thomas Latshaw, Road Foreman and Stanley W. Seitzinger, Jr., Township Manager.

Citizens in attendance did not present comments.


Approval of Minutes


Mr. Fain moved to approve the July 11, 2016 Board of Supervisors Workshop Meeting Minutes and the July 12, 2016 Board of Supervisors Regular Meeting Minutes.  The motion was seconded by Mrs. Diehl and carried unanimously. 


Monthly Invoices


A.  Previously Paid Bills Authorization


Mr. Fiorito moved to approve the previously paid bill in the amount of $ $14,475.00 from the Open Space Fund. The motion was seconded by Mr. Rothenberger


B.  Approval of Monthly Bills to be Paid


Mr. Fiorito moved to approve the monthly bills payment in the General Fund in the amount of $49,184.45, Parks and Recreation Fund in the amount of $ 577.50 and Escrow Fund in the amount of $ 25,075.19. The motion was seconded by Mr. Rothenberger and carried unanimously.


C. Perk-Up Wayfinding Program Contribution


Mr. Rothenberger moved to authorize a payment of $13,000 for the Perk-Up Wayfinding Program. The motion was seconded by Mr. Fain. The motion carried affirmatively with Mr. Fiorito voting no.


Monthly Reports


A.  Treasurer’s Report


Manager Seitzinger entered the monthly Treasurer’s Report into the record.


B.  State Police Report


Manager Seitzinger entered the State Police Report into the record. 


C.  Building Inspector Report


Manager Seitzinger entered the Building Inspector Report into the record.


D.  Fire Marshal Report


Manager Seitzinger entered the Fire Marshal Report into the record. 


E.  Road Report


Road Foreman Latshaw entered the Road Report into the record.


Special Items


A.  Resolution # 2016-12, Twenty Year Service Recognition Award,

      Marcia D. Roshon, Building Maintenance Department


Mrs. Diehl moved to approve Resolution #2016-12.  The motion was seconded by Mr. Fain and carried unanimously.  A copy of the resolution was presented to Marcia D. Roshon.


B. Police Services – Vicki J. Lightcap, Pennsburg Borough Mayor


Mayor Vicki Lightcap of Pennsburg Borough requested that Upper Hanover Township send two representatives to a proposed meeting concerning police services in the Upper Perkiomen Valley Region.


Planning and Zoning


A.  Zoning


1. Upper Perkiomen School District Zoning Hearing – August 17, 2016


Manager Seitzinger reported that representatives of the School District met with the Board of Supervisors at the Monday evening workshop meeting and that a letter of support for the project and the requested zoning relief was voted upon and authorized.


Committee Reports


A.  Budget and Finance Committee – Mr. Fiorito


Mr. Fiorito presented the proposed 2017 Township Budget work schedule.




B.  Personnel Committee – Mr. Fain and Mrs. Diehl


Chairman Fried reported upon the change in office positions in the Township Administration Office with full time Administrative Assistant Donna Tino switching to a part time position and with part time Receptionist/Secretary Debora Ervin switching to a full time position.


C.  Open Space, Parks and Recreation Committee – Mr. Fried


Chairman Fried reported upon proposed work by boy scouts regarding the expansion and improvement of trails at the Mill Hill Preservation Area.


1. Pavilion Wood Cleaning and Treatment Proposals


Mr. Fain moved to accept the proposal from Schreiner Painting in the amount of $2,300 for the power washing and protective coating of the pavilion at Camelot Park as per the low proposal received. The motion was seconded by Mr. Rothenberger and carried unanimously.


D.  Regional Planning and Planning Committee – Mr. Rothenberger


Mr. Rothenberger reported that the regional planning commission meeting for July was canceled.


E.  Sewage and Water Committee – Mr. Rothenberger


The minutes of the previous Upper Hanover Authority Board Meeting was presented.


F.  Bridge and Road Committee – Mr. Fried and Mr. Fiorito


The Board of Supervisors requested that the speed limit radar sign be installed at Runaway Drive.


Road Foreman Latshaw reported upon the completion of the Water Street paving project.


G.  Public Safety Committee – Mr. Fried and Mrs. Diehl


Chairman Fried reported that a new commander at the Skippack State Police Barracks would be named shortly.


H. 275th Anniversary Committee


Manager Seitzinger urged participation in the August 21, 2016 Back Porch Seminar at the Schwenkfelder Library and Museum. Manager Seitzinger presented an update on the September 17, 2016 Anniversary Day Celebration.




Township Engineer’s Report


The monthly Township Engineer’s report was entered into the record.


Township Manager’s Report


A report was not presented.


Township Solicitor’s Report


Mr. Skypala reported that the Gilmartin Sewer Agreement was forwarded for signature to Mr. and Mrs. Gilmartin.


Old Business


A. Authorization to Advertise Amended Zoning Ordinance Text Amendment


It was reported that the Zoning Ordinance Text Amendment was authorized for advertisement at the Workshop Meeting.


B.  PennDOT Winter Services Snow Agreement


The Board of Supervisors authorized a continuance of the five year Agreement.


New Business


Mr. Fiorito requested that a flag bracket be installed at the Camelot Park pavilion.


Carolyn Gucwa a representative of the Veterans of Foreign Wars Post # 5954 Auxiliary requested that Upper Hanover Township allow the use of Camelot Park for the

 November 11, 2016 Veterans Day Ceremony. The Board of Supervisors agreed to schedule the event and to provide a small luncheon after the ceremony.




Mrs. Diehl moved to adjourn the meeting at 7:42 p.m.  The motion was seconded by Mr. Rothenberger and carried unanimously.
