UPPER HANOVER TOWNSHIP BOARD OF SUPERVISORS REGULAR MEETING MINUTES OF SEPTEMBER 13, 2016

 

 

 

Call to Order and Roll Call

 

The meeting was called to order at 7:00 p.m. by Chairman Eugene Fried followed by the Pledge of Allegiance to the Flag.  Township Supervisors in attendance were Dorothy Diehl, Richard Fain, Eugene Fried and Steven Rothenberger.  Staff members in attendance were Joseph Bresnan, Township Solicitor, Thomas Latshaw, Road Foreman, Michael Wetzel, Fire Marshal and Stanley W. Seitzinger, Jr., Township Manager.

 

Citizen Comments

 

Luanne Stauffer, Upper Perkiomen Valley Chamber of Commerce, provided an update on the Wayfinding Sign Program.

 

Approval of Minutes

 

Mr. Rothenberger moved to approve the August 8, 2016 Board of Supervisors Workshop Meeting Minutes and the August 9, 2016 Board of Supervisors Regular Meeting Minutes.  The motion was seconded by Mrs. Diehl and carried affirmatively. 

 

Monthly Invoices

 

A.  Previously Paid Bills Authorization

 

Mr. Fain moved to approve the previously paid bills in the amount of $ $13,000.00 from the General Fund and $1,150.00 from the Parks and Recreation Fund. The motion was seconded by Mr. Rothenberger and carried affirmatively.

 

B.  Approval of Monthly Bills to be Paid

 

Mr. Rothenberger moved to approve the monthly bills payment in the General Fund in the amount of $131,322.99, Parks and Recreation Fund in the amount of $1,982.83, State Aid Fund in the amount of $159,800.92 and Escrow Fund in the amount of $19,472.87. The motion was seconded by Mrs. Diehl and carried affirmatively.

 

Monthly Reports

 

A.  Treasurer’s Report

 

Manager Seitzinger entered the monthly Treasurer’s Report into the record.

 

B.  State Police Report

 

Manager Seitzinger entered the State Police Report into the record. 

 

C.  Building Inspector Report

 

Manager Seitzinger entered the Building Inspector Report into the record.

 

D.  Fire Marshal Report

 

Fire Marshal Wetzel entered the Fire Marshal Report into the record. 

 

E.  Road Report

 

Road Foreman Latshaw entered the Road Report into the record.

 

Special Items

 

A.  Public Hearing, Ordinance #2016-04, Amendment to Upper Hanover Township

      Code of Ordinances, Chapter 500, Zoning

 

The Chair of the meeting was turned over to Township Solicitor Joseph Bresnan.  In the presence of the court reporter Mr. Bresnan entered the following items into the record:

            • Proof of Publication

            • Transmittal to Montgomery County Law Library

            • Montgomery County Planning Commission Review Letter

            • Filing Transmittal of complete ordinance copy to Town and Country Newspaper

 

Manager Seitzinger reported that the Upper Hanover Township Planning Commission recommended the ordinance for adoption.

 

Mr. Bresnan noted that the Montgomery County Planning Commission suggested two amendments.  The Board of Supervisors recommended that the ordinance be adopted in its present format and that the Montgomery County Planning Commission recommendations could be considered for inclusion in a future Ordinance amendment.

 

The Chair of the meeting was returned to Chairman Fried.

 

Mr. Fain moved to adopt Ordinance #2016-04.  The motion was seconded by Mrs. Diehl and carried affirmatively.

 

B.  Proclamation 2016-01, 275th Anniversary Celebration Day in Upper Hanover

      Township

 

Mrs. Diehl moved to adopt Proclamation 2016-01.  The motion was seconded by Mr. Rothenberger and carried affirmatively.  It was noted that the proclamation will be presented at the September 17, 2016 Anniversary Celebration Day.

 

 

 

 

Planning and Zoning

 

A.  Zoning

 

1. Herrmann Zoning Hearing – September 21, 2016

 

The Board of Supervisors requested that a letter be sent to the Zoning Hearing Board recommending the inclusion of a covenant regarding the proposed in-law suite.

 

2.  Pedersen Development, LP Zoning Hearing – September 21, 2016

 

Carl Pedersen, Cynthia Smith of Horizon Engineers and Jeff Carver, Esquire, reviewed and discussed the scheduled zoning hearing with the Board of Supervisors. 

 

B.  Subdivisions and Land Developments

 

1.  Resolution #2016-13, Resolution for Plan Revision for New Land Development -

     Schultz Tract

 

The item was tabled for further review.

 

2.  DeMeno Subdivision Plan Withdrawal and Escrow Release

 

Mr. Rothenberger moved to accept the letter of withdrawal submitted by Mr. DeMeno regarding his subdivision plan at Second Street and to authorize the final release of the remaining escrow.  The motion was seconded by Mrs. Diehl and carried affirmatively.

 

Committee Reports

 

A.  Budget and Finance Committee – Mr. Fiorito

B.  Personnel Committee – Mr. Fain and Mrs. Diehl

C.  Open Space, Parks and Recreation Committee – Mr. Fried

 

Mr. Fried provided an update.

 

D.  Regional Planning and Planning Committee – Mr. Rothenberger

 

Mr. Rothenberger provided an update.

 

 

 

 

E.  Sewage and Water Committee – Mr. Rothenberger

 

Mr. Rothenberger reported that the Board of Supervisors authorized at the Monday evening Workshop Meeting the submittal of a letter of support for an Upper Hanover Authority grant application regarding the replacement of existing water lines.

 

F.  Bridge and Road Committee – Mr. Fried and Mr. Fiorito

 

A report was not presented.

 

G.  Public Safety Committee – Mr. Fried and Mrs. Diehl

 

Chairman Fried reported upon the designation of a new station commander at the Skippack Pennsylvania State Police Barracks. 

 

H. 275th Anniversary Committee

 

Manager Seitzinger provided an update on the Anniversary Celebration Day scheduled for Saturday, September 17, 2016.

 

Township Engineer’s Report

 

Manager Seitzinger entered the monthly Township Engineer’s report into the record.  Mr. Fain moved to approve the following escrow releases:

 

• Parklands Subdivision, Release #16 - $79,473.01

• Reserve at Macoby Run, Phase 4A, Release #6 - $50,568.35

 

The motion was seconded by Mr. Rothenberger and carried affirmatively.

 

Mr. Fain moved to approve the following Northgate Escrow Releases:

 

     • Northgate Phase 5A Northgate Blvd. & East Buck Road – Financial Security 

       Reduction No. 1 – Completion Bond No. 019-050-794 - $92,127.60

 

     • Northgate Phase 5A (Site) – Financial Security Reduction No. 4 - Completion Bond

       No. 019-043-547 - $552,736.67

 

     • Northgate Phase 2F – Financial Security Reduction No. 4 – Completion Bond No.

       019-047-726 - $26,415.00

 

     • Northgate Phase 2B Amended – Financial Security Reduction No. 1 – Completion

       Bond No. 019-053-456 - $506,447.24

New Business

 

A.  2017 Pension Plan Minimum Municipal Obligation

 

Manager Seitzinger entered the 2017 Pension Plan Minimum Municipal Obligation as prepared by the Township Actuary into the record.

 

B.  Traffic Signal Maintenance Contract

 

Mr. Rothenberger moved to authorize a two year renewal of the Traffic Signal Maintenance Contract with Signal Service.  The motion was seconded by Mrs. Diehl and carried affirmatively.

 

C.  Tax Refund – John and Christine Quigg - $173.00

 

Mr, Fain moved to approve the tax refund for John and Christine Quigg in the amount of $173.00 as certified by the Township Tax Collector.  The motion was seconded by Mr. Rothenberger and carried affirmatively.

 

D.  2016 Road Line Painting Proposals

 

Discussion ensued.  The proposals were tabled.

 

E.  Line Painter Equipment Proposals

 

Road Foreman Latshaw presented the proposals solicited regarding the purchase of a line painter.

 

Mrs. Diehl moved to authorize the purchase a line painter from Sealmaster (Allentown) in the amount of $5,272.24.  The motion was seconded by Mr. Fain and carried affirmatively.

 

F.  Truck Bay Lighting Controls Repairs Proposals

 

The Board of Supervisors reviewed and discussed required truck bay lighting control repairs at the Upper Hanover Township Maintenance Building.  Mr. Brandon Reed offered to review the concerns with the Township Road Foreman and report to the Board

 

 

of Supervisors.  The Board of Supervisors thanked Mr. Reed for his offer of assistance.  The matter was tabled for further review.

Mr. Rothenberger moved to adjourn the meeting at 8:05 p.m.  The motion was seconded by Mrs. Diehl and carried affirmatively.
