Call to Order and Roll Call
The meeting was called to order at 7:00 p.m. by Chairman Eugene Fried.† Township Supervisors in attendance were Dorothy Diehl, Richard Fain, Ben Fiorito, Eugene Fried and Steven Rothenberger.† Township staff members in attendance were Thomas Latshaw, Road Foreman, Joseph Bresnan, Township Solicitor, and Stanley Seitzinger, Jr., Township Manager.
Citizens in attendance did not present comments.
Upper Perkiomen School District Middle School Conditional Use
The Chair of the meeting was turned over to Township Solicitor Joseph E. Bresnan. Mr. Bresnan announced that the Board of Supervisors would enter an executive session at 7:02 p.m.
The meeting was called back to order by Township Solicitor Joseph Bresnan at 7:40 p.m.
Township Solicitor Joseph Bresnan reported that the Board of Supervisors discussed and considered the Upper Perkiomen School District conditional use application in the executive session and was prepared to consider acting upon an approval of the conditional use application subject to the following conditions:
1. The Applicant shall submit to the Pennsylvania Department of Transportation a request for review of student walking routes for both sides of Montgomery Avenue between 11th Avenue and Rte 663, in order to determine whether any of the routes shown at the conditional use hearing are hazardous per DOT criteria for assessing student walking routes. Although it is not the only concern, of particular concern is the DOT definition of hazardous as any route with a shoulder of four feet or less and vehicular traffic greater than 45 cars in any fifteen minute period when students are walking to/from school. Speeding is also a concern. For any route deemed hazardous by the Department of Transportation, those students will be bussed or the walking routes improved to a safe condition.
2. In lieu of a review by the Department as set forth in the preceding paragraph, the District may install curbed sidewalks so that the length of the south side of Montgomery Avenue (school side), from Rte 663 to 11th Street, is improved by sidewalks with curbs.
3. No land development approval will be granted and no building permits issued until such time as either the Department of Transportation finds that none of the proposed walking routes are hazardous, or, that the District agrees either through its plans or a developerís agreement that it will make the necessary sidewalk improvements consistent with the conditions just set forth.
The Chair of the meeting was returned to Board of Supervisors Chairman Eugene Fried.
Chairman Fried requested a motion to approve the Upper Perkiomen School District Middle School conditional use application subject to the three conditions stated by the Township Solicitor.
Mrs. Diehl moved to approve the Upper Perkiomen School District Middle School conditional use application subject to the three conditions stated by the Township Solicitor. The motion was seconded by Mr. Rothenberger and carried affirmatively with Mr. Fain abstaining from the vote due to his employment with Barry Isett & Associates.
2017 Township Budget
The Board of Supervisors reviewed and discussed the 2017 Township Budget.
Other business was not presented.
Mrs. Diehl moved to adjourn the meeting at 9:02 p.m.† The motion was seconded by Mr. Fain and carried unanimously.†
