UPPER HANOVER TOWNSHIP BOARD OF SUPERVISORS SPECIAL MEETING MINUTES OF APRIL 25, 2011

 

 

 

Call to Order and Roll Call

 

The meeting was called to order by Chairman Fain at 7:00 p.m. at the Red Hill Fire Company Social Building at 82 East Fifth Street, Red Hill, PA, followed by the Pledge of Allegiance to the Flag. Township Supervisors in attendance were Shannan Bieler, Richard Fain, Ben Fiorito, Eugene Fried and Mary Gibbs Kershner.  Staff members in attendance were Steven English, Township Solicitor, John Wetzel, Esquire and Stanley W. Seitzinger, Jr., Township Manager.

 

Northgate Subdivision

 

Chairman Fain explained that the purpose of the meeting was to share information on a development proposal presented by T.H.Properties for the Northgate Subdivision. Chairman Fain introduced the Township Supervisors and staff.

 

Chairman Fain introduced Steven Nelson, the chairman of the unsecured creditors. Mr. Nelson introduced Al Ciardi, Esquire. Mr. Ciardi presented a proposed process to build out homes in the Northgate Development in order to generate proceeds that could then be used to pay off mechanic’s liens and to complete warranty items on existing homes. A proposed change in phasing of the project was reviewed. Residents in attendance presented questions and comments regarding the project. Discussion ensued.

 

Robert Lorenzo presented comments regarding a previous proposal to install a roadway on his property located across Route 663 from the Northgate Subdivision. Mr. Lorenzo stated that his property had been condemned by Upper Hanover Township. Chairman Fain indicated that the property in question was not condemned by Upper Hanover Township.

 

John Haines of Haines and Kibblehouse presented further information regarding the Northgate Subdivision. Mr. Haines responded to questions and answers from residents in attendance.

 

Todd Hendricks of T.H.Properties presented additional information and responded to questions from residents.

 

Chairman Fain requested a straw poll of residents with a show of hands to indicate an interest that the Township proceed with the proposed revised development plan for the Northgate Subdivision as presented. A majority of the residents expressed their interest in proceeding with the revised development plan.

 

The members of the Board of Supervisors presented comments on the project.

 

Chairman Fain requested that Township Solicitor Steven English present a proposed motion for consideration by the Board of Supervisors. Mr. English stated the motion as follows: “A motion to appoint a Committee consisting of Richard Fain and Ben Fiorito to consider an Agreement memorializing T.H.Properties’ proposal to restart construction of the Northgate Project and to authorize execution of the Agreement in a form satisfactory to the Committee and the Township Solicitor.”

 

Mrs. Kershner moved to appoint a Committee consisting of Richard Fain and Ben Fiorito to consider an Agreement memorializing T.H.Properties’ proposal to restart construction of the Northgate Project and to authorize execution of the Agreement in a form satisfactory to the Committee and the Township Solicitor. The motion was seconded by Mrs. Bieler and carried unanimously.

 

(Citizens in attendance departed the meeting.)

Citizens remaining in attendance did not present comments.

 

Truck Purchase

 

Township Supervisor Fried presented information regarding a $177,000.00 purchase of a dump truck for use in the Highway Department. Mr. Fried indicated that the final purchase price was approximately $12,000.00 more than the previously budgeted amount. Mr. Fried moved to authorize the purchase through the Pennsylvania State COSTARS program in the amount of $177,000.00. The motion was seconded by Mrs. Kershner and carried unanimously. A brief discussion ensued.

 

Adjournment

 

Mrs. Kershner moved to adjourn the meeting at 9:35 p.m.  The motion was seconded by Mrs. Bieler and carried unanimously.
