Call to Order and Roll Call
The meeting was called to order at 7:00 p.m. by Chairman Eugene Fried followed by the Pledge of Allegiance to the Flag. Township Supervisors in attendance were Dorothy Diehl, Richard Fain, Eugene Fried, Ben Fiorito and Steven Rothenberger. Also in attendance were Joseph Bresnan, Township Solicitor, John Weber, Township Engineer, Thomas Latshaw, Road Foreman and Stanley Seitzinger, Jr., Township Manager.
Georgine Burg, Parks and Recreation Committee
Georgine Burg was in attendance at the meeting to express an interest in participating as a member of the Upper Hanover Township Parks and Recreation Committee. Discussion ensued. Mr. Rothenberger moved to appoint Georgine Burg to a term on the Upper Hanover Township Parks and Recreation Committee through December 31, 2019. The motion was seconded by Mrs. Diehl and carried unanimously.
John Lamonde of 1063 East Second Street requested that the Board of Supervisors consider revising the Upper Hanover Township Zoning Ordinance to allow him to continue to keep four free ranging hens at his 1.4 acre property on Second Street. Discussion ensued. The Board of Supervisors indicated that they would take the matter under further consideration and get back in contact with Mr. Lamonde with the decision.
Ed Berger of 61 Gravel Pike inquired regarding the status of the 53/57 Gravel Pike property maintenance complaint. Township Engineer Weber and Township Solicitor Bresnan reviewed the status and the most recent District Judge hearings held concerning the matter. The Board of Supervisors requested that the item be listed on the November Workshop agenda.
Upper Perkiomen Valley Library Update
Jeanne Cove and Becky Putera presented an update on library activities and requested that the Board of Supervisors include support for the library in the 2019 Township budget.
Appointments Scheduled to Expire
The Supervisors reviewed a list of Board and Committee appointments scheduled to expire at the end of 2018.
2019 Township Budget
Manager Seitzinger provided an early draft of the budget.
Mr. Fiorito reviewed recent bridge replacement needs and recommended that the Board put off further consideration of a previously proposed real estate tax decrease for 2019.
Municipal Building Air Quality Testing and Ducts
Manager Seitzinger presented a photograph of an existing duct located at the Upper Hanover Township building.
The Board of Supervisors approved a proposal from Proac for air quality testing at the Upper Hanover Township Municipal Building in the amount of $2,363.
Review of October 9, 2018 Board of Supervisors Regular Meeting Agenda
The agenda was reviewed.
Discussion ensued concerning the adoption of an Ordinance to clarify that shooting by non-hunters is not allowed at The Mill Hill Preservation Area.
A discussion ensued concerning when Upper Hanover Township should assume dedication of roads.
Mr. Fain moved to adjourn the meeting at 9:07 p.m. The motion was seconded by Mr. Rothenberger and carried unanimously.
