Call to Order and Roll Call


The meeting was called to order at 7:00 p.m. by Chairman Eugene Fried followed by the Pledge of Allegiance to the Flag. Township Supervisors in attendance were Dorothy Diehl, Ben Fiorito, Richard Fain, Eugene Fried and Steven Rothenberger. Also in attendance were Joseph Bresnan, Township Solicitor, John Weber, Township Engineer, Thomas Latshaw, Road Foreman, Joe Adam, Equipment Operator and Stanley Seitzinger, Jr., Township Manager.


Citizen Comments


Melanie Cunningham presented comments concerning equipment deliveries at the middle school project that occurred on Columbus Day.


Brandon Reed commented upon having observed students walking on Montgomery Avenue and inquired about the status of the installation of no parking signs along the construction area fence on Montgomery Avenue.


Ray Camburn commented upon violations he noted at the middle school work site.


Steven Cunningham presented comments regarding working hours at the middle school project and also commented upon environmental concerns relating to the recent rains and the reservoir.


Resolution #2017-38, Twenty Year Service Recognition Award Joseph L. Adam, Equipment Operator


Mrs. Diehl moved to adopt Resolution #2017-38. The motion was seconded by Mr. Fain and carried unanimously. A copy of the resolution was presented to Mr. Adam.


Soffa Road Easement Request Gus Meinzer


Gus Meinzer discussed the proposed easement across the Township open space area at Soffa Road with the Board of Supervisors.


Upper Perkiomen Valley Garden Club Macoby Run Park Community Garden


Kevin Stevensen reviewed and discussed the proposed Macoby Run Park Community Garden Project. Issues discussed included required fencing, how will water be provided, the need to accommodate an existing drainage channel and whether or not the installation of a crosswalk with signs may be required on Eleventh Street.





Appointments Scheduled to Expire


The Board of Supervisors reviewed the current list of appointments scheduled to expire.


Act 172 Volunteer Incentives Program


Discussion ensued. Mr. Fain moved to authorize advertisement of the Act 172 Ordinance in order to provide incentives for emergency service volunteers. The motion was seconded by Mrs. Diehl and carried unanimously.


Upper Hanover Township Safety Policy


Mr. Rothenberger moved to adopt the official Upper Hanover Township Safety Policy. The motion was seconded by Mr. Fiorito and carried unanimously.


Hough Associates 2017 Recycling Performance Grant Agreement


Discussion ensued. Additional information was requested.


Township Building Voter Location Lease


Mrs. Diehl moved to approve a lease with Montgomery County concerning the use of the Upper Hanover Township Municipal Building as a voter location for one year. The motion was seconded by Mr. Fain and carried unanimously.


Police Department Contribution Request


The Board of Supervisors discussed the proposed purchase of equipment.


Review of October 10, 2017 Board of Supervisors Regular Meeting Agenda


The agenda was reviewed.


P&B Partitions


Discussion ensued regarding a proposed waiver for the land development project. Mr. Fain moved to approve a waiver to Subdivision and Land Development Ordinance Section 425-411 regarding a traffic study. The motion was seconded by Mr. Fiorito and carried affirmatively with Mr. Rothenberger abstaining from the vote.




Township Engineer Weber provided an update on needed repairs at the Lesher Mill Road Bridge.








Mrs. Diehl moved to adjourn the meeting at 9:26 p.m. The motion was seconded by Mr. Fried and carried unanimously.
