Call to Order and Roll Call


The meeting was called to order at 7:00 p.m. by Chairman Eugene Fried followed by the Pledge of Allegiance to the Flag. Township Supervisors in attendance were Dorothy Diehl, Ben Fiorito, Richard Fain, Eugene Fried and Steven Rothenberger. Also in attendance were Joseph Bresnan, Township Solicitor, John Weber, Township Engineer, Thomas Latshaw, Road Foreman, and Stanley Seitzinger, Jr., Township Manager.


Citizen Comments


Melanie Cunningham, Mack Road, requested that the Upper Hanover Township Board of Supervisors join in on a stay to close down the Upper Perkiomen School District Middle School Construction Project.


William Chrisman requested clarification of the start and stop times for the current project. Township Engineer Weber reviewed and explained the applicable noise ordinance provisions.


1640 State Street Sea Container


Anthony Galanti explained his request to allow the presence of a sea container at his property located at 1640 State Street prior to his construction of a single family residence at the property. The Board of Supervisors expressed a consensus to allow the continuation of the sea container at the property subject to Mr. Galanti commencing ground breaking for the construction by April 15, 2018.


Mr. Fiorito moved to authorize a stay of the current enforcement regarding the presence of the sea container at 1640 State Street subject to Mr. Galanti commencing ground breaking for the construction of a single family home at the property by April 15, 2018. The motion was seconded by Mr. Rothenberger. The motion carried affirmatively with Mr. Fain abstaining from the vote.


Soffa Road Easement Request Gus Meinzer


Discussion ensued regarding whether or not to approve an easement across the Township owned open space area at Soffa Road in order for Mr. Meinzer to obtain access to a parcel of ground. The Board of Supervisors unanimously agreed that they do not wish to authorize the requested easement.


Upper Perkiomen Valley Garden Club Macoby Run Park Community Garden


A representative of the garden club was not in attendance. Discussion ensued. The Board of Supervisors recommended no action on the request until the Township is contacted further by the Upper Perkiomen Valley Garden Club.

Appointments Scheduled to Expire


The Board of Supervisors reviewed the list of appointments scheduled to expire.


2018 Meeting Dates and Times


The Board of Supervisors recommended staying with the same meeting dates and times as established in the current year for the regular and workshop meetings.


Cell Tower Negotiations

Discussion ensued regarding the existence of Zayo Facilities on the cell tower located at East Buck Road. Mr. Bresnan will research case law regarding the payment of real estate taxes for the cell tower parcel.


John Miller and Son, Inc. Yard and Leaf Waste Collection Agreement Extension


The Board of Supervisors agreed to allow the John Miller and Son, Inc. Yard and Leaf Waste Collection Agreement to extend for one additional year.


Tree Maintenance Proposals


Mr. Fain moved to authorize contracting with J & J Arbor for the annual tree maintenance contract in the amount of $7,500. The motion was seconded by Mr. Rothenberger and carried unanimously.


Road Foremen Computer Purchase


The proposal was reviewed. The Township Manager will research additional information.


Sign Ordinance Update


The Board of Supervisors reviewed and discussed possible updates to the Township Sign Ordinance.


Zoning Ordinance Small Animals


Discussion ensued. The Township Planning Commission will review applicable zoning ordinance sections.


Medical Marijuana Zoning


Discussion ensued. No action was taken.


Review of November 14, 2017 Board of Supervisors Regular Meeting Agenda


The agenda was reviewed.




The Board of Supervisors authorized the issuance of citations for the Gehard Property located at 1656 State Street and the Larson Property also located at State Street.




Mrs. Diehl moved to adjourn the meeting at 10:00 p.m. The motion was seconded by Mr. Fiorito and carried unanimously.
