UPPER HANOVER TOWNSHIP BOARD OF SUPERVISORS

WORKSHOP MEETING MINUTES OF NOVEMBER 7, 2016

 

 

Call to Order and Roll Call

 

The meeting was called to order at 7:00 p.m. by Chairman Eugene Fried followed by the Pledge of Allegiance to the Flag. Township Supervisors in attendance were Dorothy Diehl, Richard Fain, Ben Fiorito, Eugene Fried and Steven Rothenberger. Also in attendance were Edward Skypala, Township Solicitor, Thomas Latshaw, Road Foreman, John Weber, Township Engineer and Stanley Seitzinger, Jr., Township Manager.

 

Citizen Comments

 

Bill Fenley inquired as to whether the Board of Supervisors intended to continue to attend meetings regarding regional police. Chairman Fried indicated that Upper Hanover Township does not intend to participate further in the proposed regional police study. Chairman Fried reported that the Pennsylvania State Police Skippack Barracks Lieutenant would attend the November 8, 2016 Regular Meeting of the Board of Supervisors.

 

Mill Hill Public Access Agreement PA Game Commission

 

The Board of Supervisors expressed concurrence with allowing the Public Access Agreement with the Pennsylvania Game Commission regarding the Mill Hill Property to continue for one additional year.

 

Appointments Update

 

The appointments were reviewed.

 

2017 Meeting Dates

 

The Board of Supervisors approved the list of meeting dates for public advertisement.

 

Alternate Sewage Areas

 

The Board of Supervisors discussed whether a primary on-lot sewage location and a secondary location should each require a soil probe and a perk test. The Board of Supervisors decided not to change the existing ordinance and to require a soil probe and a perk test for only the primary location.

 

Authorization to List Two Trucks for Auction on Munici-Bid

 

Mr. Rothenberger moved to authorize listing the 2003 International Dump Truck and the 2003 Mack on Munici-Bid. The motion was seconded by Mr. Fiorito and carried unanimously.

 

 

 

 

Discussion ensued regarding repair costs for the Township loader.

 

Road Foreman Latshaw indicated that he would have the hose crimper proposals by the December meeting.

 

Health Insurance Renewal

 

The Board of Supervisors discussed the health insurance renewal and approved a continuation of the same coverage as was in effect in 2016.

 

Tree Removal and Trimming Program

 

Mrs. Diehl moved to authorize award of the Tree Removal and Trimming Program to J&J Arbor Care in the amount of $5,430.00. The motion was seconded by Mr. Fain and carried unanimously.

 

Review of November 8, 2016 Board of Supervisors Regular Meeting Agenda

 

The agenda was reviewed.

 

Adjournment

 

Mrs. Diehl moved to adjourn the meeting to an executive session at 8:15 p.m. The motion was seconded by Mr. Rothenberger and carried unanimously.
