UPPER HANOVER TOWNSHIP BOARD OF SUPERVISORS

WORKSHOP MEETING MINUTES OF DECEMBER 12, 2016

 

 

Call to Order and Roll Call

 

The meeting was called to order at 7:00 p.m. by Chairman Eugene Fried followed by the Pledge of Allegiance to the Flag. Township Supervisors in attendance were Dorothy Diehl, Richard Fain, Ben Fiorito, Eugene Fried and Steven Rothenberger. Also in attendance were Edward Skypala, Township Solicitor, Thomas Latshaw, Road Foreman, John Weber, Township Engineer and Stanley Seitzinger, Jr., Township Manager.

 

Citizen Comments

 

Cathy Davidson of Montgomery Avenue requested that the Board of Supervisors consider revising the current no parking requirement on the Upper Hanover Township side of Montgomery Avenue at the location of the proposed middle school.

 

Chairman Fried indicated that the Board of Supervisors would take the request into consideration.

 

Cathy Davidson recommended that Upper Hanover Township consider the establishment of an escrow account in case future sidewalks are required.

 

Mayor Vickie Lightcap of Pennsburg Borough indicated that Pennsburg Borough just received the traffic impact study on December 12, 2016 and that further time was required for review.

 

Upper Perkiomen School District Middle School Land Development Plan

 

Manager Seitzinger presented the Upper Hanover Township Planning Commission recommendation of waiver approvals for the Upper Perkiomen School District Middle School Land Development Plan as recommended at the December 7, 2016 Upper Hanover Township Planning Commission meeting.

 

Discussion ensued as follows:

 

1.      Section 415-18.B.8 of the Upper Hanover Township Stormwater Management Ordinance Toe of Slope of Detention Basin: The Board of Supervisors expressed a general consensus for the approval of this waiver.

2.      SALDO Section 425-402.6 and Section 425-403.E(4)(b) Road Widening on Ward Road: The Board of Supervisors recommended that these waivers be tabled for further review.

3.      SALDO Section 425-405 Intersection Spacing: The Board of Supervisors expressed a general consensus for the approval of this waiver.

4.      SALDO Section 425-410 Sidewalks, Curb, Storm Sewer along Walt Road Recommended subject to installation of asphalt walkway along Walt Road from corner of school property closest to Walt Graber Road to Montgomery Avenue: The Board of Supervisors recommended that this waiver be tabled for further review.

5.      SALDO Section 425-500.D(1)(c) Street Trees along Walt Road: The Board of Supervisors expressed a general consensus for the approval of this waiver.

6.      SALDO Section 425-500.D(3)(a) Location of Street trees along Montgomery Avenue: The Board of Supervisors expressed a general consensus for the approval of this waiver.

7.      SALDO Appendix B Approved Plant Material Substitution of tree species: The Board of Supervisors expressed a general consensus for the approval of this waiver.

 

Mrs. Diehl moved to approve the following waivers:

The motion failed for lack of a second.

 

Mr. Fiorito moved to table all of the requested waivers. The motion was seconded by Mr. Rothenberger and carried affirmatively with Mr. Fain abstaining from the vote.

 

The Board of Supervisors tabled discussion on the proposed school warning flashers.

 

PA Route 663 Detour Landis Lane

 

The Board of Supervisors reviewed a summary of recommendations provided by Township Engineer John Weber. The Board of Supervisors recommended that a double yellow line be installed on Landis Lane.

 

Appointments Update

 

Manager Seitzinger provided an update on the appointments.

 

Administrative Assistant Computer Quote

 

Mr. Fain moved to accept the proposal from Freedom Systems in the amount of $1,583.95 for the purchase of a new computer system for the Administrative Assistant. The motion was seconded by Mr. Rothenberger and carried unanimously.

 

Yard/Leaf Waste Agreement Renewal John Miller, Inc.

 

Mr. Rothenberger moved to approve a one year extension of the agreement with John Miller, Inc. for the yard/leaf waste service. The motion was seconded by Mrs. Diehl and carried affirmatively.

 

Hose Crimper

 

Discussion on the proposed hose crimper purchase was tabled.

 

Purchase of Wheel Loader

 

The Board of Supervisors reviewed proposals received to date. The Board of Supervisors agreed to authorize the Highway Committee to review and approve the purchase of a loader subject to receipt of additional proposal information.

 

2017 Fee Schedule and Professional Fees

 

The matter was tabled for further review.

 

QNB Wire Transfer Agreement

 

Mr. Rothenberger moved to authorize the Township to enter into a wire transfer agreement with QNB Bank. The motion was seconded by Mr. Fiorito and carried unanimously.

 

Review of December 13, 2016 Board of Supervisors Regular Meeting Agenda

 

The agenda was reviewed.

 

Adjournment

 

Mrs. Diehl moved to adjourn the meeting to an executive session at 9:40 p.m. The motion was seconded by Mr. Fiorito and carried unanimously.
