Call to Order and Roll Call
The meeting was called to order at 7:00 p.m. by Chairman Eugene Fried followed by the Pledge of Allegiance to the Flag. Township Supervisors in attendance were Dorothy Diehl, Ben Fiorito, Richard Fain, Eugene Fried and Steven Rothenberger. Also in attendance were Joseph Bresnan, Township Solicitor, John Weber, Township Engineer, Thomas Latshaw, Road Foreman, and Stanley Seitzinger, Jr., Township Manager.
John Walsh inquired concerning the status of the walkway on Montgomery Avenue. Discussion ensued.
Brandon Reed inquired concerning the proposed four-way stop sign configuration at Eleventh Street and Montgomery Avenue. Discussion ensued.
Parks and Recreation Committee
Chip Giambrone discussed his interest in participating with the Upper Hanover Township Parks and Recreation Committee. The Board of Supervisors thanked Mr. Giambrone for his interest and indicated that appointments are approved at the annual Organization Meeting in January.
Citizens Comments - Continued
Mary Kershner recommended her support for the Sharon S. Moll Trust Property addition to the Upper Hanover Township Agricultural Security District Area as per Mrs. Kershner’s participation as a member of the Upper Hanover Township Agricultural Security Area Advisory Committee.
Mary Kershner presented comments regarding the cancelation of the Middle School Project and the current status.
The Board of Supervisors reviewed the appointments update.
2018 Meeting Dates and Times – Joint Meetings
It was recommended that joint meetings can be established and advertised at a later date.
2018 Fee Schedule
The Board of Supervisors reviewed the proposed 2018 Fee Schedule and professional fee renewal rates.
Soffa Road Open Space Area
Discussion ensued regarding the status of hunting on the Soffa Road Open Space Area. It was recommended that required safety zone compliance apply to all hunting at this location.
Placement of Legal Advertisements
The Board of Supervisors agreed that all future zoning related public notices should be advertised in the Town and Country weekly newspaper with a requirement that all applications must be submitted four weeks prior to the requested hearing date.
Zoning Ordinance Amendment – Small Domestic Animals
The Board of Supervisors discussed the proposed Zoning Ordinance amendment.
Route 663/Geryville Pike Traffic Signal
Discussion ensued regarding whether traffic counts and a traffic analysis are needed in order to determine whether left turn signal arrows are appropriate at the intersection. The Board of Supervisors requested additional information on the two proposals submitted. It was recommended that Upper Hanover Township seek grant funding for improvements at the intersection.
Upper Hanover Authority Building Permit Fee
The Board of Supervisors discussed the payment for the building fee for the Upper Hanover Authority lab building. The Township will await a response concerning whether or not the permit fee was included in the contractor bid document.
The Board of Supervisors recommended including the Tax Collector audit at an additional fee of $750.00 as part of the 2017 Audit.
Firely Zoning Hearing Application
The Board of Supervisors discussed whether or not to send the Township Solicitor to enter an appearance and oppose the Firely Zoning Hearing Application.
Review of December 12, 2017 Board of Supervisors Regular Meeting Agenda
The agenda was reviewed.
Mr. Fain moved to adjourn the meeting at 8:57 p.m. The motion was seconded by Mrs. Diehl and carried unanimously.
