UPPER HANOVER TOWNSHIP BOARD OF SUPERVISORS

WORKSHOP MEETING MINUTES OF DECEMBER 9, 2019

 

 

 

Call to Order and Roll Call

 

The meeting was called to order at 6:55 p.m. by Chairman Eugene Fried followed by the Pledge of Allegiance to the Flag.  Township Supervisors in attendance were Dorothy Diehl, Richard Fain, Ben Fiorito, Eugene Fried, and Steve Rothenberger.  Also in attendance were Joseph Bresnan, Township Solicitor, Mike Wetzel, Township Fire Marshal, John Weber, Township Engineer and Stanley Seitzinger, Jr., Township Manager.

 

Industrial Development Authority Vacancy

 

The Board of Supervisors discussed the vacancy on the Industrial Development Authority with Terry Fenstermaker, Township resident.  Discussion ensued.  Mr. Fain moved to appoint Terry Fenstermaker to the Upper Hanover Township Industrial Development Authority for a term through December 31, 2021.  The motion was seconded by Mr. Rothenberger and carried unanimously.

Citizens in attendance did not present comments.

 

Burning Ordinance Update

 

Fire Marshal Mike Wetzel provided an overview of proposed revisions to the Township Burning Ordinance.  Discussion ensued.  A draft of the proposed ordinance amendments will be prepared and reviewed at a later date.

 

Proposed Ordinance 2019-11- Limitation on Travel of Firearm Projectiles

 

Thomas D. Rees, Esquire, representing the owners of the Powderbourne Sportsman Club, presented comments relating to proposed Ordinance 2019-11.  Discussion ensued.  A tentative on-site meeting with affected property owners, representatives of Powderbourne Sportsman Club and Township officials was tentatively arranged for Tuesday, January 21, 2020 to discuss options at the location.

 

William Fenley presented comments concerning the possible impact of the ordinance relating to hunting on private properties.

 

Review of December 10, 2019 Board of Supervisors Regular Meeting Agenda

 

The agenda was reviewed. 

 

 

1.  Previously Paid Bills Authorization and the Approval of Monthly Bills to be Paid

 

There were not any previously paid bills listed for approval.

 

Mr. Rothenberger moved to approve the monthly bills payment in the General Fund in the amount of $617,411.93, Parks and Recreation Fund in the amount of $713.41 and Escrow Fund in the amount of $16,754.49.  The motion was seconded by Mr. Fried and carried unanimously. 

 

2.  Shannon Smith Payment Application #6

 

Mr. Fain moved to approve the Shannon Smith Payment Application #6 in the amount of $13,924.98 for payment in the month of December.  The motion was seconded by Mr. Rothenberger and carried unanimously.

 

3.  2019 Salary Schedule

 

Mrs. Diehl moved to approve a 2.5% across the board salary increase for all Township employees for 2020.  The motion was seconded by Mr. Fain and carried unanimously.

 

Adjournment

 

Mrs. Diehl moved to adjourn the meeting at 8:53 p.m.  The motion was seconded by Mr. Fiorito and carried unanimously.
