Call to Order and Roll Call
The meeting was called to order at 7:00 p.m. by Chairman Eugene Fried followed by the Pledge of Allegiance to the Flag. Township Supervisors in attendance were Dorothy Diehl, Richard Fain, Ben Fiorito, Eugene Fried and Steven Rothenberger. Also in attendance were Thomas Latshaw, Road Foreman, Steven English, Township Solicitor and Stanley Seitzinger, Jr., Township Manager.
Chairman Fried announced that an executive session concerning real estate negotiations had preceded the meeting.
Citizens in attendance did not present comments.
Wood Tract Lot Line Adjustment
Ian Wood presented the subdivision plan to the Board of Supervisors. Manager Seitzinger reported that the Upper Hanover Township Planning Commission had recommended waivers and preliminary and final plan approval. Discussion ensued. Mr. Fiorito moved to approve the following list of waivers:
• Section 425-403.D.(4) & Section 425-403.E.(4)(b).(Road Widening) –
A continuation of waivers granted June 11, 2002 for the “Vineyards
• Section 425-410 (Sidewalks, Curb and Storm Sewer) – A continuation of
waivers granted June 11, 2002 for the “Vineyards subdivision”.
• Section 425-411 (Traffic Impact Study).
• Section 425-500.D(1)(a).(Street Trees) – A continuation of waivers granted
June 11, 2002 for the “Vineyards subdivision”.
Mr. Fiorito further moved to provide preliminary and final plan approval for the Wood Tract Lot Line Adjustment as per the plan prepared by Horizon Engineering, plan dated July 14, 2015, last revised November 10, 2015 and as per the LTL Consultants review letter dated December 23, 2015. The motion was seconded by Mr. Rothenberger and carried unanimously.
Northgate – Front Load Units
Dean Rittenhouse reviewed a proposed revision to change a section of 16 homes located between Danville Drive, Bridgeport Avenue and Sunnyvale Drive from rear alley load to
a front load configuration. Dean Rittenhouse reported that while certain on-street parking spaces would be eliminated, the new configuration would still allow the provision of 20
plus on-street parking spaces. The Board of Supervisors requested that at least 2 additional parking spaces beyond the proposed 20 spaces be included in order to spread the available parking spaces throughout the project area. By a poll of members of the Board of Supervisors, the Board of Supervisors affirmatively agreed to the proposed revision from rear alley load to front load, including the specified number of on-street parking spaces.
The Agreement was tabled subject to the receipt of additional information on the progress of the project.
Authorization to Solicit Propane Proposals
Mr. Fain move to authorize the solicitation of propane proposals. The motion was seconded by Mrs. Diehl and carried unanimously.
Review of January 12, 2016 Board of Supervisors Regular Meeting Agenda
The agenda was reviewed.
The Board of Supervisors reviewed a request from the American Legion to waive applicable zoning hearing and conditional use filing fees. A poll of the Board of Supervisors indicated a preference for the submittal of the required filing fees.
Manager Seitzinger reported upon a letter received from the Pennsylvania Department of Environmental Protection relating to a possible re-designation of Hosensack Creek.
Mr. Fain moved to adjourn the meeting at 8:25 p.m. The motion was seconded by Mr. Rothenberger and carried unanimously.
