UPPER HANOVER TOWNSHIP BOARD OF SUPERVISORS

WORKSHOP MEETING MINUTES OF FEBRUARY 11, 2019

 

 

Call to Order and Roll Call

 

The meeting was called to order at 7:00 p.m. by Chairman Eugene Fried followed by the Pledge of Allegiance to the Flag.  Township Supervisors in attendance were Dorothy Diehl, Richard Fain, Eugene Fried, Ben Fiorito and Steven Rothenberger.  Also in attendance were Joseph Bresnan, Township Solicitor, John Weber, Township Engineer and Stanley Seitzinger, Jr., Township Manager.

 

Citizens Comments

 

Larry Taglieber and Ed Berger inquired on the status of code enforcement activities relating to 53 – 57 Gravel Pike.  Mr. Bresnan provided an update on the current status.

 

Montco 2040 Grant Application – Sidewalk Connection to Kistler Bitting Park

 

Mike Tannous of the Upper Perkiomen Valley YMCA presented a proposal for the submittal of a Montco 2040 Grant Application relating to the construction of a sidewalk connection to Kistler Bitting Park.  The Board of Supervisors recommended that the Township Engineer review options for the project with a consideration of possibly submitting a grant application for the 2020 program year.   

 

Upper Perkiomen School District Middle School Walt Road Macadam Path

 

The Board of Supervisors expressed a consensus to allow construction of the Walt Road macadam path at the Upper Perkiomen School District Middle School Project at the present time as opposed to waiting until school is no longer in session.

 

Municipal Building Heater and Emergency Generator – Systems Design Engineering, Inc.

 

Steven Gribb of Systems Design Engineering, Inc. presented construction proposals for updating the heater and emergency generator system at the Township Municipal Building.  Discussion ensued.  Mr. Rothenberger moved to authorize proceeding with the bidding as proposed.  The motion was seconded by Mr. Fain and carried unanimously.

 

Tractor Trailer Traffic

 

Discussion ensued concerning recent complaints regarding tractor trailers on back roads in Upper Hanover Township.  The Board of Supervisors requested that LTL Consultants conduct a traffic study to determine whether certain roadways can be designated to prohibit tractor trailers.

 

Authorization to Bid Equipment Rental and Road Materials

 

Mrs. Diehl moved to authorize the bidding of the equipment rental and road materials for 2019.  The motion was seconded by Mr. Fiorito and carried unanimously.

 

Resolution 2019-01A, Fee Schedule

 

Discussion ensued concerning proposed revisions to the 2019 Fee Schedule.  Mr. Rothenberger moved to approve Resolution 2019-01A, Fee Schedule Amendment.  The motion was seconded by Mr. Fain and carried unanimously.

 

Review of February 12, 2019 Board of Supervisors Regular Meeting Agenda

 

A. Planning

 

1.  Butter Valley Golf Port Planning Module

 

Mr. Fain moved to approve the Butter Valley Golf Port Planning Module.  The motion was seconded by Mrs. Diehl and carried unanimously.

 

2.  Butter Valley Golf Port Preliminary/Final Plan

 

Mr. Rothenberger moved to approve the Butter Valley Golf Port Preliminary/Final Plan by approving Resolution 2019-07.  The motion was seconded by Mr. Fiorito and carried unanimously.

 

3.  HGI Code Enforcement

 

Mr. Weber reported that LTL Consultants forwarded a preliminary letter to HGI concerning code enforcement at the property.

 

Approval of Minutes

 

Mr. Rothenberger moved to approve the January 7, 2019 Organization Meeting Minutes and the January 8, 2019 Regular Meeting Minutes.  The motion was seconded by Mrs. Diehl and carried unanimously.

 

Monthly Invoices

 

A. Previously Paid Bills Authorization and Monthly Bills to be Paid

 

Mr. Fain moved to approve the previously paid bills in the amount of $4,860.09 from the

General Fund, $300,000.00 from the Road Improvement Fund and $500,000.00 from the Capital Reserve Fund and to approve the monthly bills payment in the General Fund in the amount of $117,925.06, Parks and Recreation Fund in the amount of $170.38 and Escrow Fund in the amount of $8,282.71.  The motion was seconded by Mr. Rothenberger and carried unanimously.

 

Monthly Reports

 

The Treasurer’s Report, State Police Report, Building Inspector Report, Fire Marshal Report and Road Report were entered into the record.

 

Special Items

 

A.  Ordinance #2019-03, An Ordinance Amending the Code of the Township of

      Upper Hanover, Section 425-409 of the Subdivision and Land Development

      Ordinance

 

The ordinance was tabled for action at the March 12, 2019 Board of Supervisors Meeting.

 

B.  Resolution #2019-06, Acceptance of Douthit Subdivision Plan Right of Way

 

Mr. Fain moved to approve Resolution #2019-06.  The motion was seconded by Mrs. Diehl and carried unanimously.

 

Zoning

 

A.  Solar Energy Ordinance

 

The Board of Supervisors recommended advertising the Solar Energy Ordinance

#2019-04 as recommended by the Township Planning Commission.

 

Committee Reports

 

A.  Budget and Finance Committee – Mr. Fiorito

 

A report was not presented.

 

B.  Personnel Committee – Mrs. Diehl and Mr. Fain

 

A report was not presented.

 

C.  Open Space, Parks and Recreation Committee – Mr. Fried

 

Mr. Fried reported that the monthly minutes of the Parks and Recreation Committee had been forwarded.

 

D.  Regional Planning and Planning Committee – Mr. Rothenberger

 

A brief discussion ensued concerning digital signs.

E.  Sewage and Water Committee – Mr. Fiorito

 

A report was not presented.

 

F.  Bridge and Road Committee – Mr. Fiorito and Mr. Fried

 

A report was not presented.

 

G.  Public Safety Committee – Mr. Fiorito and Mr. Fried

 

A report was not presented.

 

Township Engineer’s Report

 

Township Engineer Weber entered the monthly Township Engineer’s Report in to the record.

 

Township Manager’s Report

 

A report was not presented.

 

Township Solicitor’s Report

 

Township Solicitor Bresnan reported upon the dedication of public sewer lines at the Reserve at Macoby Run Phase 4A project.

 

Old Business

 

A. Propane Proposal Award

 

Mr. Rothenberger moved to award the annual propane contract to Eddinger Propane. The motion was seconded by Mr. Fain and carried unanimously.

 

B. Municipal Building Phone System

 

Mr. Rothenberger moved to authorize purchase of an updated Municipal Building phone system through GALCO in the amount of $2,160. The motion was seconded by Mr. Fain and carried unanimously.

 

New Business

 

A. Bituminous Seal Coat Contract Extension

 

The matter was tabled for further review.

 

 

B. Authorization to Advertise CDBG Municipal Building ADA Improvement

     Project

 

Mr. Rothenberger moved to authorize advertisement of the CDBG Municipal Building ADA Improvements Project. The motion was seconded by Mrs. Diehl and carried unanimously.

 

(It was announced that the February 12, 2019 Board of Supervisors Regular Meeting was canceled due to expected winter weather.)
