UPPER HANOVER TOWNSHIP BOARD OF SUPERVISORS

WORKSHOP MEETING MINUTES OF FEBRUARY 12, 2018

 

 

 

Call to Order and Roll Call

 

The meeting was called to order at 7:00 p.m. by Chairman Eugene Fried followed by the Pledge of Allegiance to the Flag.Township Supervisors in attendance were Dorothy Diehl, Ben Fiorito, Richard Fain, Eugene Fried and Steven Rothenberger.Also in attendance were Joseph Bresnan, Township Solicitor, John Weber, Township Engineer, Thomas Latshaw, Road Foreman, and Stanley Seitzinger, Jr., Township Manager.

 

Citizen Comments

 

Melanie Cunningham thanked the Township for assistance in preparing a Montco 2040 grant application for the Montgomery Avenue Sidewalk and Bike Path Installation Project.

 

A resident inquired regarding the status of pothole repairs on Montgomery County owned Geryville Pike.

 

Route 663/Geryville Pike Traffic Signal

 

Manager Seitzinger reported upon discussions held with representatives of the Pennsylvania Department of Transportation regarding proposed left turn arrow installations at the Route 663 and Geryville Pike traffic signal. Discussion ensued.

 

Mrs. Diehl moved to approve Resolution #2018-06, Application for Traffic Signal Approval. The motion was seconded Mr. Fiorito and carried unanimously.

Montgomery Avenue Bike Path and Sidewalk Installation Project

 

The Board of Supervisors recommended that the off-site project obtain an official land development approval from Upper Hanover Township.

 

Official Highway Map Amendment

 

The matter was tabled for further review.

 

Electric Post Driver Proposals

 

The Board of Supervisors reviewed the proposals received from vendors, including vendors participating with the PA cooperative purchasing program.

 

Mr. Rothenberger moved to approve awarding the purchase of an electric post driver brute turbo model from G&S Fastening in the amount of $1,699.00. The motion was seconded by Mr. Fain and carried unanimously.

DCNR Planning Grant Application

 

The Board of Supervisors reviewed and discussed whether or not to submit a planning grant application to the Pennsylvania Department of Conservation and Natural Resources. The Board of Supervisors reviewed the proposed scope of services. The Board of Supervisors recommended that a planning grant application not be submitted and that further review of park needs can be discussed with the Upper Hanover Township Parks and Recreation Committee.

 

Review of February 13, 2018 Board of Supervisors Regular Meeting Agenda

 

The agenda was reviewed.

 

Mr. Fain moved to approve an update to the Upper Hanover Township 2018 fee schedule through the approval of Resolution #2018-01B. The motion was seconded by Mrs. Diehl and carried unanimously.

 

The Board of Supervisors recommended that all future developersí contributions relating to waivers involving Park and Recreation matters should be deposited in the Parks and Recreation Fund.

 

It was requested that the specifications for the benches located at Camelot Park be forwarded to Mr. Barbary in order that the same style benches and trash receptacles can be located at the section of Centennial Park located adjacent to Glenwood Chase.

Mr. Fain moved to adjourn the meeting at 9:07 p.m. The motion was seconded by Mr. Fried and carried unanimously.
