UPPER HANOVER TOWNSHIP BOARD OF SUPERVISORS

WORKSHOP MEETING MINUTES OF FEBRUARY 13, 2012

 

 

Call to Order and Roll Call

 

The meeting was called to order at 7:00 p.m. by Chairman Fain.  Township Supervisors in attendance were Dorothy Diehl, Richard Fain, Ben Fiorito, Eugene Fried and Steven Rothenberger.  Township staff members in attendance were Jeffrey Ashman, Fire Marshal, Larry Buck, Road Foreman, Edward Skypala, Township Solicitor, John Weber, Township Engineer and Stanley Seitzinger, Jr., Township Manager.

Northgate Traffic Study and Phase 4A

 

Tim Hendricks and Bob Biddle addressed the Board of Supervisors concerning the Northgate Subdivision Project. 

 

Mr. Hendricks reported that T.H. Properties has essentially placed the bankruptcy behind them.  Mr. Hendricks expressed an interest in wanting to commence work on Phase 4A that is a revision to the previously approved Phase 4 that was never recorded.  Discussion ensued concerning a traffic study relating to the project.  Mr. Hendricks indicated that speed limit signs have been posted on Otts Road as requested.  The installation of a new overflow parking lot was also discussed.  Mr. Hendricks reported that work on the traffic signal at Route 663 and Geryville Pike will commence on April 2, 2012.

 

T.H.P. indicated agreement that they will extend the remainder of the Northgate Boulevard roadway after the issuance of the fortieth use and occupancy permit.  The tot-lot in the open space area will be started as of the issuance of the twentieth use and occupancy permit.

 

Mr. Hendricks indicated that the construction of a WaWa at the Northgate location was once again a possibility.  Mr. Hendricks indicated that the WaWa location could also help to move along construction at other pad sites that could include a restaurant, professional office and a daycare facility.

 

It was noted that additional phases after Phase 4A would require an additional formal approval from Upper Hanover Township.  It was noted that upgrading the open space area adjacent to section 4A would commence after the issuance of the seventy-second use and occupancy permit.

 

Discussion ensued regarding the need for a pork chop installation at the intersection of Otts Road and Route 663 that would require traffic to turn north onto Route 663.

 

The Board of Supervisors authorized finalizing the Phase 4A Developer Agreement and recording of the Phase 4A Subdivision Plan in order that work on section 4A could proceed with Mr. Fain, Mr. Fiorito, Mr. Fried and Mrs. Diehl voting yes and with Mr. Rothenberger abstaining from the vote.

 

Traffic Studies – Speed Limits on Township Roads

 

John Weber presented the results of the speed limit study on various roadways in Upper Hanover Township.  The Board of Supervisors agreed to authorize advertisement of an appropriate ordinance to change the speed limits as per the study with the recommendation that the newly installed speed limit signs at Otts Road also be included in the ordinance.

 

Scheduling a Pension Trustees Meeting

 

A Pension Trustees meeting was scheduled for 6:30 p.m. prior to the Board of Supervisors Workshop Meeting on March 12, 2012.

 

DCNR Grant – Composting Rest Rooms

 

Discussion ensued on the proposed installation of the composting restroom facility at Camelot Park as per the $46,300.00 grant obtained through the Pennsylvania Department of Conservation and Natural Resources.  The status of Bio-Sun Systems that had proposed the model originally included in the grant application was reviewed.  Options to install a sand mound or holding tank type facility were considered.  It was recommended that additional information be obtained from the Pennsylvania Department of Conservation and Natural Resources and from Moderate Concrete.  The project was tabled for further review.

 

Review of February 14, 2012 BOS Regular Meeting Agenda

 

The agenda was reviewed.

 

Other

 

1.  Fruitville Road Bridge

 

The Board of Supervisors discussed the $100,000.00 estimate for needed repairs at the Fruitville Road Bridge.  Township Manager Seitzinger indicated that the Township is awaiting word from Montgomery County concerning their planned actions for repairs needed on the Montgomery County maintained section of the same bridge.  It was recommended that a meeting be established with state representatives concerning the status of the project.

 

2.  Generator for Traffic Signals

 

Gene Fried explained the need for updated generators for maintaining traffic signals during power outages as included in the 2012 Township Budget.  Discussion ensued.  Mrs. Diehl moved to authorize the purchase of four generators and one quartz light in the amount of $4,290.03 from Passmore Service Center.  The motion was seconded by Mrs. Fiorito and carried unanimously.
